Boiko, Stavitsky presented Proskuriakov to Environment Ministry staff

Vice Prime Minister of Ukraine Yuri Boiko and energy and coal industry minister of Ukraine Eduard Stavitsky presented newly appointed environment minister Oleh Proskuriakov to the Ministry’s staff, ForUm correspondent reports.
“Mr. Proskuriakov is not a new person in the Ministry. I am confident that he will continue the good work, conducted by Eduard Stavitsky,” Boiko said.
Eduard Stavitsky thanked former employees for their work.
In turn, Proskuriakov assured his colleagues that the course of the Ministry will not change dramatically, but there may be some adjustments in the work of the Ministry. “We face the large tasks, so we will work. I think we will work well together,” the minister concluded.

Azarov already puzzled new ministers

Prime Minister Mykola Azarov has given the first orders to the newly appointed members of the government during the first organizational meeting of the government on December 24, the press service of the Cabinet of Ministers of Ukraine reports.
Azarov stressed that despite the last week of this year, there is much work to do. In particular, it is necessary to approve the local budgets till the end of the year.
The Prime Minister also instructed vice Prime Minister Oleksandr Vilkul to control the issue on approval of local budgets.
Azarov noted that deputy Prime Minister Yuri Boiko will deal with the issues related to the emergencies situations.  
In addition, the Prime Minister instructed social policy minister Natalia Korolevska to take control of the issue on payment of wages.

Newly appointed Cabinet holds first sitting

Prime Minister of Ukraine Mykola Azarov held the first meeting of the newly appointed Cabinet, ForUm learned from the Cabinet’s press service.
Azarov congratulated the government on the appointment and wished the ministers good health, perseverance, energy, and inspiration.
The Prime Minister said that the Cabinet should work as the team, implementing the policy of the President and ensuring the development of the country.
Azarov said that among the appointed ministers there are those, who have significant experience, but had not led the departments or agencies before. At the same time, Azarov expressed confidence that the Ministries have experienced workers, who will help the new leaders.
“The work of the minister is not only the management of a colossal industry, but the necessary decisions and developments, the ability to exercise effective control over the implementation,” the Prime Minister said. In addition, Azarov said that ministers should consult with experts and the public, visit the regions to know the real picture of the industry.
Azarov called economic growth the main task of the new government. “Only economic growth will ensure the growth of social standards,” he stressed.
The Prime Minister has set the task to work out an action plan of the Government for 2013-2014, which would ensure the economic development of the practical component. “All the Ministries should be involved in working out the plan. The program should be backed up with credit, investment, budget resources,” the Prime Minister said.
Azarov paid special attention emphasized to improving the foreign trade balance of Ukraine, and, consequently, the production of competitive products and promotion of Ukrainian goods to foreign markets. “We have to protect domestic markets and succeed in promoting our products,” the Prime Minister said.
Moreover, Azarov stressed on the need for ministers to be more “public”, to inform the society on the work of the Cabinet of Ministers, its decisions. “We have to be public, to be able to act, to defend our positions, to tell people about the work,” Azarov summed up.
According to the Cabinet’s press service, the new government adopted the first decisions to provide public vital activity during the holidays and to resolve the social issues.

Azarov instructs Prasolov to ensure budgeted GDP growth

In 2013, the main task of the Economic Development and Trade Ministry of Ukraine is to ensure the economic growth at the level of 3-3.5%, which was incorporated in the state budget for 2013, together with other ministries and agencies, Prime Minister Mykola Azarov declared.
“The task is not easy, especially within a recession in Europe, but at the same time, it is real,” the head of the government said, introducing Ihor Prasolov as new minister in Kyiv on Monday.
“We have no time to lose,” the Prime Minister added.

There are no medical grounds for release of former interior minister Yuriy Lutsenko, head of the healthcare department of the State penitentiary Service of Ukraine in Chernihiv region Mrs. Volkova said, the State Penitentiary Service press office informs.
“I want to emphasize that the patient’s health condition is satisfactory and he does not have cirrhosis of the liver. Moreover, the patient has never had most of the diseases, voiced by his lawyers. So I’m surprised why the lawyers invent missing diseases,” she said.
“Lutsenko has no complaints about doctors in the colony, now he gets the drug treatment, prescribed and recommended to him. The information about the non-receipt of medication within 20 days does not correspond to reality,” the doctor said.
She also added that Lutsenko has been diagnosed no disease on the list of diseases that are the basis for the submission of materials to the court on the release of the convict from further punishment.

Kyiv underground to be upgraded

The rolling stock of the Kyiv underground is to undergo major upgrade in 2013-2014, the Kyiv City State Administration press service informs.

Thus, according to the deputy chairman of the Kyiv City State Administration Anatoliy Holubchenko, the project of comprehensive modernization of underground cars at cost of the funds within green investments (under the Kyoto Protocol) has been launched this year.

“According to this project, we are going to receive 95 modern cars, which are to operate on Svyatoshinsko-Brovarsky line,” Holubchenko said.

He added that in mid-December, the chief executive of the works, the JSC Kryukov Wagon Works, has already received an advance payment of $ 300 million UAH. Other 380 million UAH will be transferred on the account of the company in the coming days.

Yanukovych specifies functions of the Cabinet’s minister

Ukrainian President Viktor Yanukovych has specified the functions of the minister of the Cabinet of Ministers.
The corresponding decree has been published on the official website of the President.
In particular, it is noted that the minister of the Cabinet of Ministers shall prepare information on the status of implementation of the work plan of the Cabinet and the draft agenda of its meetings, shall personally deliver the acts adopted by the Cabinet, the bills, acts and orders of the President, the copies of the bills passed by the Verkhovna Rada, sent to the Cabinet for consideration, the draft proposals of the Cabinet on vetoing some laws for the Prime Minister to sign.
The newly appointed minister shall report on the implementation of various orders of the Prime Minister, submit the proposals on issues belonging to his competence to the Cabinet of Ministers.
According to the amendments, the minister shall also provide the Cabinet’s secretariat members with the materials for the meetings of the Cabinet, ensure the organization of the secretariat’s work.
The minister shall make proposals on the appointment and removal from office of the secretariat members to the PM.

As reported, today, President Viktor Yanukovych has appointed Olena Lukash as minister of the cabinet of Ministers.
