Yanukovych, Tymoshenko hold lead in election race

If the presidential elections were held in the end of September, Viktor Yanukovych and Yulia Tymoshenko would have had the highest support of the voters, according to the survey conducted by the Ukrainian Democratic Circle at the request of the Institute of Politics.

A total of 28.9% of voters ready to back Yanukovych and 20.8% support Tymoshenko. Other politicians have a substantially lower backing of the population. In the runoff election, Yanukovych would get 41% and Tymoshenko 35.1%.

Foreign currency rate falling down

Today Ukrainian banks are buying US dollars at 8.01 UAH/USD and sell at 8.315 UAH/USD, though yesterday the dollar rate was within 8. 43 – 8.5 UAH/USD.

Average euro rate has also fallen down to 12.0124/12.2967 UAH/Euro comparing to the yesterday’s rate at 12.31/12.51 UAH/Euro

Economists: Government effectively responded to financial crisis

The Ukrainian government effectively responded to challenges of the global financial crisis, Ihor Burakovskyi, director of the Institute of Economic Studies and Political Consultations, said  commenting on Tuesday’s meeting of Prime Minister Yulia Tymoshenko with Ukrainian and Western economists.

“The government tried to react specifically to some or other problems emerging in different branches.  And presently we maintain certain social stability,” he said. Burakovskyi expressed confidence that Ukraine’s address to the International Monetary Fund was correct, and made it possible to draw essential funds.

Oleksandr Paskhaver, director of the Economic Development Institute, also believes that Yulia Tymoshenko’s government timely reacted to the challenges of the world slump. “

The economy is recovering.  There are certainly some problems – the banking system is suffering most of all now.  But I always stress it is surprising how synchronously with the international community, sometimes even ahead of it, we rose from the bottom and started getting up,” the expert said.

Fuel and Energy Ministry forecasts petrol price decrease this October

The Fuel and Energy Ministry foresees fall of the petrol prices in October 2009, Minister Yuriy Prodan has told the press on Wednesday, National radio reported.

According to him, presently, the light oil market is 66% provided with own resources. Prodan noted that the decline in oil products prices is expected as the currency rate stabilizes, as well as owing to the actions of the Antimonopoly Committee and State Pricing Inspection of the Economics Ministry. The Economy Ministry of Ukraine earlier endorsed the average retail prices of automobile fuel for the 4th quarter of 2009. Those indicators are used for the calculation of floor tariffs on the transportation of cargoes by road in the territory of Ukraine. Particularly, the per-liter average retail prices of petroleum products were set at UAH 5.64 for diesel fuel, UAH 6.21 for the 76 gasoline, UAH 6.23 for 80, UAH 6.63 for 92, UAH 6.96 for 95, and UAH 7.72 for 98 (1 USD – 8.01 UAH).

Ukraine celebrates Adoption Day

The Adoption Day is being celebrated today for the first time in Ukraine. President Viktor Yushchenko signed a corresponding decree in order to support and develop national adoption, press office of the president reported.

As of January 1, 2009 there are 400 orphanages of family type with 2605 children and 2461 foster homes with 4450 children in total.

The institute of guardianship and adoption provides financial help of 12240 UAH for adoption regardless of child’s age. According to the Ukrainian legislation, maximum age gap between foster parents and a child should not exceed 45 years.

Russian community of Crimea to support Yanukovych’s candidature for presidency

The Russian community of Crimea expressed its support to the Party of Regions leader Viktor Yanukovych at the coming presidential election.

The community believes that Yanukovych as president “would effectively represent and fight for democratic values in the development of modern Ukraine.”

At the same time, the Russian society of Crimea asked the Party of Regions leader to take all the necessary measures to normalize the social and political situation in Crimea “the destabilization of which was caused by actions of Anatoliy Hrytsenko at the post of Crimean Supreme Council Chairman.”

According to reports in the Crimean mass media, this statement was made by Serhiy Tsekov, the chairman of the Russian Community of Crimea and first vice speaker of the Crimean parliament, after his meeting with Yanukovych.

Ukraine’s Naftogaz seeks euro 400-mln EBRD loan

Ukraine’s state oil and gas company Naftogaz is seeking a loan of up to 400 million euros ($580 million) from the European Bank for Reconstruction and Development (EBRD), the country’s finance minister said.

The loan will be used to help the company maintain stable natural gas imports from Russia and gas transit through Ukraine’s pipeline system to the European Union.

Acting Finance Minister Ihor Umansky told reporters: “We are now discussing 350-400 million euros. We are continuing discussions on the actual sum and the commercial terms with EBRD.”

EBRD earlier said its board of directors would meet on November 17 to discuss the issue of support for Ukraine’s gas sector. The support program would focus on financing gas purchasing, and investment in gas transit infrastructure.

Ukraine is also seeking a syndicated loan of over $4 billion from European banks to pay it gas supply debts to Russian energy giant Gazprom.

European Commission President Jose Manuel Barroso said in early June it would be difficult for the EU to help Ukraine keep up with its payments.

Russia, which supplies around one fifth of Europe’s gas, briefly shut down supplies via Ukraine’s pipeline system at the start of the year during a dispute with Kiev over unpaid debt.

The conflict was resolved in January, when Russian Prime Minister Vladimir Putin and his Ukrainian counterpart, Yulia Tymoshenko, agreed deals on deliveries to and gas transit through Ukraine for 2009.

Ukraine transits around 80% of Russia’s Europe-bound gas.

Counterfeit money in Ukraine

Hryvnia notes at face value Hr 20 and Hr 50 are being often counterfeited in Ukraine although in general the number of bad money has been reduced in the country, the State Service Department for struggle against economic crimes reported comparing data with statistics in 2008, Mignews reported.

“Counterfeiters like these notes because people examine more carefully notes with bigger face value. Among notes that had been seized the number of bad money at face value Hr 10, 5, 2 and 1 reduced. At the same time, counterfeiters have begun to make bad dollars more often. For example, 1,260 notes this year in comparison with 286 dollar notes and 1215 Euro notes this year and 258 notes in 2008. Among counterfeit the number of Russian rubles has been decreased, Segodnya newspaper reports.

Since the beginning of the year law enforcement agents disclosed 22 underground workshops. Mini-enterprises worked in different regions of Ukraine. For example, in the Kyrovohrad Region the group was rendered harmless by means of computers and printers. Frauds had been printing notes at face value Hr 200 and sold of at the filling stations.

Lithuania and Bulgaria are the countries which mostly export counterfeit currency to Ukraine.
