Ukraine, Moldova agree on border demarcation

Ukraine and Moldova have agreed soon to start and complete work on the demarcation of the Transdniestrian section of the state border, the Ukrainian Foreign Ministry’s press service has reported. 

Respective agreement was reached at talks held between Ukrainian Deputy Foreign Minister Kostiantyn Yeliseyev and Moldovan Deputy Minister of Foreign Affairs and European Integration Andrei Popov. 

The sides also agreed to take effective measures to speed up the process of finally completing the legal registration of the state border. 

They agreed to speed up the settlement of issues on the mutual recognition of rights and the regulation of property relations by signing a respective protocol soon.

BYuT urging immediate review of presidential election law

BYuT urging immediate review of presidential election law

BYuT is demanding that the law on the presidential elections be urgently reviewed, Tymoshenko’s official web site reported. 

“The election campaign is already underway. There is a decision by the Constitutional Court (regarding the presidential election law), therefore, we are asking that consideration of the bill on the presidential elections be moved from the end of the day on Wednesday to first thing on Tuesday,” first deputy head of the BYuT faction Andriy Kozhemyakin stated today during the conciliatory council. 

On October 20, the Constitutional Court of Ukraine ruled unconstitutional several provisions of the Law on Election of President of Ukraine. 

In particular, it deemed unconstitutional the provision requiring that a person be registered with a consular office abroad in order to exercise one’s right to vote in the presidential elections. 

The CC also found unconstitutional the provision of the law requiring that members of territorial election commissions reside within the territory of the respective territorial district or city, in which territory such district is located. 

Also unconsitutional are the provisions banning courts the right to exercise their authority to bring action against meetings concerning the calling, preparations and conducting of elections of the president of Ukraine. 

The CC also ruled unconstitutional paragraph 7 of article 84 that bans submission of complaints to the Central Election Commission concerning preparations and conducting of elections of the president of Ukraine on the day of voting and subsequent days of the electoral process. 

Meanwhile, the CC suspented constitutional proceedings regarding the provision that establishes the size of the monetary deposit.

Party of Regions accuses BYuT for interference into results of coming presidential election

The Party of Regions accuses BYuT of intention to distort poll results at presidential election, the party representative Oleksandr Yefremov said at the meeting of the Consiliatory council.

He explained that the draft amendments to the Law about Presidential election that were submitted for the parliament’s consideration this week, include a provision allowing to cancel the poll results at any district election commission by a court’s ruling if appealed by any observer.

When somebody is going to change the game’s rules it causes misgivings, Yefremov says. He believes, it means that the President is to be elected not by people’s freely casting ballots but by a possibility to cancel the district election commission’s decision by a court’s ruling.

Ukrainian President calling Russia for border demarcation

President Viktor Yushchenko is calling the Russian party to drift away from the policy of groundless statements about demarcation of the common border and make practical steps to set up a joint demarcation commission and launch delimitation as soon as possible, President’s press secretary Iryna Vannykova said. 

In her words, the head of state believes that delay in demarcation of the Ukraine-Russia border is yet inadmissible. As on the one hand, we could hear the statements about absence of the need for the boundaries among the sister nations, and on the other hand a weapon is applied to representatives of the sister nation, Yushchenko underlines reminding about a recent incident on the Ukraine-Russia border with Russian border guards opening fire at a Ukrainian citizens and killing him. 

According to Vannykova, the Ukrainian President noted that the Ukraine-Russia border is traditionally seen by the two states’ citizens as a border of friendship and peace with close economic, social and cultural relations between the people of Ukraine and Russia. However, the cases of applying firearms by the Russian side on the common border have lately become rather common. This, Yushchenko believes, causes a significant concern, Vannykova underscored. 

She also added that the head of state called on Russia to conduct timely and objective investigation into the case, UKRINFORM reported.

Presidential campaign budget cut by UAH 17 million

The Central Election Commission of Ukraine decided to reduce spending on the 2009 presidential elections by UAH 17.26 million (1 USD – 7.98 UAH) due to smaller than predicted number of presidential candidates.

This decision was passed at the CEC meeting on Thursday. Earlier the Central Election Commission predicted that up to 30 candidates would take part in the January 17 elections. In reality, there will be 18 candidates.

CEC Deputy Chair Zhanna Usenko-Chorna says costs on payment of mass media services were cut by UAH 6.78 million, on the production of information posters for the candidates by UAH 4.586 million, on the production of election papers by UAH 5.759 million, and compensations for transport charges over the campaign period by UAH 221,000.

Ukraine urges investigation into shooting on Russian border

The Ukrainian foreign ministry has urged a prompt and full investigation into Thursday’s incident on the Russian-Ukrainian border, in which a Ukrainian citizen was shot dead.

Ukrainian border guards said on Thursday that a resident of the Kharkov Region attempted to drive through the Russian-Ukrainian border in a Niva off-road vehicle. After firing a warning shot into the air, Russian border guards opened fire, killing the driver.

“We expect prompt and full investigation into this tragic incident, which happened on Russian territory, and especially into the circumstances in which the Russian border guards opened fire,” the ministry said in a statement, released late on Thursday, RIA Novosti informed.

The ministry said that the incident, which has caused a public outcry in Ukraine, demonstrated “the necessity of Russian-Ukrainian border demarcation.”

Russian investigators said the border guards acted within the law.

Russian border guards said on Thursday the man, whose identity is now being established, had attempted to run over a border guard while driving from Ukraine to Russia. The Ukrainian side said the man was driving from Russia.

Ukrainian President Viktor Yushchenko also expressed hope for unbiased investigation of the incident, the information policy department of the President’s Secretariat reported.

He expressed special concern over the fact that the cases of use of Russian firearms on the border are not single instances. “Ukraine counts on timely and objective investigation by the relevant agencies of the Russian Federation of all details of the incident, in the first place the appropriateness of weapon use to prevent offences,” the President said.

In his words, traditionally the Ukraine – Russia state border is taken by both countries’ citizens as a border of friendship and peace, where economic, social and cultural relations between the two countries’ citizens are closely connected. In this context Yushchenko expressed hope for constructive approach of the Russian side to the issues of completion of the contractual basis for the state border relations.

“It is necessary to give up the policy of unfounded declarations concerning demarcation of the joint border, and make in the nearest future practical moves towards the creation of a demarcation commission and endorsement of demarcation,” he urged. The head of state expressed confidence that the settlement of this question is vitally important and will help take the state border as an important attribute of the state, as well as minimize unlawful activity in the border zone.

“I am calling on the Russian party for tolerant, consistent and predictable performance, and I am sure that we will meet with mutual understanding on all urgent questions concerning the border,” Yushchenko noted.

40% in Ukraine see flu epidemic as political technology

40.3% of Ukrainians polled by the FOM-Ukraine say a public excitement surrounding a growing number of flu and ARI ill patients is a political technology aimed at distracting people’s attention from more important problems, according to National radio.

Meanwhile, 25.6% say the current influenza epidemic is an ordinary season factor, 21.7% – ordinary flu epidemic in Ukraine and 2.8% failed to answer. Asked whether you or members of your family were down with influenza or acute respiratory illness in a period from late October, 71.6% of respondents answered negatively and 27.6% said ‘yes’. The opinion poll was conducted November 18-19 with 1,000 pollees from 85 Ukrainian cities.

Cabinet to provide people with affordable housing

In order to provide access to construction or housing for people who need better living conditions but don’t have or lost the right to public housing, the Cabinet of Ministers has submitted to the Verkhovna Rada a bill “On providing citizens with affordable housing,” Tymoshenko’s official web-site reported. 

The draft law defines the term “affordable housing” and requirements for such housing. The document is aimed at ensuring the realization of the constitutional right of Ukrainian citizens to housing by building affordable housing that people on the housing queue who don’t have high earnings can afford by providing them with public assistance. 

As indicated in the draft law, government support for the construction (purchase) of affordable housing is provided through existing mechanisms for financing housing at the expense of citizens and the state and introducing additional mechanisms to provide citizens with state support for construction (purchase) of affordable housing, namely: payment by the state of part of the cost of construction (purchase) of affordable housing, providing preferential mortgage loans, state premiums for the accumulation of housing construction savings for the down payment on mortgage loans. 

Therefore, the payment of part of the cost of construction of affordable housing or state premiums for the accumulation of savings for the down payment is made if the individual has a certificate for the right to state support. 

To prevent abuse, the bill calls for: 

– creation of an automated system for the collection, storage, accounting and provision of information about people who are eligible for affordable housing and state support, and maintenance of a single state register of citizens eligible for affordable housing; 

– introduction of certificates for the right to state support, which is a document of strict accountability, form, procedure for issuing, recording and treatment which is determined by the Cabinet of Ministers; 

– requirement to qualify for public support for the construction (purchase) of affordable housing to be that a person’s average monthly gross income does not exceed four times the average monthly wage in the region. 

The increase in housing construction will help to improve the socioeconomic development of the country, as the construction of housing stimulates the development of related industries and improves overall living standards.
