The Autonomy Republic Crimea accuses Russia of illegal use of 95 facilities

The Russian Black Sea is alleged of illegal use of 96 objects geographically belonged to Crimea, the Crimean State Fund of Treasury reported.

The revision revealed that Russia uses 96 facilities which are not regulated by the Intergovernmental Agreement of 1997 that divided the Soviet Black Sea Fleet. The other violation touched upon the decommissioned 35 facilities and sublet a further 25 without approval from the Ukrainian authorities.

The Fund mentioned that it does not concern Sevastopol city. The Fund’s statement calls these facts “considerable variances of the post-soviet division.

Putin wants Ukraine to pay for consuming excess gas

Russian President Vladimir Putin said today that Ukraine must pay for using more than its agreed quota of Russian gas from an export pipeline that leads to Europe, RFE/RL reported.

Addressing reporters at a Kremlin news conference, Putin said that during the recent cold spell Ukraine has siphoned off up to 70 million cubic meters of gas a day, hampering efforts by Russia’s natural-gas monopoly Gazprom to normalize supplies to Europe.

Putin praised Ukraine’s leadership for admitting for the first time that it had taken more gas than agreed.

He added that Ukraine’s actions vindicated Russia’s 2005 agreement with Germany to build a pipeline along the bed of the Baltic Sea to connect the two countries directly.

Putin also hailed a recent agreement with Ukraine on Russian natural gas supplies as “very positive” for bilateral relations and for the stability of the European energy system.

The agreement came after Russia cut off gas supplies to Ukraine at the end of last year over a pricing dispute.

President Yushchenko met Vladimir Šeks

Victor Yushchenko met with Croatian Parliament Speaker Vladimir Šeks, presidential press office informed.

They discussed ways to build energy independence and introduce energy reforms. The President became interested in the way Croatia’s municipal economy functions. The sides also discussed current political situation, parliamentary activities and Ukraine’s preparations for upcoming elections.

RosUkrEnergo Company conducted live broadcast presentation

Yesterday, RosUkrEnergo Company executives conducted live broadcast presentation on “Inter” TV Channel. Konstantin Chuychenko, director of legal department of Gazprom and executive director of RosUkrEnergo, declared that the Company was found July 22, 2004 for purchase and transit of Turkmen gas on Ukrainian market.

“Our Company was registered July 22, 2004 in the form of joint-stock company. Zug, Switzerland, is a place of Company’s incorporation, what is traditional for international trading companies. Shareholders are ‘Raiffeisen bank’ in the person of ‘Raiffeisen Investments’ on the one hand and ‘Gazprombank’ from the other hand. Shareholders own 50% each, and management structure is based on parity principle,” said Chuychenko.

“Founding the Company we determined on openness and transparency. The only thing we underestimated is strength and influence of other mediatorial structures on the market. To date we have corrected our sight and intend to highlight every project of the Company. The proof of this is our live broadcast interview,” declared Oleh Palchikov, director of RosUkrEnergo.

Palchikov also specified the main functions of the joint venture, being formed by RosUkrEnergo and Naftogaz Ukrainy. “The basic functions are accomplishment of balance of gas supply to Ukraine and systematic supply of this gas to Ukraine’s consumers. Actually, that is all, in short,” said Palchikov.

Chuychenko commented on the fact why RosUkrEnergo has become a central unit in the new scheme of gas supply to Ukraine. According to him, RosUkrEnergo has a contract with Gazprom till 2028, according to which Russian gas monopolist assumed obligations to provide transit of Turkmen gas through territory of Kazakhstan, Uzbekistan and Russia. Besides, RosUkrEnergo has contracts both with Naftogaz Ukrainy and Gazprom on purchase of Central Asian gas.

“The new Cabinet is better than the previous one”

Yekhanurov’s Cabinet has aloud improved the situation concerning the budget, the Head of Ukraine’s State Tax Administration Kireyev told.

“We compared the last four months with the previous eight months and got very interesting result: the budget receipts of the last four months exceed by 26.1% the previous eight ones; VAT budget receipts -by 25.5%, the excise tax – by 14% and the profits tax – by 116%,” mentioned Kireyev.

Ukraine’s State Tax Administration denies the falsification of the budget

Ukraine’s State Tax Administration denies Symonenko’s statement concerning the budget falsification.

“First of all I want to state that the common budget fund received 48.3 milliard UAH by cash,” said Tuesday the Head of the State Tax Administration Oleksandr Kireyev.

It makes 16.9 milliard UAH more than in the previous year, Kireyev noted.

Ukrainian Prosecutor General approves of the Gongadze closed hearing

Coming out in the conference, the Prosecutor General Oleksandr Medvedko regards the partially closed hearing of the Gongadze case as the usual procedure.

According to Medvedko, it is a court prerogative to choose the regime of hearing. “There are secret materials and engaged persons who mustn’t be openly interrogated. That is why I reckon the decision is downright correct,” stressed Medvedko.

Cabinet is accused of “ostrich policy”

The ban on import of Ukrainian cattle breeding production to the territory of Russia is rather economic issue than political, as declared MP Volodymyr Zubanov, member of Party of Regions’ parliamentary faction “Regions of Ukraine”.

The parliamentarian pointed out that, in his opinion, Cabinet’s representatives traditionally try to find a political constituent in any actions of Russia. “It is an unconcealed ostrich policy and a try to escape from reality of world economy. In actual fact, every country protects its economic interests,” said Zubanov.

As examples he provided Jackson-Vanik amendment in the USA, still not repealed, refusal to sign an agreement on Ukraine’s joining the WTO, many antidumping measures, taken by European countries on Ukrainian metallurgists and chemists. According to Zuban, sanctions, introduced and applied by Russia, should be considered among these cases.
