Kolesnikov rules out his appointment as youth and sports minister

MP from the Party of Regions, the former vice Prime Minister and infrastructure minister Borys Kolesnikov rules out his appointment as youth and sports minister in case of resumption of work of the relevant Ministry.
Kolesnikov said that being government official responsible for the preparation and holding of the European Football Championship in 2012, he was mostly engaged not in the development of sports component, but in infrastructure and control over the course of preparation for the championship.
He noted that the new agency should headed by a person, aware of sports affairs and processes.
At the same time, according to the MP, the initiative to recreate the Youth and Sport Ministry is very timely, since it is obvious that the Ukrainian sports has accumulated a substantial complex of problems requiring immediate attention.

Unemployment rate in Ukraine decreased by 7.4% in 2012

In 2012, the unemployment rate in Ukraine decreased by 7.4%, deputy director of the department on labor statistics of the State Committee of Statistics of Ukraine Alla Solop said during a round table “When will Ukrainians get payroll salaries? Reduction in social tax and economy unshadowing”, ForUm correspondent reports.
“There was a decline in the unemployment rate by 7.4% in 2012. We are talking about economically active population of Ukraine,” she said.
At the same time, according to her, the employment rate of Ukrainians amounted to 59% in 2011 and to 61% in 2012.
In addition, she stressed that the average salary in 2012 was 3026 UAH.
Solop noted that the wage arrears are decreasing. “As of January 1, the wage arrears amounted to 0.9 billion UAH,” she summed up.

In Ukraine, 11% of employees declared the minimum wage in December 2012, deputy director of the department – head of revenues department of the Pension Fund of Ukraine Lyudmila Polevik said during a round table “When will Ukrainians get payroll salaries? Reduction in social tax and economy unshadowing”, ForUm correspondent reports.

“In December 2012, nearly 1.5 million employees out of 12 million, declared the minimum salary. This is 11% of the total number. All the employees of such firms, and even the leadership, officially registered minimum wage. Mostly these are companies with available funds, dealing with trade, consumer services and others,” she said.
According to her, 7 million employees got salaries below the level of the average wage (3100 UAH – Ed.) “The issue of legalization of wages is very serious, as it is the main source of pumping up the PF budget and the state budget,” Polevik summed up.

Data warehousing of state institutions will create not only a new quality of document flow between them, but also will structure, optimizing the whole system, adviser to the head of the Education and Science, Youth and Sport Ministry Mykhailo Shmelev said during a round-table, ForUm correspondent reports.
“For example, it is difficult for colleagues from the state institutions, not only for citizens, to know the exact number of schools in Ukraine. Accreditation of higher education institutions is another example. It is very difficult for applicants to find out all the details of accreditation, as well as the full range of specialties. In both cases the problem is a lack of the centralized database.”
Shmelev continued that experience showed that any administrative process comes to order only with its automation and informatization.
He added that the government should not wait for somebody to offer some initiative, but to develop and promote its own propositions.

Azarov: Ukraine must stop to survive

Implementation of the State program of economy revitalization for 2013-2014 will ensure the stable development of Ukraine, Prime Minister Mykola Azarov said during the visit to the State Enterprise “Kyivprylad Production Association”, the Cabinet’s press service informs.

“The implementation of the economic development program will allow Ukraine to develop steadily in the coming years. We must stop to survive and begin to live full life,” Azarov said.

He added that people should have confidence in the future. Premier assured that that the economy will grow steadily, wages will rise, the level of social protection will increase.

In addition, Azarov called on the leadership of space industry to find ways of entering the global markets.

“We instruct the leadership of the space industry to seek new contracts and access to world markets. We already have such good examples of implementation of the Cyclone-4 Ukrainian-Brazilian project,” the Prime Minister said. He added that the Government has developed a system of incentives to support the space industry.

In addition, Azarov has acquainted with samples of equipment produced by the “Kyivprylad” in preparation for the launch of the “Cyclone-4” rocket in the Brazilian Alcantara space center, automatic control devices for the Russian transport and cargo spacecraft “Soyuz” and “Progress-M” and other appliances.

Georgia may hold referendum on amendments to Constitution

In March, the Georgian Parliament will consider draft amendments to the Constitution, acting Ambassador of Georgia to Ukraine Mr. Giorgi Zakarashvili said, ForUm correspondent reports.
In particular, according to the diplomat, the amendments refer to limiting the powers of the President on the appointment of the government without the consent of the Parliament. “The passing of the bill will depend on certain members of the minority,” Zakarashvili said. He added that Georgian Premier Mr. Ivanishvili wrote a letter to President Mikheil Saakashvili, in which he asked the President to express his position on possible constitutional changes.
However, the diplomat informed that the proposal to elect President in the Parliament provokes a dispute in society. “The ruling coalition has no unified position on the issue. Some stand for the parliamentary model, some – for the direct election of the President. I do not rule out that this issue will be put to referendum,” the acting Ambassador said.

Kyiv Council approves new city borders

The Kyiv City Council approved the draft project of land management on setting and changing the borders of Kyiv, which provides for the extension of the city limits.

As ForUm correspondent reports, this decision was supported by 74 members of Council.

According to head of the city council committee on environmental policy Denys Moskal, now Kyiv area Kiev includes Kotsyubynske village and the Velyky island. “Kyiv has received additional 2.757 hectares of land, and gave 686.3 ha to Kyiv island,” he said.

Moskal informed that a new water intake is to be built at the Velyky island to ensure the supply of clean water for Kyiv citizens.

He also said that a draft will be submitted for approval to the Kyiv Regional Council and then to the Parliament. Moskal said that the project is likely to be submitted to the Parliament in April 2013.

German doctors arrive in Kharkiv to see Tymoshenko

Doctors Anett Reisshauer and Lutz Harms from the German Charite Clinic have arrived at Kharkiv-based Central Clinical Hospital No, 5, where former Ukrainian Prime Minister Yulia Tymoshenko is undergoing treatment, Interfax informs.
According to an Interfax-Ukraine reporter, the doctors entered the territory of the hospital in a car at around 1230 on Thursday.
The ex-premier’s daughter, Yevhenia Tymoshenko, entered the territory of the clinic not long before the arrival of the German doctors.
The previous visit of Reisshauer to Tymoshenko was held in mid-December 2012.
