President: Half of funds saved by staff cuts in the regions must be used to increase salaries and pensions

Half of the funds saved from reducing the number of officials in the regions, will be aimed at increasing salaries and pensions, President Viktor Yanukovych said at “Conversation with the Country” teleconference, presidential press office reported. 

President Yanukovych said that he had consultations with regional governors on successful implementation of administrative reform, combating corruption, raising the level of officials’ professionalism, and motivating the officials, who continue working after the staff cuts. 

“We have decided unanimously that any reduction in the local administrations must follow the principle of directing 30% – 50% of the released funds into raising wages for those, who remain. Another 50% must go into the state budget to increase wages and pensions in the public sector,” Viktor Yanukovych said. 

“If we do not raise salaries to officials, if we do not create adequate conditions and incentives for their work, it means that we will push them to corruption. These are quite related issues,” he said.

NATO: It’s too early to talk about Ukraine’s participation in new European missile defense system

NATO Secretary General Anders Fogh Rasmussen has said that it is too early to talk about Ukraine’s possible participation in the creation of a European missile defense system.

“We are currently conducting joint analytical work with the Russian Federation, analyzing the areas of cooperation in building a missile defense system. And we have yet to decide on how this architecture of missile defense should be like. Therefore, it is too early to talk about Ukraine’s possible participation in the creation of this system,” he said in an interview with Channel 5, Interfax-Ukraine reported.

As reported, former Foreign Minister Volodymyr Ohryzko earlier told Channel 5 that NATO could use Ukrainian radar stations as part of the creation of a European missile defense system.

Gaddafi’s Ukrainian nurse back home and stays silent

The Ukrainian nurse who allegedly was a vital part of Libyan ruler Muammar Gaddafi’s daily routine remained shuttered away from view after returning home from nine years away working in Libya, the Telegraph.

Galyna Kolotnytska, who US diplomatic cables published by WikiLeaks said was so important to Gaddafi he could not travel without her, appeared not to be shifting from a ground floor apartment in the suburb of Brovary outside Kiev.

Journalists surrounded the 1960s apartment block, creating a rare hive of activity in the otherwise dull suburb 20 miles from Kiev as they hoped to catch sight of the nurse described as a “voluptuous blonde”.

The modest apartment is the home of her mother Iryna as well as her young adult daughter Tetyana.

“Please understand, mum is so tired right now,” Tetyana told waiting reporters. “Let her have some rest.”

Mrs Kolotnytska arrived in Kiev in the early hours of Sunday by plane, along with other Ukrainians who were evacuated from the unrest in Libya, and was immediately hurried by relatives into a car and taken home.

Ukrainian daily Komsomolskaya Pravda earlier reported that it had managed to speak to her mother Iryna, who told its reporter to “go to hell.” “You have slandered and tarnished the reputation of my daughter by saying that she was some kind of lover of Gaddafi.”

Mrs Kolotnytska left Ukraine for Libya nine years ago. She initially worked as a nurse in a hospital and became Gaddafi’s nurse later.

Good salaries meant that Libya became a popular destination for Ukrainian medical workers during the 1990s. Before the current unrest hundreds of Ukrainian nurses and doctors were working in the country.

The diplomatic cables, which were sent by diplomats in Tripoli to US Secretary of State Hillary Clinton in 2009, reveal that Gaddafi was almost always accompanied by Kolotnytska.

Border authorities to refresh 11 checkpoints ahead of UEFA EURO 2012

The State Border Guard Service of Ukraine (SBGS) in 2011 will upgrade 80% of railway border crossing points, which will serve the guests of the 2012 UEFA European Football Championships, chief of SBGS border control and registration department, Oleksandr Binkovsky told UKRINFORM.

“We are planning to complete this year the reconstruction of 9 out of 11 railway checkpoints. Works on the Kharkiv and K. Lopan checkpoints – in the next,” he said.

According to the official, the Ministry of Infrastructure for these needs has allocated UAH 5,232 million (USD 1 – UAH 7.93).

Binkovsky emphasized, the dynamics of the work at the facilities indicates that the checkpoints will be put into operation in time.

As reported, the border control authorities identified 32 checkpoints, which will have the highest traffic load during EURO 2012, including 16 road, 11 railway, and 5 air ones.

Ukraine has to repay USD 30 billion of debts in nearest future

The Ukrainian government in 2011-2014 has to send payments on the state debt at almost USD 29.9 billion, the Eurobond issue prospectus says, UKRINFORM reports.

According to the document, a renewed schedule of government obligations fulfillment provides for debt payments in 2011 to the amount of USD 10.06 billion, which is the highest leverage in the nearest four years.

In the prospectus, also data are cited about expected monthly payments on foreign debt in 2011: peak expenses are planned for March (USD 867.2 million), September (USD 246.8 million) and December (USD 2.845 billion).

It is notable that a plan of calculations on the state foreign debt provides for allocation in June 2011 the necessary funds for repayment of debt to VTB Capital (USD 2 billion): in December 2010 the term of the loan use was prolonged only for six months.

To remind, the Russian VTB in June last year extended a six-month bridge loan at USD 2 billion under 6.7% annual (prior to placement of sovereign Eurobonds and receipt of the first tranche of the International Monetary Fund).

The credit can be prolonged three times for the maximum period of two years. At the same time, for every prolongation period a new interest rate will be in effect, agreed by the parties.

Later, the VTB assigned its rights on the credit to Ukraine to VTB Capital, which also is included into the VTB group.

Batkivshchyna Party leader Yulia Tymoshenko believes the current Ukrainian government is legalizing its corrupt deals through Ukraine’s cooperation program with the International Monetary Fund (IMF).

“Shocking! We just got the letter between Ukraine and the IMF in which they gave us a $1.5 billion tranche. Point 16 legalized the corrupt deal with RosUkrEnergo for $4.5 billion,” Yulia Tymoshenko wrote today on Twitter, according to her official website.

Yulia Tymoshenko once again stressed that Ukrainians “are having their last money taken away through increase tariffs and pension reform and given to the corrupt pocket of RosUkrEnergo.”

Yulia Tymoshenko also said that her team is carefully reviewing this document. “Right now we’re translating this letter and will have it in the morning. Once again it is clear that we must help ourselves because nobody else will. Tomorrow there will be a press conference,” she said.

In Dec. 2010 Yulia Tymoshenko requested that the IMF send a monitoring mission to Ukraine to evaluate the deal to compensation RosUkrEnergo for 11 billion cubic meters of gas from the state budget.

President: Pensions must be raised

“I set a task this year to raise the minimum pension to 1320 UAH. We will wait and see if the Government is able to perform that task. But I hope they will perform it. We had a discussion, we looked at our options and finally came to a common conclusion – pensions must be raised, and we will be working on that,” President Viktor Yanukovych said, answering a question during the teleconference “Conversation with the Country.” 

Today, Viktor Yanukovych said, everybody understands that the country’s current pension system is outdated and has no perspective. He reminded that last year, the Pension Fund was failing to provide for retirees’ needs with its deficit reaching 40 billion UAH. 

This year, he said, the government managed to raise the revenues of the Pension Fund, which are expected to be about 120 billion UAH by the end of the year, making the expected deficit decrease to about 20 billion UAH. 

The President also stressed that pension reform will focus primarily on the implementation of fair approach to the calculation of pensions.

“I will make sure that the decisions we made to increase the payment at child birth are implemented. 25 thousand UAH for the first child, 50 thousand UAH for the second, 100 thousand for the third,” President Viktor Yanukovych said, answering a question from Khmelnytsky during the teleconference “Conversation with the Country.” 

“With every year we will be coming closer to that amount of aid. Already this year, from January 1, these payments will begin to approach this amount,” President Yanukovych said. 

Speaking to a young mother, who asked that question, Viktor Yanukovych said: “You are a very young woman. And there are many women like you in the country. Please, have children. We will create all the conditions for you to be happy mothers and your children living in comfort. We will take care of it.”
