EURO 2012 match days in Kyiv, Donetsk, Kharkiv and Lviv to be days off

EURO 2012 match days will be days off in the Ukrainian cities hosting the EURO 2012 European Football Championship, particularly in Kyiv, Donetsk, Kharkiv and Lviv.

The Cabinet of Ministers adopted a respective resolution at a meeting on May 31, UKRINFORM reports citing the government portal.

“The government resolution adopted today introduces amendments to Cabinet of Ministers of Ukraine resolution No.1210 of November 28, 2011 on the postponement of workdays in 2012. According to the document, during the matches of the finals of the European Football Championship in 2012, workdays will be postponed in the host cities,” reads the statement.

In particular, in Donetsk, workdays will be moved from Monday, June 11, to Saturday, June 9, from Friday, June 15, to Saturday, July 21, from Tuesday, June 19, to Saturday, July 28, and from Wednesday, June 27, to Saturday, August 11.

In Kyiv, workdays will be moved from Monday, June 11, to Saturday, June 9, from Friday, June 15, to Saturday, June 23, and from Tuesday, June 19, to Saturday, July 21.

In Lviv, the workday on Wednesday, June 13, will be moved to Saturday, June 16, while in Kharkiv, the workday on Wednesday, June 13, will be moved to Saturday, June 16.

Yanukovych: Ukraine has done its best for Euro guests

Ukraine is looking forward to welcome guests of the Euro 2012 finals, the President of Ukraine Viktor Yanukovych told the BBC. Today this interview will be on air of BBC One, BBC World, BBC News Channel, BBC Radio 4 and BBC Radio 5, ForUm learned from the President’s press office.

Euro-2012 should be the feast of European football, the President said. “We have done our best for this and we have a strong desire it will be such,” he said, stressing that Ukraine side has made considerable efforts to host such an important sporting event at a decent level.

The President admitted that Ukraine lacks experience in some areas of preparation for such large-scale celebration, but added that Ukraine has actively followed the advice of international experts. Today, Ukraine has created all necessary conditions for the Euro-2012 guests to feel comfortable, the President noted.

As ForUm reported, the vice prime minister and infrastructure minister of Ukraine Borys Kolesnikov said that Ukraine and Poland are ready for hosting the European Football Championship 2012.

Constitutional Court advises MPs to read thoroughly language draft law

The judge of the Constitutional Court Andriy Stryzhak does not understand why some MPs consider the draft law on language policy to be an outrage.

Strizhak mentioned that the bill could provoke some disputes if there were any grounds for it. He noted that often the events on some issue are far from true intentions to establish the truth.

The judge of the Constitutional Court underlined that the development of regional languages is provided by the Constitution of Ukraine, particularly by the Article 10. “It outlines far more issues than the draft law under consideration does,” Stryzhak said.

The judge admitted that the deputies, who created a buzz around the language draft law, merely had not read it since all the events are just a pre-election twist. The judge read the Article 10 of the Constitution of Ukraine, under which the state must ensure the full development and functioning of the Ukrainian language in all the spheres of life, but at the same time, must guarantee the free development and use of Russian and other languages of national minorities. “So it is stipulated by the Constitution. The Russian language is a separate issue,” he said.

Stryzhak added that to resolve the language problem, the Constitution is to be amended. “So I stress, if this draft law indeed humbles the Ukrainian language, then the fight will be justified,” the judge said, advising the deputies to read the language draft.

As ForUm reported, on May 24, the debates on the language policy draft law resulted in the fight between MPs in the session hall of the Parliament.

Lytvyn threatens to reveal language issue secret arrangements

The Speaker of the Parliament of Ukraine Volodymyr Lytvyn warns officials he may reveal the arrangements existing between political forces regarding the draft bill on national language policy.

“I want to calm down those, who say I did not give a chance to vote for some decision. If they continue hashing over this topic, I will air the true reasons for the scandal around the draft law in the Parliament. I will reveal secret arrangements on this issue. It’s no good trying to blame me,” Lytvyn stressed.

However, he refused to air these arrangements at the request of journalists. “The leaders of political factions should inform people of the internal legislative processes, not a speaker. My duty is to provide stable work of the parliament and assist in finding a compromise. I keep standing for calm and balanced approach to the consideration of this issue,” the Speaker told.

Lytvyn mentioned that there are many options how to solve this situation. First, the MPs may end the consideration of the draft law, adopting some decision. Second, the MPs may send the draft bill for further developing by the special-purpose committee or return it to its authors for improvement. Finally, the draft law can be considered in a new first reading.

As ForUm reported, on May 24, the debates on the language policy draft law resulted in the fight between MPs in the session hall of the Parliament. As the fight started, Mr. Lytvyn concluded the sitting and left the hall.

After the fight, the member of the BYUT-Batkivshchyna Party Mykola Petruk was hospitalized and the member of the Party of Regions Vadym Kolesnichenko announced he was threatened bodily harm.

Azarov: No pause in infrastructure reconstruction process

The Cabinet of Ministers of Ukraine is considering the possibilities how to keep up the speed of infrastructure projects realization, Prime Minister of Ukraine Mykola Azarov said at a meeting with school directors and teachers, ForUm correspondent reports.

The official noted that the Euro-2012 championship was only a pretext for the reconstruction. “The reconstruction of Boryspil would have lasted for another ten years if not for Euro-2012. Many of my colleagues have an impression that when Euro is finished we will take a break. Forget about it. We should not even thin about taking a break,” the Premier stressed.

“Within the preparation to Euro-2012 we have reconstructed and built three thousand km of roads, but not everybody can enjoy them, as there are another 70 thousand km to be fixed. With such speed we would need another 20 years to reach the level of European infrastructure. It is obvious that we have to speed up,” Azarov summed up.

Russia not to reconsider gas contract with Ukraine

Russia is sticking to the current gas agreements with Ukraine but never rules out discussing them, Russian Presidential Spokesman Dmitry Peskov said on Thursday.

“Russia was, is and will be ready to lend its ear to views of our partners for hearing their arguments out,” Peskov told reporters. “At the same time, [Russia] is always ready to give any explanations. First of all, we are based on the current legal gas agreements under which natural gas is being delivered,” he added.

At a briefing in Moscow later on Thursday, Vice Prime Minister Arkady Dvorkovich said that he does not have any information on that Russian government is ready to reconsider the effective gas contract with Ukraine.

“I do not have such data. The consultations with the Ukrainian side are constantly being held,” Dvorkovich said in response to the request to comment on the statements on the readiness of Russia to reconsider the gas contract, made by the Ukrainian side.

According to Dvorkovich, the Russian side is concerned about Ukraine’s gas market balance and financial capacity to pump gas into underground storage facilities to provide uninterrupted gas supply to Europe, at the same time ensuring the needs of Ukrainian consumers.

“These are burning issues. However I am not informed of the possible reconsideration of the gas contract,” Dvorkovich added.

As a reminder, May 31, Prime Minister of Ukraine Mykola Azarov declared that Russia agreed to revise the arguments of the Ukrainian government for reconsidering the gas contracts concluded in 2009. According to the Ukrainian government, the parties have agreed to return to this issue in the nearest future.

Law enforcement agencies investigate into the legality of E-money in Ukraine, deputy head of the State Tax Service, head of the Tax Police department Andriy Holovach told a briefing. 

“We have seven priority tasks, and fighting high-technology crimes is one of them. IN this respect the department will investigate into the legality of electronic money,” the official specified.

He explained that the question is being studied now.

Minister: Not only registered applicants can apply for "Affordable housing"

The government has improved the procedure of obtaining loans by “Affordable housing” program, minister for regional development, construction and communal services Anatoly Blyzniuk told a briefing in the Cabinet.

According to the minister, from now on the people can apply for “Affordable housing” program not only at place of registered residence, but at place of actual residence as well.

The official also informed that to get a beneficial loan people are no longer obliged to be registered apartment applicants.

Blyzniuk specified that the housing construction companies offered three thousand 311 apartments for the program.

According to the minister, there are 4.5 thousand citizens, who applied for participation in the “Affordable housing” program, and two thousand 100 out of them have already started choosing apartments.
