Parliament adopted law on state budget-2008

The Verkhovna Rada of Ukraine has adopted the changes into the law on the state budget 2008 and changes into some legislative acts of Ukraine.

The parliament approved the presidential draft bill on allotment money for liquidation of consequences of the natural disaser in the western regions of Ukraine, including some amendments submittd by the government and Lytvyn’s bloc.  441 out of 448 MPs voted for this.

The VRU chairman Arseniy Yatsenyuk closed the extra VR session. MPs will continue their work on September 2.

Landslide almost completely destroyed village in Bukovyna

A landslide, which began as a result of floods on July 29, continues in Chornohuzy village of the Vyzhnytskiy district of the Chernivtsi Oblast.

According to an UNIAN correspondent, so far people cannot stop it. According to the information of the local headquarters for liquidation of natural disaster consequences, the landslide zone includes more than 8 hectares of territory. As of July 31, there are no victims, but the landslide has ruined 22 houses, and another 85 houses are under threat of being ruined, because the landslide is moving forward. The local gas network and electric mains were destroyed.

More than 50 machineries, Emergency Ministry employees from different Oblasts of Ukraine, are working in the landslide zone. Meanwhile, local residents are being evacuated. Local authorities made decision to pay victims 5 thousand hryvnias [~US $1050] of first aid.

According to Chernivtsi Oblast governor Volodymyr Kulish, who visited the landslide zone, all people will be re-settled from the area, “because it is impossible to live there any more”. People will be proposed to choose among new allotments in the Oblast. They will also be provided with materials for building.

Symonenko has a “medical” question to Yushchenko

Symonenko has a “medical” question to Yushchenko

The faction of the Communist Party of Ukraine will take part in consideration of any draft amendments to state budget only for the sake of interests of Ukrainians.

According to the CPU press-service, Communist leader Petro Symonenko claimed this to a press conference in Chernihiv.

“We, the faction of Communists, will very attentively consider the proposed draft amendments to the budget. We will support financing all social programs, with allocating additional means aimed at overcoming natural disaster consequences in the western Ukraine, and developing domestic production, machine-building, agricultural sectors”, Symonenko said.

At the same time, he stated that CPU will not support amendments to state budget, which stipulate to significantly curtail the financing of medical branch.

“Let the President explain the nation, on what grounds they insidiously removed 113 million hryvnias from the [program of] financing the development of the Medical Academy of Sciences. To put it mildly, I’m surprised with the disproportional allocation of 160 million hryvnias for medical treatment of those ill with tuberculosis in Ukraine, and 200 million hryvnias for “invigoration” of officials”, P.Symonenko said.

CPU leader: Emergency Control Minister must be imprisoned

The leader of the CPU Petro Symonenko considers that the Emergency Minister Volodymyr Shandra should be not only dismissed but also it is necessary to institute legal proceedings against him.

He said that today to the journalists.

“I consider that Shandra must be not only dismissed but it is necessary to institute legal proceedings against him,” Symonenko said.

Symonenko noted that the Emergency Minister is guilty of absence of the bad weather forecast that led to natural disaster.

“The Minister left the country without definite decisions and actions, in such a way he is accountable for this tragedy,” he said.

In turn Shandra considers such statement of Symonenko is nothing more than emotional statement.

Government confirms grain yield forecast for 2008

The Government confirms a grain yield forecast for 2008 despite complicated weather conditions observed recently in Ukraine`s western regions, Prime Minister Yulia Tymoshenko stated today while opening the Government`s meeting, according to the government’s press-office. “Despite bad weather conditions observed recently in Ukraine`s western regions, Ukraine will receive the forecasted grain yield”, the Head of Government emphasized.As she informed, today 23.4 million tons of grain have been gathered in Ukraine, i.e. 50 percent of the expected yield. “These figures are very optimistic”, the Prime Minister noted.

According to the Premier, ten regions have already got past one million boundaries as to grain harvesting; the Luhansk and Cherkasy regions are approaching it.

At the same time, Yulia Tymoshenko expressed hope that on Thursday the Verkhovna Rada will vote amendments and addenda to the Budget, which will enable, in particular, allocating UAH 1.12 billion to the Agrarian Fund for grain purchases with keeping a price for this product. “Since in some regions the purchase prices have already dropped to UAH 980 per ton”, the Prime Minister underscored.

Cabinets wants to increase excises on tobacco products

At the expense of increased excise duties on alcohol and tobacco, the Cabinet of Ministers has intent to collect 3.3 billion hryvnias in the state treasury. According to Ukrainian mass media, the money will be channeled to provide relief to floods victims.

The governmental draft law proposes to increase excise duties on tobacco products from 12.5 to 16%. The minimal price of tobacco products will grow from 8 to 18 hryvnias per thousand sticks of cigarettes without filter, and from 18 to 40 hryvnias per thousand sticks of filter-tipped cigarettes.

Serhiy Teryokhin, the chief of the Committee for Finance and Banking Activities, informed that the Committee agreed to increase excise duties on tobacco. In addition to the government’s draft law, a president’s draft of amendments to state budget was forwarded to the Verkhovna Rada.

The Head of State is categorically opposed to increasing excise duties on alcohol and tobacco.

Ukraine’s parliament considering draft bill on budget amendments

The Verkhovna Rada of Ukraine has started the consideration of the draft bills on budget amendments 2008.

First the parliament examined the governmental draft bill presented by Prime Minister of Ukraine Yulia Tymoshenko, and then passed to the presidential variant.

The parliament decided to take the presidential draft bill as a basis also taking into account the propositions of the governmental variant.

After this one-hour break was announced in the parliament.
