Tymoshenko won the first set but the play has not finished – experts

The fact that the parliament turned down draft legislation to pay for the snap poll does not mean that the election will not take place. This is the result of a poll of political scientists and experts carried out by Center for Political Values Studies.

The center addressed political experts with a question: “Does the failure to pass legislation to pay for the snap poll mean that it will not take place?”

Political scientist Volodymyr Fesenko, head of Penta Center for Political Studies, said that the topic was not finished. According to him, in this or that way, the President still has an opportunity to “play the theme of dissolving the Verkhovna Rada”.

“If there is no coalition – there is a reason to dissolve Rada. How to solve the problem of financing the election? I think not only the President will think over that but also the Party of Regions, which is now the most interested in the snap poll. Only the first set has finished. The game goes on”, he said.

Political scientist Victor Nebozhenko, head of Ukrainian Barometer service, does not believe that the inefficient voting on the snap poll financing will mean the failure of the idea. V.Nebozhenko believes there are yet other variants to find financing for the electoral campaign. “It means only that a part of politicians, allies of Victor Yushchenko, are afraid that they will not get into the future lists. They are afraid that the election will result badly for them”, he said.

“By the highest standards, it was the victory of Yulia Tymoshenko, the only one who publicly opposed to the election. It’s difficult to say that somebody was defeated, because I can’t understand the Party of Regions, which wanted the snap poll very much, and which would really benefit from the election. But I can understand lawmakers from Our Ukraine, who suspect that some 70% of them will not penetrate into the next electoral list. Objectively, this round was won by Tymoshenko”, he said.

Mykhaylo Pohrebynskiy, director of the center for political studies and conflictology claimed that the failure of voting means that the snap poll will not take place in December. “We can be sure about that. As for the future, a snap poll in January or even in spring does not look probable as well. The forecasts are not so unambiguous as one-two weeks ago”, the political scientist said.

Yushchenko knows that MPs control criminal groups

President of Ukraine Victor Yushchenko calls on law-enforcement agencies to investigate into activities of lawmakers suspected of coordinating contraband groups.

According to an UNIAN correspondent, he claimed this opening the session of the National Security and Defense Council on Friday.

Victor Yushchenko informed that over the last 9 months, the number of criminal cases brought  on facts of contraband increased by 13% compared to the previous period.

The President stated that contraband is an extremely profitable business. According to Victor Yushchenko, an overwhelming majority of cases connected with contraband are brought on facts and not against concrete figures.

The President stated that the first question to law-enforcement bodies is “why are we afraid to open cases against concrete people, who perpetrate the contraband?”

Victor Yushchenko informed that the Ukrainian Security Service (SBU) prepared materials for the National Security and Defense Council’s session with a list of groups and people who control them. Victor Yushchenko listed several examples.

In particular, in line with the SBU information, such groups as “Dobryaky”, “Sparrows”, “Khromoho”, “Brocard”, are coordinated by members of parliament.

The President called on SBU and the Prosecutor’s General Office to investigate into these cases and inform the society about it.

Justice Ministry registered 4 new political parties

Justice Ministry of Ukraine has registered 4 new political parties: Civil party of Ukraine, political party “United country”, political party “Vanguard” and political party “Civil movement of Ukraine.”

The registered parties were included into the roll of political parties. The parties were given registration certificates.

As of October 31, 2008, there are 158 registered political parties in Ukraine.

Presidential Secretariat suspects c.bank of corruption

The central bank of Ukraine has not succeeded in stabilizing the situation at the currency market, though the last decision of the National Security and Defense Council of Ukraine provided it with instruments to resist the exchange rates fever.According to the President`s press-office, this was the comment of the top deputy President’s Chief of Staff Oleksander Shlapak on the c.bank activities.

According to O.Shlapak, the measures undertaken by the c.bank did not yield any improving result, and its methods of influence upon the banking sphere cast a grounded doubt upon their efficiency and transparency.

O.Shlapak noted that during the last days, the central bank was selling currency only to certain banks, besides, at the exchange rate less than the market one. At the same time, the majority of currency applications remained unsatisfied, which renders impossible a systematic devaluation of hryvnia. Thus, some market subjects profited while other banks suffered more and more losses literally every minute. The general situation at the currency market was deteriorating, O.Shlapak stressed.

“Over the last three weeks, the regulator spent almost US $5 billion from the country’s gold-currency reserve, but the market did not feel any positive influence from this colossal intervention, and the hryvnia exchange rate kept on falling. Probably, the central bank applied far from the best formula of distributing the means. Moreover, the criteria of distributing these huge resources remained unclear not only for the public, but for market subjects as well. It arouses suspicion of corruption component in the central bank activities”, O.Shlapak noted.

Suspect of committing attempt on Tymoshenko’s life established

Valeriy Heletey, head of the State Guards Service of Ukraine, claims that the criminal case on attempt on Yulia Tymoshenko’s life, which was opened in 2006, has not been closed as yet.

He said this in an interview with Kommersant-Ukraine daily (#196 of October 31).

“Without revealing the secret of investigation, I may state that the criminal case is under investigation, there is a suspect, and respective expertises have been carried out”, he said.

According to V.Heletey, at present their task is to find and arrest the suspect.

He also noted that, since 2006, the Prime Minister has been guarded in a strengthened regime.

Party of Regions ready to vote for reforms, but will never abandon social benefits

The Party of Regions is ready to vote for the anti-crisis draft bill submitted by the authorities, but only if the level of social programs is not reduced. The party leader Viktor Yanukovych declared, the party press office reported.

According to him, the party cannot allow adopting a law which provides for reduction of social programs, freezing of minimal payments and pensions for the poorest groups of population. “In case of freezing of such programs, the government must reduce prices for common good, electric power and gas for industrial enterprises and for communal services down to the level we had under our government,” Yanukovych notes.

He underlines that “only under such condition the party is ready to support the anti-crisis program submitted by the president and supported by the Cabinet.”

BYuT wants to form a special commission to control NBU

BYuT faction is initiating the formation of a special commission to control the National Bank of Ukraine, BYuT deputy Antonyna Bolyura told “proUA”.

According to her, the main cause of hryvnia devaluation is ineffective and non-transparent activity of the bank. A question arises: whether it is a lack of professionalism or a corrupted action,” she noted.

“Taking into account the situation it is necessary to listen to the report of the NBU head and to form a special commission to follow and control the activities of the central bank,” Bolyura said.

As a reminder, Bloc of Yulia Tymoshenko us ready to support the resignation of NBU head Volodymyr Stelmakh, while the Party of Regions stands against such actions.

“Regionals” are against NBU head resignation

The Party of Regions faction does not see any reasons to express distrust to the head of the National bank of Ukraine Volodymyr Stelmakh and stands against his resignation.

The PR deputy Yuri Boiko declared that Stelmakh cannot be blamed for everything.

MP explained that the matter concerns the structure of the power, which is incapable to deal with crisis.

Commenting on BYuT intention to initiate resignation of the head of the NBU Volodymyr Stelmakh Boiko said: “Our government always looks for enemies. Now then chose Stelmakh to be the one. It is an ordinary case. If you look at the chronology of events of governmental actions, you will understand what is going on.”
