Russia is waiting for Ukraine’s decision on Russian language

Russia expects positive decision on the status of the Russian language in Ukraine, Chairman of the Federation Council of Russia Valentina Matviyenko told journalists after the meeting with Ukraine’s PM Azarov.

“First of all we are interested in positive decision on the status of the Russian language in Ukraine. In return, Ukraine can raise the question on opening Ukrainian schools in Russia,” Matviyenko said.
She underlined that Russia is ready to assist in opening of Ukrainian schools on its territory if there are volunteers to study in the Ukrainian language.

“If Ukrainian Diaspora in Russian regions applies for opening Ukrainian schools and if there are students wishing to study in the Ukrainian language, we will provide our full assistance and support,” Matviyenko said.

Ukraine asking WTO for revising tariff commitments

Ukraine has sent to the World Trade Organization a note asking for a future opportunity to review its tariff commitments in the framework of this organization, Deputy Minister of Economic Development and Trade Volodymyr Bandurov said.

“We have exercised our right to membership of the WTO, which provides for the procedure of review of tariff rates. We have sent a relevant note to the WTO, so that in the next three years we had the opportunity to request for reconsideration of our commitments on the tariff issue,” he said, UKRINFORM reports.

According to Bandurov, having become a WTO member, Ukraine pledged to build its trade policy based on international rules and regulations, as well as got access to the opportunities vested in the member countries of the organization.

The official also emphasized the fact that, “despite all the positive factors of Ukraine’s accession to the WTO, the global financial crisis has negatively affected most sectors of the Ukrainian economy, and not all sectors have been able to get out of the crisis.”

Central Election Commission denies any hacking into its data base

The Central Election Commission declares that the data base of the State register of voters is highly protected in accordance with world standards of security, and that the security system makes it impossible to make unauthorized copies.

This statement was issued by the Commission in response to the report of the Security Service of Ukraine on detention of two workers of a consulting company in Kyiv, who tried to sell illegally the confidential data bases of the state departments, including the State register of voters. 

The Central Election Commission notes that as of November 30 SBU officials have not made any official inquiry regarding the examination of the recollected information and its correspondence to the authentic data base of the State register of voters.

In addition, the Central Election Commission points out that the State service on information protection has not registered any cases of illegal access to the State register of voters, including illegal copying of its data base.

“Regarding the statement of the press office of the Security Service of Ukraine, which proves alleged vulnerability of the State register of voters, the Central Election Commission notes that such statements decrease people’s trust in information systems, protected by the state and discredit the work of relevant state bodies. The Central Election Commission calls to hold thorough investigation of the information before publishing it,” the statement of the CEC press office says.

Azarov orders probe into court decisions on social benefits to Chornobyl liquidators

Ukrainian Prime Minister Mykola Azarov has said that court decisions assigning large compensations to Chornobyl cleanup participants for debts on social benefits and pensions should be carefully studied.

“What should we do with these court rulings? Firstly, we should seriously and carefully analyze them,” the prime minister said during the government meeting in Kyiv on Wednesday, according to Interfax-Ukraine.

Azarov noted that the government should look into every individual case.

The premier ordered Vice Premier and Minister of Social Policy Sergiy Tigipko and the heads of regional state administrations to monitor this process.

President: Ukraine and Russia should develop cooperation between their regions

The dialogue between Ukraine and Russia is currently on a new level, President Viktor Yanukovych said at a meeting with Chairman of the Federation Council of Russia Valentina Matviyenko, ForUm learned from the presidential press office.

According to the Ukrainian President, Ukraine and Russia now have all the prerequisites for the development of extensive and effective cooperation. In this regard, he said, particular attention should be paid to creating conditions for active cooperation between the countries’ regions, which could give a new impetus to the economic development of Ukraine and Russia.

“This is an area, where the Federation Council of Russia can take the most active part and become a moderator of this work together with the Verkhovna Rada of Ukraine,” he stressed.

“This work has enormous untapped potential,” Viktor Yanukovych said.

Minister calls upon Ukrainians to chip in together for development of shelters for stray animals

Minister for regional development and construction Anatoly Blyzniuk proposes to introduce a tax for development of shelters for stray animals.

“We speak a lot about the problem of stray animals. Well, let’s do something about it. The society should not expect for someone from above to come and solve the problem. Let’s introduce a tax, at the expense of which we will build shelters,” the Minister said.

According to Blyzniuk it is needed to determine the sufficient number of shelters, where animals will undergo sterilization, and then to divide the sum of money necessary for construction among all citizens of Ukraine.

“We have to calculate how many shelters for dogs and cats we need. There is no relevant tax in the country, so this problem must be analyzed and solved,” the Minister added.

Court bans protest actions in Kyiv

Kyiv District Administrative Court has banned a number of political and public organizations, including Chernobyl liquidators to hold protests in central Kyiv.

As ForUm correspondent reports, the copy of the decision was demonstrated to journalists by a representative of Kharkiv Chernobyl organization Petro Prokopenko.

Motivating the decision the judge of the Kyiv District Administrative Court Mr. Ablov declared that Kyiv is a European capital, that’s why mass actions are prohibited in the center of the city.

Therefore, the retired disabled will hold their main events in the regions, primarily in Kharkiv, Donetsk and Luhansk. Meanwhile, disabled people of other groups, including participants in the former Soviet Union’s Afghan campaign, will join the protests, according to a representative of the public fund of Chornobyl invalids, Viacheslav Baranyk.

Despite the court decision several hundreds of Chernobyl liquidators have gathered in front of the Cabinet’s building.

Speaker guarantees President will sign the Law on parliamentary elections

Speaker of Ukraine’s parliament Volodymyr Lytvyn guarantees that President of Ukraine Viktor Yanukovych will sign the newly adopted law on parliamentary elections, ForUm learned from the parliamentary press office.

In response to the concerns over the fact that the bill was adopted on November 17 but has not been signed yet the speaker explained that the Central Judicial Office of the Verkhovna Rada of Ukraine is finalizing the law and later will send it for signature to the President.

He emphasized that the law “shall be perfectly finalized since it is a matter of interest not only for MPs, but also for the Ukrainian and international communities.”

Lytvyn also mentioned that some politicians “should stop forcing public hysteria concerning presidential veto on this law.”  “The law will be signed after the President of Ukraine completes his foreign business trip. There will be no surprise,” he said.
