Azarov urges regions to provide Ukrainians with products at affordable prices

Prime Minister of Ukraine Mykola Azarov drew attention of the heads of regions to the need to work more actively to ensure the population with a sufficient amount of basic food products at affordable prices, as well as the need for effective use of reserve storage facilities to keep the harvest, he said at a meeting of the government members, according to the government portal.
During the meeting it was noted that the regions do not use the mechanism of storage facilities in a proper way. This situation must be corrected in a month.
“I instruct the heads of regions and major Ukrainian cities to take measures to ensure the population with vegetables. People should be able to buy products of this harvest at normal prices,” the Prime Minister declared.
He reminded that agriculture is an economic sector that requires special and continuous attention from the leadership of the government.

AA signing to decrease prices in Ukraine, expert believes

The signing of the Association Agreement with the European Union will promote a reduction of prices in Ukraine, chairman of the board of the Institute for Economic Research and Policy Consulting Ihor Burakovsky said during presentation of the project “Economic component of the Association Agreement with the EU: Professional analysis and public discussion” ForUm correspondent reports.
“If we are talking about the impact of the Agreement on prices, then the expansion of imports and increased competition are the factors that need to reduce them. In this sense, any liberalization of the market is a way to reduce the prices or to stop their growth,” he said.
He noted that each sector would have its own price dynamics.

FFU to appeal against FIFA decision after receiving its full text

The Football Federation of Ukraine will appeal against the FIFA sanctions for fans’ behavior during the Ukraine-San Marino match after it receives the full text of the decision, FFU first vice President Serhiy Storozenko told a press conference in Kyiv on Monday.
“We haven’t got the full text of the FIFA decision yet. And in order to challenge it, one needs to have the complete document,” he said, Interfax-Ukraine reported.
According to him, in its appeal, the FFU will insist that it is impossible to be so categorical in judging the events that took place in Lviv, and it will challenge the approach to the examination of the evidence.
At the same time, Storozhenko expressed regret that fans once again used political symbols during the last match of the Ukrainian championship between FC Karpaty Lviv and Tavriya Simferopol in Lviv on Sunday.
As reported, the FIFA Disciplinary Committee at a meeting on September 27 decided that the 2014 World Cup qualifier between Ukraine and Poland in Kharkiv on October 11 would be played without spectators. In addition, Ukraine will be banned from playing in the Arena Lviv stadium as of September 27 and for the whole duration of the preliminary competition for the 2018 FIFA World Cup in Russia.
In the 2014 World Cup qualifier between Ukraine and San Marino, which was played in Lviv, Ukraine, on September 6, 2013, both the referee and the match commissioner reported several incidents involving pyrotechnical devices. Moreover, FIFA was informed by FARE (Football Against Racism Europe), that several racist and discriminatory incidents were apparently perpetrated by local supporters during the match, in particular by displaying neo-Nazi banners and by making “monkey noises and gestures, as well as Nazi salutes.

Mamedov: Deposit rates continue going down

Reduction of deposit rates continues in Ukraine, executive director of the Independent association of banks of Ukraine (NABU) Serhiy Mamedov told a press conference on “World Day of Savings”, ForUm’s correspondent reports.
“I believe the interest rates are high in Ukraine, and their reduction will continue. We also can observe considerable changes in currency deposits. It means that the policy on dedollarization of the economy and increase of cashless payments’ share continues,” Mamedov said. 
He noted that it becomes unprofitable to use foreign currency as a mean of payment, as currency exchange operations make payers lose the margin, earned from deposit rates. At the same time, he pointed out that the hryvnia rate would remain stable.   
“I want to assure everybody that no hryvnia rate fluctuations are expected, and people can deposit their hryvnias for a long-term fearing nothing,” NABU official said and added that people, who deposited their savings in hryvnia last year, no doubts have gained this year. 
“Last year we recommended to deposit savings in hryvnia, as banks were offering very good interest rates. Considering that the hryvnia rate has not changed,  I believe that people who followed the recommendations have benefited this year,” he summed up.   
According to Mamedov, as of today the deposit portfolio of individuals makes about 418 billion hryvnias.

Yanukovych wants to cooperate with CIS in fight against terrorism

Ukrainian President Viktor Yanukovych has submitted to the Verkhovna Rada a bill on Ukraine’s joining the treaty on cooperation between the countries of the Commonwealth of Independent States on the fight against terrorism.
According to an explanatory note to the bill, which has been posted on the Web site of the parliament, the cooperation of CIS member states in the fight against terrorism is currently regulated by a statute on the organization and conduct of joint counterterrorism measures in the territories of the CIS countries, Interfax-Ukraine reported.
A protocol on the approval of the statute was ratified by Ukraine on April 7, 2004 with some reservations, according to which Ukraine’s participation in the joint counterterrorist activities is carried out through assisting in the relocation of special counterterrorist units, the transportation of arms, while the country provides its servicemen and funds exclusively in compliance with its national legislation.
Meanwhile, the bill suggests that Ukraine won’t apply those provisions and articles of the CIS treaty on cooperation in the fight against terrorism, which establish the grounds and conditions for sending special counterterrorist units to provide practical assistance in the fight against terrorism.

NBU: Public confidence in domestic banking system growing

The National Bank of Ukraine notes the increase in public confidence in the domestic banking system, director of the NBU general department of information technology and payment systems Natalia Syniavska told a press conference, dedicated to the World Savings Day, ForUm correspondent reports.
“For the first six months of 2013, the total number of individual accounts increased by 6.5% and amounted to 190.7 million. Growth of balances of individuals has made up 12%, from the beginning of the year,” she said.
According to Syniavska, market of payment systems and popularity of non-cash payments have been rapidly growing recently in Ukraine, as well as throughout the world.
“Compared with the first half of 2012, for the first 6 months of this year, the volume of transactions carried out using payment cards issued by Ukrainian banks increased by 23.3% and amounted to about 405 billion UAH. Share of cashless payments using payment cards for number of transactions increased by 70% and amounted to more than 255 million transactions reaching 41.5% of the total number of transactions with payment cards,” the general department director said.
According to her, these figures suggest that the Ukrainian population is constantly improving their financial literacy, extending the range of the services used, including the products and services provided by means of payment cards. 
“National Bank of Ukraine implements an action plan to improve the level of financial literacy, as a component of the national strategy to protect the rights of consumers of financial services. This plan provides for implementation of a number of large-scale public awareness events focused on different segments of the population,” Syniavska said.

Warm spell comes to Ukraine next week

A slight warming is expected to come to Ukraine in the second week of October, director of the Ukrainian Hydrometeorological Center Mykola Kulbida told a briefing, ForUm correspondent reports.
“Starting from October 7, the air temperature rises across the territory of Ukraine. A significant warming is expected on October 8-10. The temperature may reach +15 … +20 degrees throughout Ukraine,” Kulbida said.
According to him, warm spell will come from the west. In particular, on October 5 warming is expected in the western regions, daytime temperatures will reach +7 +12 degrees.
At the same time, he noted that in the second half of October, temperature will continue to drop.

Expert: AA with EU provides for asymmetry in favor of Ukraine

The Association Agreement with the European Union implies asymmetry in favor of Ukraine, research director for economic and political consulting Veronika Movchan said during presentation of the project “Economic component of the Association Agreement with the EU: Professional analysis and public discussion”.
“The EU-Ukraine Association Agreement implies an asymmetry in favor of Ukraine, because it stipulates that the EU shall reduce tariffs immediately after the signing, and Ukraine shall have a 10-year transition period,” Movchan said. 
She also noted that studies of the Agreement were conducted under a mathematical model. “This study has once again demonstrated the positive potential of the Agreement. It will be felt both in the short and long term. However, the main benefit will be seen in the long term,” the research director said.
According to her, short-term bonuses for Ukraine include removal of tariff barriers and lowering imported duties. “Removal of these duties is a competitive advantage for those producers, who already trade with the EU, and for those, who are going to start trading. The FTA provides for reduction of the weighted average import duty from 6% to 0.06%. For example, now the duty on agricultural products is 23%, and it will lower to almost 0%. The duty on textile products, which is 11%, will be also reduced to zero,” she said.
