Gasprom predicts Russian gas at USD 400 for Ukraine

Ukraine will buy gas at a price close to the average European, stated head of Gasprom Aleksey Miller.

“There is understanding that since January 1, 2009 the supply of gas to Ukraine will be carried out on the market principles. We must be realistic – the price for Ukraine since January 1, 2009 will be close to the average European prices,” said Miller. According to the head of the company, Gasprom and Naftogas Ukraine have established a working group, which will prepare the contract.

The price for Ukraine will exceed USD 400, said head of Gasprom Aleksey Miller on Friday, June 27, as Gazeta.ru reports.

Tomorrow, on June 28 Ukraine will celebrate the Day of Constitution.

The Main Law of Ukraine was adopted by the Verkhovna Rada in 1996.

Many Ukrainian politicians and statesmen believe the Constitution of 1996 is imperfect. Though, the main defect of the Main Law is not the imperfection of its norms but the unwillingness to implement the norms and live in accord with them.

President meets with Emergencies Minister

President Viktor Yushchenko held a meeting today with Minister for Emergencies Volodymyr Shandra and Kerch Mayor Oleh Osadchyi.

At the meeting the high officials discussed dealing with last year’s Kerch Strait disaster consequences. President Yushchenko shared his concerns with the two officials about the pace of removing ecological consequences of the disaster saying that delays in the works may result in “loosing summer holiday season”, as the President’s press office reports.

He also suggested creating a special working group to estimate the damages and elaborate a plan of measures to completely restore damaged territories. The President also instructed the Cabinet to discuss the issue.

PM Yulia Tymoshenko summons Parliament to consider State Budget changes before recess

A special session of the Cabinet of Ministers started which concerns the issues of amending the State Budget 2008. As Tymoshenko announced at the beginning of the sitting, a week ago the Government has signed a memorandum with the National Bank on the coordinated macro-indices of the state budget. Today, according to her, there is a need to balance the expenses of the budget and agree on their correct, conceptual distribution, as the Cabinet’s press service reports.

Yulia Tymoshenko said the Government is ready to approve the decisions regarding changes into the budget and get down to consultations with the President of Ukraine, members of democratic coalition and with the profile parliamentary committees. The Prime Minister also said the Government would insist that the Verkhovna Rada endorses changes to the state budget the following week, before recess.

CCU gives explanations for “no entrance” and “withdrawal” of people’s deputies

The Constitutional Court gave the explanation to the term “no entrance” and “withdrawal” of the people’s deputy from the coalition.

According to the explanation of CCU, “no entrance” of the people’s deputy of Ukraine, elected from the political party (electoral bloc of political parties) to the deputy faction of this political party (electoral bloc of political parties) – is an established by law refusal of the people’s deputy to enter the deputy faction, formed from the people’s deputies, elected owing to the party (electoral bloc).

According to CCU, “withdrawal” of the people’s deputy from the faction – is an established by law expiration of being in the registered deputy faction of the party, electoral bloc, which had the deputy in its party-list during the elections.

The Constitutional Court of Ukraine also explained that the people’s deputy must stay in the faction of the political party or electoral bloc which had the people’s deputy in its party-list during the election.

Ukrainians tend to change their residence in search of better life. People from regions come in Kyiv for higher wages, while residents of Kyiv, on the contrary, rent out their flats and move to the provinces to have quiet life. So what are the most desirable cities for Ukrainians?

It the second time Focus in Ukraine makes the analysis of life conditions in 55 biggest Ukrainian cities using more than 10 characteristics.

According to the analysis, the best city of Ukraine is Chernivtsi, which was one of the 5 best last year, then Kyiv and Yalta.

What is interesting the top 10 is presented mainly by the western cities while the eastern industrial centres were thrown to the end of the list: Dnipropertovsk (44), Donetsk (45), Kharkiv (50) and the 55th place is occupied by Zaporizhzhya.

There were also the winners in separate nominations:

Kyiv – as in the previous rating – is the most attractive city for investors and tourists. The capital has the smallest unemployment rate and the highest wages. The residents of Kyiv get state financing more than any other in Ukraine. It is not surprisingly that Kyiv has the highest migration increase.

Kerch became the leader in infrastructure.

Chernihiv got the title of the most ecologically clean city.

Kolomya has got the lowest crime level.

Simferopol provides the most affordable municipal services.

Sudak is a city with the highest concentration of historical and cultural objects.

The cities were analyzed according to the infrastructure (kindergartens, schools, hospitals, supermarkets and markets), also considering the level services and utilities, ecology, crime, unemployment, investment and tourist attractiveness.

The social aspect of analysis included the average salary, municipal services, average price for sq m, which characterizes the affordability of habitation, the number of high education institutions of III and IV accreditation levels, also the number of theatres and cinemas, houses and palaces of culture, the records of architecture, history and archeology and cultural areas.

The research also included business capacities of the cities – the number of enterprises and private entrepreneurs, the level of banking services, financing from the city authorities and migration processes.

PR predicts restoration of the coalition

People’s deputy Yuriy Miroshnychenko (PR) supposes that the coalition may be re-established basing on the today’s conclusion of the Constitutional Court.

According to Miroshnychenko, the factions will exclude those people’s deputies who declared about their withdrawal from the coalition – Ihor Rybakov (BYuT) and Yuriy But (NU-NS).

He doesn’t deny the possibility of the exclusion of people’s deputy of Ukraine Ivan Plyushch (NU-NS) who hasn’t entered the coalition.

Miroshnychenko said it is possible that the coalition will be re-established this way.

CCU against migration of people's deputies in VR

CCU against migration of people’s deputies in VR

The Constitutional Court of Ukraine recognized as unconstitutional the right of the people’s deputy for no entance or withdrawal from the faction of the party which had the people’s deputy in its party-list during the election.

This decision of CCU was published on June 27, 2008 regarding the stay of the people’s deputy in the faction of the Verkhovna Rada.

“To recognize as unconstitutional the regulations – parts 5, 6 Article 13 of the Law “About the status of the people’s deputy of Ukraine” – of the right of the people’s deputy to withdraw free from the faction or group and be out of the registered factions,” according to the conclusion of CCU, as Interfax-Ukraine reports.

Moreover, the Constitutional Court dismissed a case about official interpretation of the Constitution regulations about the early expiration of the term of office of the people’s deputies, in case of non-membership or withdrawal from the faction of the party which had the people’s deputy in its party-list during the elections, as this process must be adjusted on the legislative level.
