Ukraine to benefit from observer status in EEC

Ukraine is the first to benefit from its presence in the Eurasian Economic Commission of the Customs Union as an observer, EEC minister for industry and agriculture Sergei Sidorsky said in exclusive commentary to ForUm correspondent in Minsk.

The official said that any extension of trade area and access to foreign markets gives the CU a positive effect. “The presence of Ukraine as an observer, as agreed at the last meeting of the presidents in Astana, will be useful primarily for Ukraine,” he said.
He also added that Kyiv today constantly refers to the EEC with the proposals to make concessions and allow it trading as business entities trade in the CU. “This refers to ferrous metals, coal, generally the movement of goods in our Ukrainian customs space. So it’s a great promising potential for Ukraine, which may be opened while working in the Customs Union. For us, this is a clear vision of the future integration opportunities,” Sidorsky said.

He specified that in the I quarter of 2013, total investment volume in the CIS increased by 3%, cargo transportation (excluding pipelines) – by 1.9%, retail trade turnover – by 5.9%.

Ukraine fulfills plan on EU visa liberalization, Lithuanian minister says

Foreign minister of the Republic of Lithuania Linas Linkevičius believes that Ukraine fulfills plan on visa liberalization with the European Union.

“You are on the right path, you fulfill plan on visa liberalization. The first phase can be completed before the Vilnius summit in November and then you are to proceed to the second stage, to the more complex points. Progress can be, but it mustn’t to. It depends on your efforts,” he said during the grand opening of the visa center of the Lithuanian Embassy in Kyiv, ForUm correspondent reports.

According to Linkevičius, it is difficult to say how many years it will take to abolish visa regime with the EU for Ukraine.

“However, we will talk with the Foreign Ministry so that this work could go much faster,” he said.

Commenting on the possibility of Ukraine’s accession to the Customs Union, the minister said that Ukraine is unlikely to sign the FTA agreement with the EU in this case.

“I’m not saying you have to cut ties. You have to choose between the organizations, to choose the directions. The EU has different rules, different requirements, different tariffs … There are moments, when you have to choose,” he concluded.

Ukraine to actually get observer status in CU after signing memorandum, Azarov says

Customs Union member states did not put forward any conditions for Ukraine to sign a memorandum with the Eurasian Economic Commission (EEC), which allows the country to participate in the work of the CU, Prime Minister of Ukraine Mykola Azarov told a press conference, ForUm correspondent from Minsk reports.

According to him, no one, including Russia, has put forward any conditions.
“Thanks to the memorandum Ukraine will have an opportunity, at the invitation of the presiding party, to participate in the meeting of the Customs Union agencies and later the Eurasian Economic Union. This opportunity is no different from the status of an “observer” in the Customs Union,” the official said.
He also added that the participation of a representative of Ukraine in the work of the CU will allow monitoring the received documents, as well as discussing issues of trade and economic relations at the level of leadership.
He also informed that the candidacy of Ukrainian representative in the Customs Union has not yet been determined. “We will considered qualified candidates, who are experts in field of economic and trade relations within the CIS. For us, the relationship with the Customs Union is extremely important and vital. This is 40% of our trade turnover,” Azarov emphasized.
