President submits draft bill on defense lawyers’ activity

President of Ukraine Viktor Yanukovych has submitted today a draft bill “On public defender’s office and defense lawyers’ activity”, President’s aid on judicial system Andriy Portnov told a briefing, ForUm correspondent reports.

“The draft bill stipulates for equality of defense lawyers with other participants of a trial. Defense lawyers are given a right to inquire, get, withdraw things and documents, to question people on their consent,” the official said.

The draft bill also provides for a free of charge state defense lawyer for those, suspected of a crime or in case of administrative detention and arrest, Portnov informed. According to the official, the given draft bill also provides for formation of independent public defender’s offices at local and national levels.

In addition, Portnov informed that foreign defense lawyers would be allowed to practice in Ukraine.
According to the draft bill, defense lawyer will be equalized in rights with other participants of a legal process, and officials may be brought to administrative responsibility for refusal to assist defense lawyers.

Portnov pointed out that from January 1, 2013 every citizen will have a right to a free of charge state defense lawyer.

President to sign new Criminal Procedure Code in mid-May

President of Ukraine Viktor Yanukovych will sign the Criminal Procedure Code in the middle of May, President’s aid on judicial system Andriy Portnov told a briefing, ForUm correspondent reports.

“Amendments, voted in the parliament, have been sent to Directorate General of the EU to undergo international expertise. The next week the adopted law on the Code will arrive in the President’s Administration and the President will have 15 days to decide whether to sign it or to veto. By this time Ukraine should receive the conclusions of European experts. I believe the law will be signed in mid-May, and will come into force six months later, in November,” the official said.

Portnov also pointed out he hoped for technical support of European experts to teach Ukraine’s judges and prosecutors on the new Criminal Procedure Code within these six months before its coming into force.

Canada condemns bomb attacks in Ukraine’s Dnipropetrovs’k

Canadian Foreign Minister John Baird has condemned a series on Friday bomb attacks in the eastern Ukrainian city of Dnipropetrovs’k.

“This is a sad situation and our thoughts are with the victims and their families.

“Canada condemns these cowardly acts without reservation and supports efforts to bring those responsible to justice swiftly.

“The investigation must, however, be fair and free of political interference.

“We also strongly encourage the Ukrainian government not to use this unfortunate situation as a pretext to curtail basic freedoms like freedom of expression.

“Of course, Canada denounces terrorism in all its forms and stands with those engaged in fighting it,” Foreign Affairs Minister John Baird today issued the following statement in response to reports that a series of explosions rocked Dnipropetrovs’k.

Court postpones Tymoshenko trial for 3 Weeks

Kharkov’s District Court postponed the hearings on the second trial of former Ukrainian Prime Minister Yulia Tymoshenko until May 21.

The decision was made by judge Kostyantyn Sadovski, meeting the motion of Tymoshenko’s defense team on trial suspension till Tymoshenko’s full recovery.

The court decided “to consider impossible the consideration of Tymoshenko’s case without her participation and scheduled the next hearings on May 21.”

Law enforcements do not see political constituent in the series of bomb attacks in Dnipropetrovsk

Terrorist act in Dnipropetrovsk has nothing to do with political events in Ukraine, head of the main investigation department of the Interior Ministry Vasyl Farinnik told TV channel “Inter”.

“I don’t see any politics in it. The events are of criminal character. The case was instituted by the article “terrorist act”, as such actions were aimed at hurting people and causing mass panic,” he declared.

Farinnik also informed that information on that the explosive devices were set off with the help of mobile phones has not been confirmed.

“Probably the bombs exploded due to some chemical reaction. We know such devices,” the official added.

In his turn, deputy head of the Security Service of Ukraine Volodymyr Rokitski asked politicians to “hold their horses and not to whip up hysteria” around the events in Dnipropetrovsk.

“People have been hurt and are worried now, and you should not take advantage of this situation. Law enforcements will calmly investigate into the case to find those involved,” the official said.

President instructs law enforcement agencies to take urgent measures to find those responsible for Dnipropetrovsk blasts

President Viktor Yanukovych has instructed the Prosecutor General’s Office, the Security Service, and the Interior Ministry to take all measures necessary to find the persons responsible for a series of blasts in Dnipropetrovsk and hold them responsible in accordance with the law, presidential press office reports.

The President also instructed creating a coordinating staff, headed by the Prosecutor General, to direct the investigation at the site.

In addition, the President asked Prime Minister Mykola Azarov, Vice Prime Minister and Minister for Healthcare Raisa Bohatyryova, and Dnipropetrovsk Regional State Administration Head Oleksandr Vilkul to take comprehensive measures to provide medical aid to the victims, and ensure public order and safety in Dnipropetrovsk.

The Security Service and the Ministry for Emergencies must also take urgent and coordinated steps to prevent any crime aimed at destabilizing the situation in Dnipropetrovsk.

Developing real economy is one of government’s priorities, Yanukovych says

Ensuring the development of the real economy is a priority of the government in Ukraine, President Viktor Yanukovych said while at PJSC Crimean TITAN.

“One of the primary tasks is to develop the real economy, which will improve the quality of life and boost the development of our country,” he said, ForUm learned from the presidential press office.

President Yanukovych also stressed the importance of Ukraine increasing the production and exports of high added value goods to be competitive at modern foreign markets.

Another important task is to improve the investment climate in Ukraine, the President said. “The investment potential of Ukraine is huge. It is important that we created the right conditions for investors and won their trust that we are a civilized country profitable to invest into and guaranteeing the protection of property rights, investments, and their return,” he said.

The government in Ukraine launched large-scale reforms in the state to achieve just that goal, he said.
