Ukrainian investors withdraw money from Cyprus

Not more than 3.5 billion euros of funds from Ukraine left in Cyprus, executive director of the International Fund of Blazer Oleh Ustenko told a round table “Echo of Cyprus: the protection of rights depositors – Ukrainian and world practice,” ForUm correspondent reports.

According to the economist, the remaining funds have been withdrawn during the last year, as their owners expected the problems in the Cypriot financial system since 2011.

“In general, about 60 billion euros of foreign investments still remain in Cyprus. The sum is much less than it was before, and those are the resources of the sources, which did not adequately perceive the real situation and did not react to it in time. Including up to 35 billion euros are the money from Russia, which bears the greatest loss,” the expert said.

He added that Cyprus adopted not the best scenario as a way out of the crisis, the implementation of which requires 16 billion EUR (with GDP of 17 billion euros in 2012), as well as the actual requisition of bank deposits. “Of this amount, 10 billion will be provided by the IMF, the European Central Bank and the European Commission,” the analyst said.

Azarov: Ukraine to build eco-friendly treatment plants

Ukraine will introduce ecologically friendly technologies of treatment facilities, Prime Minister of Ukraine Mykola Azarov said in Budapest after visiting the South-Pest watewater treatment plant, the Cabinet’s press office reports.

“This experience can be applied in small towns, and we will distribute it widely. The most important thing is that we already have such plants. Actually, I came and saw that we are not lagging behind in this field too,” Azarov said.

He noted that Ukraine has five similar treatment plants. “We will continue introducing these technologies in future,” the Prime Minister assured.

Kozhara says Ukraine may create two FTAs this year

Foreign minister of Ukraine Leonid Kozhara expects that Ukraine will create a free trade area with the European Union and the Customs Union this year.
“Our position is very simple. We want to have a free trade area with the European Union and the countries of the Customs Union … Already this year, Ukraine may become the only country in the world, which will have a FTA in the East – with the Customs Union and in the West – with the European Union,” Kozhara said, speaking in the Diplomatic Academy of the Russian Foreign Ministry in Moscow.
He stressed that the integration processes occur in many regions of the world, many countries are trying to jointly confront financial-economic crisis.

According to Kozhara, those countries, which do not participate in the integration process, lose struggle in the world markets, so the integration processes are taking place in Europe and in Asia.

“It is important for Ukraine not to fall out of this process,” the minister noted.
However, he reminded of the start of negotiations on a free trade area between the U.S. and the EU. On the other hand, the Customs Union is considering an issue of creating FTA with Vietnam and New Zealand.

Yanukovych demands step up pharmaceutical market reform

The government should step up efforts to provide the population with high-quality and affordable medicines, President of Ukraine Viktor Yanukovych said during the meeting of the National Security and Defense Council of Ukraine (NSDC), the President’s press service informs.

He recalled that the NSDC decided to promote the development of the domestic pharmaceutical industry about a year ago to address the situation in the pharmaceutical sector. “The quality and the price of drugs is an extremely important issue for almost every citizen of Ukraine, it is directly related to the issue of safety of life and health,” he stressed.
However, according to Yanukovych, the task is accomplished very slowly. “We expected that the situation will change much more dynamic and quickly than it is now,” he noted. “People are sensitive to this issue. The measures, taken by the government in this direction, are not sufficient,” the President said.

The President stressed the need to intensify the work. “The topic of quality and availability of drugs has now become a very resonant one. Therefore, today we will have a principled and frank discussion on this issue,” he added.

The President also reminded of the need for approval of requirements for manufacturing and quality control of medicines in accordance with the standards of the European Union.

KCSA considers that night frosts not let snow melt quickly

Significant temperature fluctuations in the coming days will not let the snow melt quickly in Kyiv, director of the department for urban development and preservation of natural environment of the Kyiv City State Administration Serhiy Sadovyi told a briefing, ForUm correspondent reports.
“Frosts will be at night, so the water will get into storm drains only during the day and will be frozen again the next night. This allows us to deal with this disaster more efficiently,” he said.
At the same time, Sadovyi noted that the city authorities should be ready for possible flooding in the city.
According to him, the Kyiv City State Administration has a special operational headquarter that works around the clock, and in the case of emergency it will promptly take actions.
Sadovyi also instructed balance holders of underground passages to purchase pumps in the case of flooding.

Currently in Kyiv, there about 240 houses, which are located in areas at risk of flooding, director of the urban beautification and environment preservation department of the KCSA Serhiy Sadovy said, ForUm correspondent reports.

“These are cottages in the private sector … We know addresses of these buildings (under threat of flooding – Ed.). Surnames of their tenants are also known. We have an evacuation plan for them,” the official said.

According to him, in case of flooding, the Kyiv Traffic Police department has developed a control scheme of redirecting cars from 33 streets, which are in the valley, at safer roads.

The official added that snow removal continues in Kyiv in order to avoid emergency situations.

“Today, 600 units clear Kyiv from snow. The process of cleaning roads is almost completed… So Kyiv residents should be calm, situation is under control,” Sadovy said.

The government is studying the EU experience in providing subsidies to agricultural enterprises, Prime Minister of Ukraine Mykola Azarov said after a visit to one of the Hungarian farms, the Cabinet’s press office informs.

“I was interested in how the system of subsidies, which operates in the European Union, could be introduced in our country. You have heard, perhaps, about the size of subsidies provided by the EU to its farmers – it is a large sum of money. We, unfortunately, cannot afford such,” Azarov said.

The Prime Minister added that the program on enhancing economic development for 2013-2014, adopted by the government, provides for a number of measures to support domestic agribusinesses.

Ukraine has no plans to open consulate in Transnistria

Ukraine has no plans to open a consulate in Transnistria, Ukrainian foreign minister Leonid Kozhara told a press conference in Moscow after talks with Russian foreign minister Sergei Lavrov. 
“Ukraine also has a great interest in Transnistria, and a large number of Ukrainian citizens live in that region. But this issue has not been raised at the bilateral level with Moldova,” Kozhara said, UKRINFORM reports.
At the same time, the Russian Foreign Ministry reiterated the desire to open a representative office in the region. Sergei Lavrov said that Russia had appealed to the government of Moldova with such request, because a lot of Russian citizens live in this area and require consular services.
“We explained to our Moldovan counterparts that a consulate should not be regarded as a step to the recognition of independence. A consulate is located in the territory of the state, where there is the embassy of the same country… So there should be no fear or apprehension,” Lavrov said.
