Azarov to develop Ukrainian purchasing power

We need to create incentives for the development of trade and new retail space by new law on internal trade, Prime Minister Mykola Azarov said at the meeting with representatives of public organizations and experts to discuss the draft law on domestic trade, ForUm correspondent reports.
“We are seriously lagging behind from Europe. The reason is clear: our purchasing power differs from European. Naturally, everything evolves harmoniously: purchasing power grows, trade turnover increases, so incentive for the creation of new retail space, for trade development appears. Everything is interrelated. However, there is another way: by developing trade, we thus develop the purchasing power and increase GDP and the economy,” Azarov said.
According to him, local producers should be supported and incentives to sell their goods should be created.
“I hope that in course of further work we will work out a high-quality, reliable, modern law, which will find its support in the Parliament,” Azarov said.

Kozhara: Ukraine open to raising gas prices

Ukraine’s government is open to raising gas prices for some consumers, foreign minister Leonid Kozhara said in comments to The Wall Street Journal.
As the edition notes, Kozhara signaled that one of the major stumbling blocks to a new International Monetary Fund loan deal could be removed.
In addition, foreign minister said Ukraine wouldn’t pay a $7 billion gas bill that Russian energy giant OAO Gazprom sent Naftogaz Ukraine.
Leonid Kozhara warned Russia that if it maintained the prices it charges Ukraine for gas, it will eventually lose a key export market.

PM urges not to be slow with payment to food suppliers

Ukrainian Prime Minister Mykola Azarov considers necessary to find a compromise on timely payment between the trade workers and manufacturers.

“I would like to ask the representatives of retail chains: why are you so slow to pay suppliers of dairy products, which are sold every day, hence the store has daily revenue for them? Why can’t you pay off immediately?” the head of government said at the meeting with representatives of public organizations and experts to discuss the draft law on domestic trade, ForUm correspondent reports.

He noted that there must be some reasonable period of time for payments.

“Let us provide the relevant rules in the law on internal trade, acceptable for representatives of trade and processors of products. Another important thing, we must remember that behind the processors there are also producers – farmers or dairy farms, who are also affected by delays and eventually lose out,” Azarov said.

Azarov offers pass law on internal trade

Clear rules of internal trade should be worked out in Ukraine, Prime Minister Mykola Azarov said at the meeting with representatives of public organizations and experts to discuss the draft law on domestic trade, ForUm correspondent reports.
“There is an urgent need to establish clear and transparent common rules for all participants in the internal trade. The need relates both to the representatives of trade and suppliers,” he said.
The PM said that, unfortunately, the “good intentions are often face resistance of people, who are satisfied the situation.”
“So it is much easier to negotiate with certain lobbying groups and block the adoption of the bill, rather than to find a common language with the government, to develop trade-offs and pass the bill, setting clear and transparent rules,” Azarov said.
He also said that if France managed to adopt such a document 200 years ago, “it’s probably time for us to do it.”

Azarov: Ukrainian trade turnover grows annually by 15-16%

Ukrainian trade turnover is growing annually by 15-16%, Prime Minister Mykola Azarov said at the meeting with representatives of public organizations and experts to discuss the draft law on domestic trade, ForUm correspondent reports.
“Despite the challenging economic environment, trade shows good indicators of development. Trade turnover over the last three years has increased by 50% and is growing annually by 15-16%,” the Prime Minister said.
The Prime Minister said that this is a very good indicator, as, first of all, it is the contribution to the trade of country, to the GDP growth and increase in budget revenues.
“The government estimates the retail turnover in 800 billion hryvnias per year. This is twice as much as the state budget revenues,” Azarov said.

Ukraine’s need for external loans increased sharply, IMF Resident Representative in Ukraine Max Alier told Deutsche Welle.

According to him, global economic environment affected the Ukrainian economy, which has led to lower rates of economic growth, decrease in exports and government receipts. “As a result, the need for external loans and search for new sources of budget revenue increased sharply,” Alier said.

IMF Resident Representative in Ukraine considers that to remedy this situation, it is necessary to take specific measures, and to create conditions for economic growth, which is the main task for Ukraine. “By and large we are talking about the requirements that were identified in the previous IMF program,” he said.

“A decision as to whether we will render assistance to Ukraine, will depend on the economic situation in the country, as well as whether the Ukrainian government fulfills our demand in the economy,” Max Alier said.

Passing the bill on taxation of foreign currency transactions will not contribute to the development of the black market, financial expert Oleksandr Okhrymenko told a press conference “How will currency tax affect dollar salaries of Ukrainians?”, ForUm correspondent reports.

“Dollar is not an axiom for underground economy. Hryvnia can be used similarly, as the dollar is used. Please, do not draw parallels with the early 90’s, when the currency was exchanged by gangs’ representatives. There will be no “black” exchange.
In addition, Okhrymenko stressed that the dollar is not reliable currency.
“The United States is actively printing dollars. The gold price has pointed at dollar devaluation over the last five years. Once gold cost $ 330, now it costs 1700 dollars. This is the actual depreciation of the U.S. currency. There also complaints about rise in fuels and petrol prices. These complaints also echo the devaluation of the dollar,” Okhrymenko concluded.

Expert: Dollar salaries to be unprofitable

If a draft law on currency transaction tax is adopted, it will not be profitable to receive salaries in foreign currency for citizens of Ukraine, financial expert Oleksandr Okhrymenko told a press conference “How will currency tax affect dollar salaries of Ukrainians?” ForUm correspondent reports.
According to him, in this case, the Ukrainians will have to either renegotiate labor contracts and transfer salaries in hryvnia or redistribute currency tax with owner of the company.
He recalled that a similar process of dedollarization occurred in Russia few years ago. “As of today, Ukraine owns 83 billion dollars in cash, while Russia – only about 30 billion. Although, it was vice versa in 2001. But Russia began to use administrative methods for survival of dollar, for example, prices in nominal dollars were prohibited. So if we talk about the prospects, Ukraine can also reduce the amount of cash currency in 2013,” Okhrymenko concluded.
