State budget revenues fulfilled 100.2% in July

In July of 2009 revenues of the State Budget have amounted UAH 13.2 billion or 100.2%. The head of State Treasury Tetyana Sliuz informed during a briefing.

According to Tetyana Sliuz, this sum includes incomes of general fund of the budget which amount UAH 11.3 billion or 100.3% from the estimated showings of July.

The head of State Treasury also explained local budgets received UAH 5.9 billion in July including general and special funds excluding proper incomes from budget institutions. At the same time, according to her, over 7 months the local budgets have received UAH 36.4 billion but without proper incomes of budget institutions from the July sum.

Tetyana Sliuz stated in total revenues of the State Budget over 7 months of current year amounted UAH 103.7 billion or 103.6%, taking into account VAT reimbursement but excluding proper incomes from budget institutions, including UAH 83.2 billion (100.2%) of the general fund and UAH 20.5 billion (121.3%) of the special fund.

The head of State Treasury also added over 7 months of current year sums of VAT reimbursed amounted UAH 18.9 billion, which is 100.5% from the monthly plan. According to her, UAH 3 billion 378 million was reimbursed in July which is 102.7% of the estimated showings.

President writes letter to PM

President Victor Yushchenko wrote a letter to Prime Minister Yulia Tymoshenko, president’s press service reported.

In the letter President Yushchenko drew Prime Minister Tymoshenko’s attention to numerous issues in land relations, such as corruption in state bodies responsible for land management, delays in the procedure of state registration of property rights on land, lack of effective government control over pricing for production of land ownership documents, etc.

According to the President, he receives many letters from citizens, who are indignant about permanent lack of land property rights forms and artificial delays in their filling.

This all leads to violation of citizens’ rights. As the result, nearly 7 million people, who had privatized their land plots, still have not received state certificates of land ownership.

These problems bring instability and favor fraud and bribery.

Given the above President Yushchenko requested Prime Minister Yulia Tymoshenko to apply urgent measures to improve efficiency and transparency of land relations management authorities’ work.

Russia threatens Ukraine with breach between two countries

Today deputy head of the Ministry of Foreign Affairs of Russia Grigory Karasin accused Ukraine of unfriendly position of Kyiv about supply of arms to Georgia towards Russia.

“We know countries and firms that are selling arms to Tbilisi. We collect information about its activity. Ukraine is among the most active countries”, he claimed.

According to Grigoriy Karasin, Moscow “has a frank conversation with Kyiv about it”. The deputy Minister states “some other countries arm Tbilisi actively”. “We will continue to talk about our concern in the bilateral contacts with their spokesmen”, the high-ranking diplomat stressed. “We reserve the right to restrict bilateral military and technical cooperation with those states where enterprises and organizations supply Georgia with military production”, Grigoriy Karasin underlined.

“Russia will behave adequately and suppress supply of Georgia with arms”, Korrespondent cites him as saying. “We are taking economic measures against countries or some foreign companies which supply arms and military equipment to Georgia taking into consideration our bilateral relations”, the Russian high-ranking statesman warned.

Tymoshenko comments on President’s veto on allocation of funds for Euro-2012

Viktor Yushchenko has vetoed a law that envisages allocation of around UAH 10 billion for preparation to Euro-2012. The law was approved in the Rada by almost 400 deputies with consolidated support of coalition and opposition, government portal reported.

I have to establish with pity: resistance of the head of state to holding of Euro-2012 bears cruel character towards Ukraine and suspicion arises that breakdown of the championship has become essential and rather unfair technology for Viktor Yushchenko in fight against me as an opponent at coming presidential elections.

Unfortunately, vetoing of anti-crisis laws and blocking of anti-crisis ordinances of the Government has become a tradition, daily rule for the President. Certainly, one can fight against his opponents but to hit the country at this is impossible!

I am convinced despite confrontation of Yushchenko the veto on Euro-2012 law will be overcome, money allocated and the Championship will be held in Ukraine and will be successful.

Poll: Yanukovych, Tymoshenko still top presidential ratings

Regions Party leader Viktor Yanukovych and Ukrainian Prime Minister Yulia Tymoshenko still lead the presidential ratings, according to the results of a study on the first stage of the election campaign – the nomination of presidential candidates – conducted by the Ukrainian Project System (UPS) agency on July 21-30, 2009, Kyiv Post reported.

The results of the survey were presented at a press conference at Interfax-Ukraine on Tuesday. A total of 2,511 respondents aged over 18 participated in the poll. The poll’s margin of error is 2%.

The study showed that if the presidential election had been held this Sunday, 24% of the respondents would have voted for Yanukovych, 12.8% for Tymoshenko, 8.7% for Parliament Speaker Volodymyr Lytvyn, and 5.7% for Leader of the Front for Change Arseniy Yatseniuk.

Some 3.5% of those polled said they would vote for Communist Party leader Petro Symonenko, 2.9% for incumbent President Viktor Yushchenko, and 1.9% for Leader of the Ukrainian NGO Svoboda Oleh Tiahnybok. The rest of presidential candidates would win less than 1% of the vote.

If Yanukovych and Tymoshenko entered the second round of the presidential election, they would have 31.7% and 29.2% of the vote respectively. If Lytvyn and Tymoshenko entered the second round of the presidential election, they would have 29.8% and 24.1% of the vote respectively. If Lytvyn and Yanukovych entered the second round of the presidential election, they would have 32.2% and 30.8% of the vote respectively.

The rating of distrust in politicians is the following – 88.2% of respondents said they distrust Yushchenko, 72.1% Symonenko, 67.3% Tymoshenko, 62.9% Yanukovych, 53.8% Yatseniuk, and 52.4% Tiahnybok. Moreover, 51.8% of respondents distrust entrepreneur Serhiy Tihipko, 42.4% Regions Party MP Inna Bohoslovska, and 30.3% Lytvyn.

“According to the results of the survey, Lytvyn is the only candidate whose ratings grew by 1.5 times last month,” the agency’s sociologist, Oleksiy Kovtun, said

NBU explains hryvnya decline with foreign debt

The National Bank of Ukraine has linked the growth of the demand for foreign currency in the interbank forex market in July to the increase of payments for foreign loans by enterprises and banks, the central bank said, according to Ukrainian News.

According to the NBU, at the same time, the net currency demand remained minimal.

In these conditions, the hryvnia rate against dollars in July fell by 2.3% to 7.8554 UAH/USD.

Respectively, the official hryvnia rate against dollar also declined by 0.89% to 7.698 UAH/USD, against euros it fell by 0.58% to 10.818 UAH/EUR, and against Russian rubles it increased by 1.14% to UAH 2,424 for RUR 10.

In July, the hryvnia weakened against the dollar by 4% to 8.0436 UAH/USD.

The NBU said that the interventions in the interbank forex market allowed the reduction of the exchange tension.

In July, the NBU held 10 currency auctions in the interbank forex market to help the borrowers repay their loans in foreign currency.

During these auctions, the central bank sold USD 76.68 million against USD 8.39 million in June.

As Ukrainian News earlier reported, in June, the central bank pointed to increase of the demand for foreign currency in the interbank forex market.

New fountain to be built in passage in Kreshchatyk (photo)

  Repair of passage in Kreshchatyk street in Kyiv will be done in autumn, the ForUm’s correspondent informs, referring to Segodnya daily. The street is planned to be only for foot-passengers. The fronts of some houses will be renovated, asphalt will be changed for colored cube, new fountain will be set.

Lyovochkin: Tymoshenko using bank bailouts to raise funds for election campaign

Bank recapitalization has become a tool of pumping money into the campaign fund of Ukraine’s incumbent Prime Minister Yulia Tymoshenko, said Serhiy Lyovochkin, Party of Regions MP and head of the National Bank in the opposition government, Kyiv Post reported.

“Tymoshenko is “pumping” funds into the banks of oligarchs who are funding her and her political force. The recapitalization has become the government’s tool of pumping public money into Tymoshenko’s campaign fund. And since the campaign has not really started yet, one can only imagine how the current government is going to rob the state this fall, disguised by slogans about welfare and justice,” the MP was quoted as saying by his press office.

The Cabinet head is deliberately worsening the situation in the country’s banking system, Lyovochkin said.

“Tymoshenko’s targeted steps that we are seeing now are a well-planned sabotage… Her failed “gas” deals will lead to the bankruptcy of state banks that are forced to lend money for these shady deals,” the press release said.

It was reported that so far only three banks, Ukrgasbank, Bank Kyiv and Rodovid Bank, have received a state support. To recapitalize them the government has issued UAH 9.47 billion in internal state loan bonds which will be bought out by the National Bank.

All in all, UAH 44 billion will be allocated from the Ukrainian national budget to recapitalize banks.

The official exchange rate on August 3 is UAH 7.6991 /$1.
