Fitch: Ukraine short of finance

Ukraine needs to raise gas prices in order to ensure a budget deficit of 2.5% in 2012, Charles Seville, associate director in Fitch Ratings’ Sovereign group, said during the 6th Fitch annual conference, according to UKRINFORM.

Public finances are in a consolidated form; the budget for 2012 is quite promising; budget deficit is forecast at 3.5% in 2011, and it will be quite difficult to reach a deficit of 2.5% due to Naftogaz of Ukraine’s deficit of about 1%, he said adding, it is necessary to raise gas prices to hit this target.

He also noted that the Eurobond market is still closed for Ukraine. There is a shortage of finance in Ukraine, the expert said adding, the ministry of finance underfulfilled the indicators plan and thus the Eurobond market is closed for Ukraine now.

He also believes that Ukraine should continue cooperation with the International Monetary Fund, including in order to reduce the risks associated with repetition of the financial and economic crisis.

Seville also added that the Ukrainian government should make every effort to expedite signing of the agreement on a free trade zone with the European Union. According to him, this will contribute to the growth of the Ukrainian economy.

UN Fund shares methods on population increase

Today Ukraine is facing the problem of low birth rate, high mortality later, migration and increase in number of old people, representative of the UN Population Fund in Ukraine Nuzrat Ehsan said in his report on ‘World’s population 2011’, ForUm correspondent reports.

“All these phenomena threaten the economic development of the country. But it can be overcome with proper state policy,” he said in particular.

According to the official, state subsidies for families with children, maternity leave for parents, as well as creation of conditions under which parents can combine work with a child raising, can prevent the reduction of the population on Ukraine.

“However, you should take into account the fact that such measures bring results in a long-term perspective. To achieve any results you should be patient,” the expert summed up.

As a reminder, as of September 1, 2011 the population of Ukraine is 45 668 028 people.

Azarov: Society supports Tymoshenko’s conviction

Prime Minister of Ukraine Mykola Azarov is convinced that Ukrainian society considers the sentence of ex-Premier YuliaTymoshenko fair.

“If society considered the sentence unjust, there would be totally different reaction, rather than 20-30 people at the Pechersk district court. Our society knows, it suffered itself, and isn’t in hurry to join the protests,” the Prime Minister said in the air of the radio station “Echo of Moscow”.

Azarov noted that the leaders of many countries, including Russia, European Union, USA, and even the Dalai Lama have criticized this trial and verdict, but the PM is convinced that none of them has actually read the sentence.

“Nobody has read anything, but all believe that the persecution is politically based,” he said.

“We talked with Putin (Prime Minister of Russia Vladimir Putin – ed.). I told about the case (of Yulia Tymoshenko – ed.) in essence, and he understood my position … If I had the opportunity, I would explain it to the Dalai Lama too,” Mykola Azarov said.

MEP: The European integration process of Ukraine is irreversible

Member of the European Parliament Adrian Severin believes that the adopted resolution on the situation in Ukraine indicates that recent events will not stop the progress in negotiations on Association Agreement between Ukraine and the European Union.

“To be more specific, there will be no compulsory link between the trial on Tymoshenko and the conclusion of the Association Agreement. I think this is a very important message to everybody and it speaks of the fact that this Association Agreement is strategically important not only for Ukraine, but also for the European Union,” he emphasized, ForUm learned in the press office of the Party of Regions.

According to him, the resolution “expresses deep lack of confidence and deep lack of trust in the judiciary of Ukraine, but as politicians we are not supposed to act as a Court of Appeal, which entitles to censor the deficiencies of Ukrainian judiciary”. “Not at all. As politicians what we can do is to work in order to implement the necessary reforms to define legislation and to prescribe the necessary reforms,” the MP specified.

“I do believe that Ukrainian judiciary needs important reforms, these reforms are overdue already. So I think we should live the trial on Ms.Tymoshenko to the judiciary and judges and we know that in the end of the road there is the European Court on Human Rights, so this is the Court that we should trust,” the politician noted.

“I think this resolution should be read with optimistic view. And signing of the Association Agreement with Ukraine is important for Ukraine and for ourselves, we want to move ahead with this Agreementů And before the Agreement enters into force we have to use our means of cooperation in order to promote the reforms (in Ukraine),” Adrian Severin summed up.

Ukraine’s PM concerned about moral education of children

Ukraine should solve the problem of moral education of its children, Prime Minister of Mykola Azarov told the III All-Ukrainian meeting of education workers, ForUm correspondent reports.

“Today I visited the grave of the Unknown Soldier to lay flower on the occasion of the 67th anniversary of Ukraine’s liberation from Nazi invaders. And I thought, who could believe some years ago that today our children would dare to fry eggs on the Eternal fire? And these children were raised by a family, school, teachers. We are so used to lies that such derivations are no longer a surprise for us,” the PM said addressing teachers.

“We can build new schools, increase salaries to teachers, but the problem is to raise children as honest people, who know difference between good and evil,” Azarov added.

Summing up the Premier called the participants of the meeting to discuss moral education of our children. “Believe me, no reforms will work and Ukraine will never become one of the leading counties if we don’t solve this problem first,” Azarov said.

As a reminder, June 21 a video clip was broadcasted through internet, in which men, activists of ‘Saint Lukas’ brotherhood, are frying eggs on the Eternal fire in the Park of Glory in Kyiv.
June 22 police instituted a criminal case on desecration of the grave of the Unknown Soldier.

Official: EU should strive for fast implementation of the Association Agreement with Ukraine

Chairman of the Delegation to the EU-Ukraine Parliamentary Cooperation Committee, MEP, European Conservatives and Reformists Group Member Paweł Kowal noted in his press statement that deep and comprehensive free trade area is a chance to complete the transformation process in Ukraine, ForUm learned from the press office of the Party of Regions.

Paweł Kowal reminded that on October 27 MEPs adopted a resolution concerning the situation in Ukraine, in which they “pay attention to irregularities in the Former Prime Minister Yulia Tymoshenko’s case, but at the same time they stress, that the strengthening of EU-Ukraine relations and the membership perspective is in the interest of both sides”.

“This perspective, which could be realised after fulfilling appropriate conditions by Kyiv is a guarantee for Ukrainian citizens that the efforts in implementing the Association Agreement and the DCFTA would in the longer perspective compensate Ukrainian citizens with a full participation in creation of their common future in the EU,” the MP said.

At the same time, Paweł Kowal noted that last week’s declaration in Brussels concerning the conclusion of negotiations on the DCFTA between the EU and Ukraine is a good sign for the further integration of Ukraine.

“The DCFTA would simplify trade contacts with Ukrainian citizens, improve business climate and positively influence the economic situation in the country. This document is an integral part of the Association Agreement, which initialisation is expected to take place during the EU-Ukraine summit in December. The European Union should strive for fast implementation of the Association Agreement with Ukraine to efficiently help the authorities in Kyiv to introduce the democratic standards in the country,” he emphasized.

Chairman of the Delegation to the EU-Ukraine Parliamentary Cooperation Committee stressed that fast initialisation of the Association Agreement is a key factor in the successful continuation of the transition process in Ukraine.

“The EU politicians shall bear in mind that the key partner in the ratification process of the Association Agreement is the Ukrainian society. This document is an answer to the justified European ambitions of the Ukrainian citizens,” the politician summed up.

German ambassador visiting court hearings on Lutsenko case

German ambassador visiting court hearings on Lutsenko case

German ambassador to Ukraine Hans-Jurgen Heimsoeth, accompanied by an interpreter, has come today to the court hearings on the case of former Interior Minister Yuri Lutsenko to personally familiarize with the case.

The court continues to question witnesses. There are 148 witnesses involved into the trial.

Lutsenko has been kept in a detention facility since December 26, 2010. Former Interior Minister is accused of misappropriation of assets and abuse of power, including the episode with illegal employment of his driver into the Interior Ministry.

President: Financing of children's rights protection will be increasing

President: Financing of children’s rights protection will be increasing

Financial support of the protection of children’s rights in Ukraine will be increasing,  President  Viktor Yanukovych said at yesterday’s nationwide meeting on children’s rights protection.

“We will be increasing the financing year after year as GDP and the economy will be growing,” he said in his closing remarks, ForUm learned from the presidental press office.

Viktor Yanukovych stressed that representatives from all levels of government should be involved in the work to protect children’s rights. “Every child, when it comes to the government, must be protected at the level of village head, head of the administration of a district, region, city mayor and President,” he stressed.

“Let us work together and ensure that the government, NGOs and business are working together to solve the problems of children and families, because it is impossible to separate the problems of a child from the family problems,” the President said.
