30 million tons of early crops to be harvested in 2014

Ukraine’s Ministry of Agrarian Policy forecasts that 30.8 million tons of early grain and leguminous crops will be gathered in 2014, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
According to the Ministry of Agrarian Policy the gross yield of grain and leguminous crops is expected to reach 62.135 million tons in 2014, including 30.233 million tons of maize, 21.23 million tons of wheat, 8.32 million tons of barley. Experts also forecast that 210,000 tons of buckwheat will be gathered, which should completely cover the domestic demand for the product, and 372,100 tons of sorghum.
Experts forecast that sunflower production is expected to reach 9.33 million tons in 2014, sugar beets – 13.4 million tons, rapeseed – 2.05 million tons. According to the plans, the yield of potatoes will reach 22.9 million tons and vegetables – 10.3 million tons.
It is important to note that, according to experts, sowing area of grain and leguminous crops will be 16.5 million hectares. Of these, 10.7 million hectares will be used for early crops, 5.2 million hectares for maize, 188,300 hectares for buckwheat, 147,600 hectares for sorghum, and 33.8 hectares for rice. Area under soybean is 1.5 million hectares, sunflower – 4.3 million hectares, sugar beet – 339,800 hectares, potatoes – 1.4 million hectares.

Politics should not affect business

Political situation should not affect business, head of the main department of the Revenue Ministry in Kyiv Iryna Nosacheva said at a meeting with representatives of the capital business, ForUm correspondent reports.
According to her, there are already appeals not to pay taxes. “But it is not necessary to involve working business in the political conflict,” the official said.
On behalf of the Ministry, she thanked all citizens and entrepreneurs who faithfully pay taxes and fees. 
She also added that information to strengthen the fiscal pressure on entrepreneurs is not correct at all. “On the contrary, the main task of the Revenue Ministry is to minimize communication with entrepreneurs. We focus only on those businesses and industries where there is a reasonable risk of tax evasion,” Nosacheva concluded.

Online sales of train tickets grow

Online train ticket sales and reservations grew by 1.6 times from January 2013 to January 2014. Thus, in January 2014 alone over 325,000 rail tickets were sold online, and for the same period in 2013 – 209,000 rail tickets. In general, 9% of rail tickets are currently sold online, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
Experts say that getting tickets online at booking.uz.gov.ua (official Ukrzaliznytsia website) is becoming increasingly popular. In January 2014 the UZ sold over 157,400 electronic tickets through its official website. For comparison, in December 2013, 114,200 electronic tickets were sold online. Thus, in one year the number of online ticket purchases grew by 1.36 times, and by 500,000 tickets since introduction of service.
The unique distinction of the UZ online service is that with online tickets you don’t need ticket offices to board the trains. Passengers have the right to travel only on the basis of self-printed electronic documents. At the same time, tickets, purchased from other systems are conventional order forms. And they must be exchanged in the ticket offices for train tickets, which in turn give you the right to travel. However,  according to the general procedure, online sales of electronic tickets are terminated one hour before the departure of the train from its point of departure.

More than five thousand persons receive free secondary legal aid in January

In January, 2014, 5,500 Ukrainians received free secondary legal aid. The relevant authorities (Centers for free secondary legal aid) issued 5,824 requests for its provision to lawyers, according to the Ministry of Justice of Ukraine, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
Out of them, 1,805 requests were issued for the provision of legal aid to persons detained on suspicion of committing a criminal offense; 3,619 – for dock defense; 224 – for legal assistance to persons subjected to administrative detention; 156 – for individual proceedings.
The total number of requests issued to lawyers to provide free secondary legal aid is up by 25% year-on-year. It is due to an increased number of issued secondary for dock defense by 85% and for participation in individual proceedings by 30%.
According to experts, a significant contribution to the establishment of the institute of free legal assistance, such as we see it today, has been made through the adoption of the new Criminal Procedure Code, Part 3, Article 20 of which gives citizens the right to receive free legal assistance in accordance with the Law of Ukraine “On Free Legal Aid.”

Amnesty law applied to 15 activists

Shevchenkivsky District Court in Kyiv granted the request of prosecutors on the application of the Law “On Elimination of Negative Consequences and Prevention of Prosecution and Punishment of Persons on Occasion of Events that Took Place during Peaceful Rallies” to another convicted over the December clashes in the capital.
As the press service of the Kyiv Prosecutor’s Office informs, according to the decision of the district court, a man was released from punishment imposed earlier with a verdict of the same court.
“As of today, the norms of the Law was applied to 15 people, prosecuted for crimes related to a violent confrontation with police in November and December last year,” the prosecutor’s office stressed.
During the week, prosecutors will put the question before the courts on the application of the law to all persons who fall under its scope.

Yefremov: Powerless Rada may be dissolved

Verkhovna Rada may be dissolved, if it remains to be powerless, leader of the Party of Regions faction Oleksandr Yefremov told a briefing, ForUm correspondent reports.
Yefremov drew journalists’ attention to the fact that deputies failed to approve the schedule of the current session for the first time in the history of the Ukrainian Parliament.
“Mechanism (of early dissolution of parliament – Ed.) exists. The President has all the powers to take the appropriate decision. I do not think that in this situation he has a great desire to plunge the country into elections. But if everything remains as it is and Parliament does not work, something needs to be done with this,” he said.
Yefremov added that politicians are obliged to be able to negotiate and solve problems arising in the country.

Crimea establishes efficient emergency medical assistance system

Autonomous Republic of Crimea is performing systematic work to improve quality and accessibility of medical aid. Right now, the peninsula completed the structure of family medicine, has been introducing new perinatal technologies and reforming a system of emergency medical aid, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
One of basic achievements in health sector of Crimea includes completion of a uniform system for emergency medical response. 7 round the clock ambulance stations (including 37 substations and 42 permanent posts of medical teams) ensure faster response.
Also, last year, 30 ambulance vehicles (Type B) were purchased at cost of state budget and ARC development budget. In 2014, the plan is to supplement the pool with 60 vehicles, thus ensuring a standard recommended by Ministry of Health of Ukraine – one ambulance car per 10,000 persons. In Crimea, 145 medical teams make 1,500-2,000 responses a day. Due to modernization of emergency medical aid in cities, in 83.3% of cases, ambulances arrive within 10 minutes and in rural areas – within 20 minutes (93.4% of calls). In regions of Ukraine, this figure is 77.9%.

Justice Ministry: "January 16" laws no longer in force

Since February 2 the laws passed by the Verkhovna Rada of Ukraine on January 16, 2014 have lost their force, and the previous edition of the provisions of codes and laws that were previously amended have been restored, the press service of the Justice Ministry reports.
The Ministry reminded that 16 January 2014 the Parliament passed the following Laws of Ukraine: “On Amendments to the Laws of Procedure regarding Additional Measures to Protect the Security of Citizens”; “On Amendments to Several Legislative Acts of Ukraine regarding the Responsibility for Administrative Violations During Football Matches”; “On Amendments to Several Legislative Acts of Ukraine regarding the Responsibility for Administrative Violations in the Sphere of Road Safety Recorded Automatically”; “On Amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine”; “On Amendments to the Criminal Procedure Code of Ukraine regarding Criminal Proceedings in Absentia”; “On Amendments to the Law of Ukraine “On Free Legal Assistance” regarding the Postponement of Enactment of the Provisions of Clause 6 of Chapter VI “Final and Transitional Provisions”; “On Amendments to Article 197 of the Tax Code of Ukraine regarding VAT Exemption of Importing Natural Gas into the Customs Territory of Ukraine”; “On Amendments to Article 297 of the Criminal Code of Ukraine regarding the Responsibility for Desecration or Destruction of Monuments Erected in Commemoration of Those Who Fought Against Nazism During the Great Patriotic War – the Soviet Military Men-Liberators, Participants of the Partisan Movement, Undergrounders, Victims of Nazi Persecutions, Soldiers-Internationalists and Peacekeepers”; “On Amendments to the Criminal Code of Ukraine regarding the Responsibility for Denial or Excuse of Fascist Crimes”.
