Derailment in Sumy region kills 11

Derailment in Sumy region kills 11

Passenger train derailed in Sumy region today, ForUm correspondent learnt from the press office of the State Emergency Service. 
Number of victims and other details are not specified. 
However, a source in the State Emergency Service department in Sumy region told ForUm that the accident occurred in the Belopolsky district of the Sumy region. According to preliminary data, train collided with a minibus. 
The accident killed 11 people, 5 people are injured. 
Currently data is checked. Investigative team works at the scene.

Regional Development Ministry introduces European electrical and electronic waste management system

The Ministry of Regional Development, Construction and Housing and Communal Services held a meeting with European waste treatment experts to discuss prospects of implementation of the Waste Electrical and Electronic Equipment (WEEE) system in Ukraine, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
During the meeting, the sides discussed development of the WEEE Action Plan for Ukraine. The first step is to create the expert working group in the Ministry of Regional Development that will work out a WEEE implementation strategy and study the European experience in terms of electronic waste disposal.
Government experts say, introduction of WEEE will help minimize the harm to the environment by electronic waste in Ukraine. This system obliges manufacturers, importers and sellers of electronic equipment to collect and reuse or recycle electronic waste.
Government analysts have concluded that the problem of electronic waste in recent years has become one of the most pressing global environmental problems. According to the UN Environment Programme estimates, the world annually produces about 50 million tons of electronic waste, which accumulates 3 times faster than any other waste.

Evening Parliament’s sitting closed

Verkhovna Rada chairman Volodymyr Rybak closed the evening sitting of the Parliament, ForUm correspondent reports. 
According to the speaker, at this point, leaders of factions have not developed any law or regulation, which MPs could vote on. 
“Negotiations among factions’ leaders will continue at 6 pm. By tomorrow morning, 10 am, you need to develop at least something to vote on,” Rybak said.

System of land share rent registration simplified

System of land share rent registration in Ukraine will be simplified starting from February 12, 2014, press office of the State Registration Service informs.
According to the head of the State Registration Service Dmytro Vorona, earlier to register the lease of the land share, it was necessary first to register ownership of the land, then – a lease for it, and only then it was possible to issue the extension of that contract.
“Starting from February 12, we will be able to register lease contract ant its extension directly, in a separate section, without first registration of proprietary right. Thus, we’ll greatly simplify the registration actions. This is especially true for rural areas, where a large number of shares and their rent are drawn up,” Vorona said.

Rybak: Bills on constitutional reform not developed so far

So far, leaders of the parliamentary factions failed to develop bills on constitutional reform, speaker of the Verkhovna Rada Volodymyr Rybak said in the session hall, ForUm correspondent reports. 
“Negotiations on issue of the constitutional reform go on, but no bills for consideration in the parliament have been developed so far,” he said.

389 deputies are registered in the session hall. 
“I declare the evening session opened,” Rybak said. 
According to him, the faction leaders held talks on options for consideration of constitutional reform.

Ukraine is actively approving local budgets

The Ministry of Finance reported on the local budgets approval progress. To date, according to the ministry, Ukraine has approved 487 of 694 local budgets (70.2%)  that have a direct budgetary tie with the State Budget, whose approval deadline is February 3, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
According to the ministry, republican budget of the Autonomous Republic of Crimea, estimates of 15 regions, the city of Sevastopol are among the approved ones. Also to date, ??138 municipal budgets of regional / republican subordination have been approved, which is 77.1% of the total, as well as 332 district budgets (68%). In fact, all budgets with a direct budgetary relations with the State Budget have been  approved in the Autonomous Republic of Crimea, Kyiv, Odessa and Poltava regions. In total, as of January 31, 29.3% of local budgets of different levels have been approved.
According to government experts, it is critical for local governments to accelerate the process of approving their own budgets. Among a number of reasons, in the first place, experts say growing social payments guaranteed by the state budget. On the ground, all necessary conditions need to be established for the speedy implementation of social securities, experts say.
What is also important, the Kyiv city has not been approved to date. According to analysts any delay with the approval jeopardizes payments to public employees, inhibits development of urban infrastructure.

New Ukraine’s swimming record set

Daria Zevina set national swimming record on the first day of Ukraine’s Swimming Cup held in Dnipropetrovsk, the Swimming Federation of Ukraine reports. 
Swimmer broke the record in the race of 50 m on the back. Her result is 28.38. 
Daria exceeded by 0.07 seconds her own achievement, reached at the World Juniors Swimming Championships in Lima (Peru) three years ago.
