Ukraine’s Health Ministry, China fund joint investment project

The Ministry of Health intends to perform a joint investment project with the People’s Republic of China to establish Medical Diagnostic Center of Traditional Chinese Medicine in Ukraine, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
This was announced at a meeting of Raissa Bohatyreva, Acting Health Minister of Ukraine with Chan Siun, Extraordinary and Plenipotentiary Ambassador of China in Ukraine. During the meeting the parties discussed the implementation of the project in the territory of Ukraine by the Chinese party.
According to government experts, this arrangement became possible due to the visit of President Viktor Yanukovych to China on December 3-6, 2013, when a number of important international agreements were signed. Among them there was a Memorandum of Understanding between the Ministry of Health of Ukraine and the State Administration of the People’s Republic of China on traditional Chinese medicine on creation of diagnostic and treatment center in Ukraine.
Signing the agreement will allow creating a diagnostic and treatment center in Ukraine, which in the future will enable Ukrainian patients to receive highly qualified Chinese medical assistance in our country. That will help expand medical cooperation between the two countries, as well as strengthen the socio-cultural dialogue.
Experts also note that the memorandum also includes bilateral cooperation in educational projects and training of doctors, scientific research, and exchange of experience in the medical culture.

Arbuzov charges to strengthen work of public utilities and rescuers on snowy roads

Acting Prime Minister of Ukraine Serhiy Arbuzov charged to strengthen the work on restoration of electricity supply in settlements and provide clearing of national and municipal snowy roads, the press office of the first vice Prime Minister reports.
“To ensure timely delivery of the required number of snowplows and other special equipment, day-and-night duty of utilities and rescuers on roads, where traffic jams were formed. To create the necessary number of warming centers for drivers and passengers caught in a snow trap,” the instruction says that relates to the Infrastructure Ministry, Defense Ministry, Internal Ministry, Regional Development Ministry, State Emergencies Service, as well as to the heads of regions that suffered from adverse weather conditions.
Arbuzov also ordered the Energy and Coal Industry Ministry of Ukraine to accelerate the restoration of electricity supply in settlements.

Boiko, Gazprom chief discuss gas payments issues

Gazprom CEO Alexei Miller and Ukraine’s Acting Deputy Prime Minister Yuriy Boiko have discussed payments for the current natural gas supplies, as well as the mechanisms used by Ukraine to pay off its debt for the Russian natural gas supplied in 2013.
The meeting was held in Moscow on February 3, Boiko’s press office said.
The parties also discussed heating in the cold season and smooth gas transit to Europe, Interfax-Ukraine informed.
To date, Ukraine owes Russia $3.35 billion for its gas, according to the Vedomosti newspaper. In particular, for the gas consumed in January 2014 Ukraine must pay $650 million, the January shipments must be paid before February 7.

Inspections of state metrological supervision reduced

The government intends to reduce the number and frequency of inspections conducted by the State metrological service. The decree developed by the Ministry of Economic Development and Trade of Ukraine was approved by the Cabinet of Ministers, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
“The approval of this document will reduce the number and frequency of inspections by the state metrological service and update the criteria by which business entities in the field of metrology fall under the highest and medium group of risk,” Igor Prassolov, Ukraine’s Acting Minister of Economic Development, has said.
According to him, it is planned to reduce the number of business entities that fall under the highest risk group. For example, companies that produce measuring equipment involved in the calibration of this equipment. These entities are to be moved into the medium risk group, which will thus reduce the frequency of inspections.
“The government will encourage bona fide business entities, who do not display significant violations, by reducing the frequency of inspections. These entities will be checked by 1.5 times less,” said acting minister.
In fact, analysts say, the frequency of inspections of entrepreneurs of medium and low risk will also go down. If before these entities were inspected once or twice a year for the average-risk, and once in three years for small risk groups, in future, the frequency will drop to once every three and five years respectively.
According to experts, metrological supervision and control is carried out to verify compliance with metrological regulations: use of measuring equipment by manufacturers, measuring techniques, number of prepackaged products in packages.

Parliament’s head: State of emergency issue not considered

The issue on imposition of a state of emergency in Ukraine is not considered, head of the Parliament Volodymyr Rybak said at a meeting with the heads of diplomatic missions of the European Union, the press service of the Parliament reports.
“In spite of rumors irresponsible and unfair media reports on plans to introduce a state of emergency in Ukraine, the possibility of such scenario is not considered either in Parliament or other institutions of state power,” Rybak said.
He noted that given the systemic nature of causes and current political crisis, the Verkhovna Rada has already adopted a decision to start resolving the crisis situation for a long term. 
“I mean the decision of the extraordinary session of Parliament to begin the process on improvement of the constitutional structure of the Ukrainian society,” Rybak explained.

Government supports mortgage lending programs

According to the government, the State Mortgage Institution (SMI) allocated nearly 740 million UAH to the development of the mortgage market in 2013, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
According to experts, SMI refinanced 603 mortgage loans in the amount of 145.2 million UAH in 2013. In addition, a mortgage portfolio in the amount of 594.4 million UAH was financed for banks. The issued credits will allow over 840 families to buy their own housing. And, SMI has already refinanced almost 30 mortgage loans totaling approximately 6 million UAH since the beginning of 2014.
In general, over 1 billion UAH have been allocated for completion of construction of residential buildings since inception of the SMI in 2011.
For the record, the State Mortgage Institution was established primarily to stimulate the mortgage market. Thus, its daily activities are aimed to help citizens purchase homes at more affordable rates.
Experts say that at present the majority of Ukrainians are primarily interested in cheap ergonomic apartments. That is why the government plans to provide the domestic market with affordable and quality housing, in particular, through a series of social programs facilitating purchase of apartments.
At present, there are several government mortgage programs in Ukraine, experts say. In particular, the program to reduce the cost of mortgage loans (13/3) compensates citizens 13% of the cost of bank credit, the buyer pays only 3% per annum. The state budget for 2014 envisions 300 million UAH to finance this program.
Also ongoing is the State target socio-economic program of construction (purchase) of affordable housing (30/70). Under the terms of the program, the state covers 30% of the cost of new housing. This year the program will receive 538.8 million UAH.

Rybak stands for amending Constitution by law adoption

Constitutional reform should be carried out by adoption of the law but not the act as the opposition proposed, head of the Verkhovna Rada of Ukraine Volodymyr Rybak told a briefing, ForUm correspondent reports.
“There must be a law, it must be considered by experts and committees,” he said. 
At the same time, according to Rybak, the opposition has not yet registered an initiative to adopt the act on return to the Constitution of 2004.
In turn, head of the Party of Regions faction in Parliament Oleksandr Yefremov said that the opposition does not have enough votes for the constitutional act.

NBU issues commemorative coins devoted to Olympics

Today, February 3, the National Bank of Ukraine issued two commemorative coins “XXI Olympic Winter Games” with nominal value of 10 UAH and 2 UAH, deputy NBU governor Vira Rychakovska said during presentation of coins, ForUm correspondent reports.
“We issue two new commemorative coins, devoted to XXI Olympic Winter Games,” she said, noting that these coins continue the sport series.
 “These commemorative coins were made colored with the use of innovative technologies. The obverse has a blue-yellow background, and a stylized image of the mountains. The reverse depicts a biathlon athlete in the foreground and other winter sports athletes in a circle,” Rychakovska explained. She also noted that the commemorative coins can be purchased in the NBU offices.
