All social payments made on schedule

Pensions and social benefits are paid in a timely manner in Ukraine, despite the difficult situation in the country, Acting Prime Minister Serhiy Arbuzov said during the Cabinet’s meeting on Wednesday, Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
“Citizens get budget payments on time. Payments are made on schedule. As of January 28, the Pension Fund of Ukraine has paid pensions to nearly 14 million citizens. Over 21 billion UAH were issued to cover these needs during the month. It absolutely satisfies the January demand for money,” he said.
Experts say the State Treasury fully covered payment of the social payments for January. Over 3.4 billion UAH were directed for this purpose. For the 20 days of January, 2014, the government has reduced arrears by 23 million UAH.  January 2014 pensions have been paid in full. 
Experts from the Ministry of Social Policy of Ukraine point out that the ministry monitors funding pensions and social payments on a daily basis. All fiscal charges were paid on time: from the 4th to the 25th of the month according to the approved schedule.
The Ministry of Social Policy also reports that three stages of increasing the minimum pension are envisaged in 2014: from March, 1 on the annual indexation, and from July, 1 and from Oct., 1 – according to planned increase of the cost of living.
From the beginning of 2014, the social security funds have allocated 1.27 billion UAH for insurance premiums, Natalia Korolevska, Acting Minister of Social Policy of Ukraine said. According to her, papers for social financing are submitted on time, while in case of a delay, the management of the fund branches is required to control each case personally. Citizens can rely on the state support under difficult economic conditions.

Special commission on Constitution to be set up next week

Next week, the Verkhovna Rada of Ukraine will create a temporary special constitutional commission, chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak told a press conference, ForUm correspondent reports.
He recalled that next session of Parliament starts on February 4. “Hopefully, the relevant draft resolution will be agreed and the constitutional commission will be set up on February 4-5,” Rybak said.
In addition, he will require parliamentarians to adopt the agenda for the entire session. “At the last session , I do not know for what purpose, we failed to vote on the adoption of the agenda session for dozens of times… Every day there were new problems,” he recalled.

Ukrainian power system should be separated from politics in order to fully meet the needs of the population, former energy minister of Ukraine, chairman of the Supervisory Board of PJSC “Kyivenergo” Ivan Plachkov told a round table.
“Energy and power complex should be depoliticized. Neither the Energy Ministry nor the energy companies, nor “Naftogaz of Ukraine” can be viewed through the prism of the interests of some political force. This is the property of the nation, it must be depoliticized and must operate independently of political, economic and weather conditions,” Plachkov said.
Regarding reports about terrorist threats and seizure of NPPs, Plachkov noted that in our country there is hardly any “person with inflammation of brain”, who today can seriously think about that.

State of emergency declared in Crimea due to weather conditions

A state of emergency has been declared in Crimea on behalf of chairman of the Council of Ministers of Crimea Anatoly Mohyliov.
Mohyliov said that adverse weather conditions affected traffic movement, disrupted electricity, water and heat supply in 15 regions of Crimea. “Under the extremely difficult weather conditions, our main task is to provide Crimeans with normal living conditions. First of all, we need to restore normal operation of schools, hospitals, social facilities and water supply systems,” he said.
Head of the Council of Ministers of Crimea instructed the heads of cities and districts, together with all the specialized services to create the operational headquarters and keep the situation in the regions under constant control.

State Registration Service expands e-services

The Ukrainian State Registration Service will install electronic queue system in 120 branches throughout Ukraine until the end of 2014, chairman of the State Registration Service Dmytro Vorona told a press conference, ForUm correspondent reports.
According to Vorona, the system will be installed in almost all major cities of Ukraine.
He added that the State Registration Service is working to expand other electronic services.
“This year, we want to introduce the possibility of obtaining information about the progress of the application via SMS … This system will start to work in April or May. Also, we plan to introduce t provision of extracts from all registers in electronic form using digital signature,” he said.
According to Dmytro Vorona, the main purpose of the State Registration Service is the ability to provide the citizens of Ukraine with 90% of their services via Internet.

State budget increases environmental works financing

The State Budget of Ukraine 2014 pays a lot of attention to the environment protection. The subject public spending will be increased by 1.3 billion UAH and will reach 6.9 billion UAH, which is up 23.4% from 2013. In 2014, the State Fund for Environmental Protection is going to receive 3.5 billion UAH as opposed to 1.5 billion UAH last year, Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
The Ministry of Finance points out that the environmental component is more specific and result-oriented in 2014. Among spending on environmental programs, 1.2 billion UAH will be allocated to target projects for ecological upgrade of enterprises and making them more environmentally friendly.
In 2014, projects on target environmental “green” investments will be ongoing with funds received from sales of shares of the assigned amounts of greenhouse gas. Companies which emit greenhouse gas into the atmosphere will pay to the state budget the fees consistent with the harmful emissions. According to experts, this motivates businesses to reduce harmful emissions and it also draws additional funds to the budget for the environmental protection activities.
Additional 324 million UAH are envisaged to resolve the issue of water supply.  Of this amount, 100 million UAH will be used to pay for electricity bills for operation of water-reclamation complex. The budget envisages 44 million UAH to implement targeted programs to ensure cost of filling water reservoirs and other water bodies of the Autonomous Republic of Crimea.

President: Government fulfills all its obligations

President of Ukraine Viktor Yanukovych states that the government has fulfilled all its obligations to settle the situation in Ukraine. According to press service of the Head of State, it is said in the President’s address to Ukrainian citizens.
“I address you with a feeling of great anxiety and concern for the lives and health of many people involved in the conflict by irresponsible politicians. Unfortunately, this confrontation has not gone without casualties. This night Ukraine has suffered another loss – captain of the Internal Troops Dmytro Vasyliovych Dunets died in the course of the service on maintaining public order in Kyiv. These days, Ukraine bade farewell to the young people died in this confrontation. We also know that people have suffered from defatigation, cold and clashes. Every such accident leaves a deep and painful sore in our hearts. Each of us asks: for what do people suffer? Why do politicians not call for peace and mutual understanding but kindle the emotions with their reckless and irresponsible statements thinking rather about their ratings than about the life and health of people?” Yanukovych notes.
According to him, the government has fulfilled all its obligations under these agreements including the adoption of the Law on Amnesty that guarantees freedom and liberation of persons arrested during the conflict.
President urges people not to stand on a frost for the sake of political ambitions of several leaders. “I think that it is wrong. We must understand that there is no future for the state and people if political interests of certain groups are set higher than the existence of Ukraine itself,” Yanukovych says.
 “I once again address people, ordinary citizens, my compatriots: let’s do everything for peace and normal life in the country. For my part, I will consider the needs and aspirations of people with the greatest understanding and commitment taking into account the mistakes that any government can make for only the one who does nothing makes no mistakes. I believe that together we will manage to bring the life of Ukraine and all its citizens back to the peaceful track,” Head of State summed up.

Yanukovych was ready to dissolve Parliament, Rybak says

Verkhovna Rada chairman Volodymyr Rybak confirms that President Viktor Yanukovych was ready to sign a decree to dissolve Parliament in case of inconclusive vote on the amnesty bill. 
“The President said: If there is no understanding between parliamentarians, if the issues, which authority should solve, are not solved, then I will be forced to consider the dissolution of the Parliament,” Rybak quoted the President, ForUm correspondent reports.
When asked if this means that now the issue of the Parliament’s dissolution is irrelevant, speaker said: “Much still should be done to resolve the crisis. People are on Maidan, and let no one think that they will go away tomorrow. We should address the urgent questions”.
He added that today the government and the opposition hold quite successful negotiations. “Thank God, opposition listens to power, and power listens to opposition. I believe than no force methods will be applied. The crisis can be resolved only through negotiations,” Rybak summed up.
