Social security funds remain stable

From the beginning of the year the social security funds made insurance payments in the amount of 1.275 billion UAH. The announcement was made by Natalia Korolevskaya, Minister of Social Policy of Ukraine. According to her, this amount was paid as of Jan. 24, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
Korolevskaya assured that the submission of documents for financing occurs on time, and requested the heads of departments of social security funds to keep any delays under personal control. “It is unacceptable that in difficult economic conditions citizens could not rely on state support,” the minister said.
Korolevskaya also reported that the boards of the funds approved balanced budgets for 2014. She said this would lead to increasing the range of insurance payments. In particular, it concerns growth of expenses for insurance on accidents at work, unemployment insurance, and insurance due to temporary disability.
The minister separately noted that in 2013 social security payments grew year-on-year. “As of Jan. 1, 2014 the social security fund paid 25.840 billion UAH, which is by 3.891 billion UAH more year-on-year. There is no debt for insurance payments over the past year,” she said. 
In particular, the Social Insurance Fund on accidents at work paid 7.268 billion UAH, which is by 1.537 billion UAH more year-on-year, the Social Insurance Fund on temporary disability – 10.807 billion UAH (1.527 billion UAH more year-on-year), the Social Insurance Fund on Unemployment – 7.766 billion UAH (by 803.2 million more year-on-year).

Parliament resumes work after break

Ukrainian Parliament has resumed work in a plenary regime, ForUm correspondent reports.
Head of the Parliament Volodymyr Rybak declared that the session continues. According to him, two bills on amnesty and creation of a temporary investigative commission on constitutional amendments, which were agreed by all factions of Parliament, have been prepared.
“The bills will be submitted to the session hall for consideration in15-20 minutes,” the speaker said.

Ukraine cuts poultry imports in 2013

The agricultural sector keeps boosting its performance, complementing record achievements demonstrated this year. According to the Ministry of Revenue and Duties, according to the results of 2013, Ukraine imported 71,100 tons of poultry meat and offal, which is by 1.6 times less than in 2012, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
In value terms, imports of these products is down by 35.6%, to 101.2 million USD. According to the ministry, in 2013, pork imports also went down by 27.7% compared with 2012, to 150,200 tons. Over the past year, this meat imports amounted to 388.1 million USD, which is 13% less than in 2012.
Analysts say the decrease demonstrates the enhanced positions of local producers on the domestic market. The production of animal products allows to fully satisfy domestic needs and, respectively, has already created a positive dynamics of import substitution. According to experts, over 61% of the Ukrainian meat is produced at modern domestic livestock and poultry farms today. In general, 292,300 tons of meat were produced in Ukraine during  2013.
Many companies already focus on exporting their products. Last year, the exports of poultry meat and offal from Ukraine totaled 145,500 tons, which is by 1.8 times more than in 2012, and amounts to 232.1 million USD against 145.23 million USD in 2012. This is partly due to the onset of the actual permit to export the Ukrainian poultry to the European Union from July 24, 2013.

The national postal operator of Ukraine Ukrposhta is running structural reforms and introducing new services and facilities, including administrative document flow, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
The 2013 was a significant year of restructuring for the postal service operator. Pursuant to the company’s development strategy, Ukrposhta began providing services of the Ukrainian State Register (Ukrgosreestr) from Nov. 1, 2013 in 2,000 offices out of 13,263 offices. The basic list of administrative services at the initial stage of the project in 2013 includes provision of the state registration of legal entities and physical persons-entrepreneurs, apostil on official documents, the state registration of proprietary rights for real estate and state registration of the printed media and news agencies.
Ukrgosreestr and Ukrpochta intend to provide the entire range of administrative services. For this, about 20,000 of Ukrposhta employees were trained and instructed in 2013.
Experts say about half of approximately 50,000 daily registrations across the country will use the Ukrposhta services in 2014. Yet, the cost of state registration will not change, and an applicant will only have to pay for postage at regular rates. The state registration deadlines for  sending documents through post offices will extend to four days at maximum, and it’s a preset deadline for sending/receiving post by Ukrposhta in the country today.

Health Ministry to update unified register of diabetic patients

Ukraine’s Ministry of Health is planning to update a unified register of diabetic patients in accordance with Law of Ukraine “On Protection of Personal Data.” The appropriate draft order approving the Regulation in terms of the register for diabetic adults was issued by the Ministry for public discussion, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
The current procedure of keeping the register for diabetic patients was approved by MHU Order No 365 in 2009, pending entry into force of Law “On Protection of Personal Data.” As noted by analysts of the Ministry, the order does not comply with current legislation on protection of personal data. So, the register of diabetic patients is not functioning properly.
According to analysts of the Ministry, the new unified register will ensure the planning of drugs and medical devices purchased by state and local budgets for diabetic patients. In total, over the last year, the Ministry bought medicines, medical items, equipment, and vehicles for 3,181.7 million UAH. Of those, consumables for diagnosis and treatment of diabetes in the amount over 7 million UAH.
In 2014, about 120 million UAH is envisioned to reimburse the cost of anti-diabetic drugs – within the project on reference pricing of anti-diabetic drugs in Ukraine.
The government is constantly working on favorable conditions for this category of patients (including the kids). Thus, in the end of last year, the appropriate Ministry established the first Ukrainian Scientific-Methodical Center “School for self-monitoring of diabetes in children,” opened in the framework of State Program “Diabetes 2009-2013,” experts note.

KCSA chief promises not to use force against protesters in Kyiv center

Chief of the Kyiv City State Administration Volodymyr Makeyenko promised not to use force against protesters in Kyiv, regardless of their political views.
“All citizens of Ukraine have the right to express their opinion. No sudden actions and force methods will be applied against the protesters of both camps. If I find out about these scenarios, then I’ll personally come outside to prevent the tragedy,” Makeyenko promised, ForUm correspondent reports from Parliament.
He also stressed that he plans to enter the administration building in 2-3 days.
“I’m in talks with the opposition. I want to enter the building of the KCSA after the historic vote on the amnesty bill. I have already written a letter of resignation of parliamentary powers. There are technical issues, but after 2-3 days we’ll meet you in the KCSA hall,” Makeyenko said.

A break in work of the Verkhovna Rada was prolonged until 4 pm, first vice speaker Ihor Kaletnyk said in the session hall, ForUm correspondent reports.
He said that negotiations on the amnesty law are quite successful and announced that at 4 pm the Parliament may consider this bill in the session hall.
