New energy efficiency project launched in Ukraine

New energy efficiency project launched in Ukraine

The Ukrainian cities are competing to participate in a new international energy efficiency project Municipal Energy Reform Project (MERP). Client: U.S. Agency for International Development (USAID). Contractor: International Resources Group (IRG). Project cost is 14.5 million USD, project duration – 4 years, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
To participate in the project, contestants should apply before Feb. 7, 2014. Some 15 cities will be selected in total with a population of 100,000 – 1 million citizens. Project goal is to improve the energy security of Ukraine, to increase energy efficiency, to introduce energy-saving technologies, to reduce greenhouse gas emissions and to attract private investment in the industry, developers say.
For that, according to experts, individual action plan for each participant city will be developed. It will be based on an energy audit, a detailed review of energy management. The experts will develop techniques for monitoring and verification of energy savings, reduction of greenhouse gas emissions, economic efficiency of efforts.
Accordingly, individual action plans for each city will include measures to improve urban energy infrastructure and energy efficiency at social institutions and in homes.
In the framework of the project,  international experts will assist in attracting funds from international financial institutions (IFI) to be used to implement certain project activities. They will also help with preparation of feasibility studies and other project activities, including identification of investment projects and organization of effective municipal management.

President of Ukraine (1991-1994 years) Leonid Kravchuk initiates to hold a round table today with participation of the government and the opposition.
The meeting will be held at 4 pm at the Academic Council Hall of the Taras Shevchenko Kyiv National University.
During the round table, the parties will try to find common ways out of the political crisis.

Court releases activist Dzyndzia

Kyiv’s Shevchenkivskt District Court has dropped the charges against previously detained Road Control activist Andriy Dzyndzia and freed him in the courtroom.
The activist was released as part of the law introducing amendments to the law of Ukraine on eliminating the negative consequences and preventing the prosecution and punishment of persons who participated in events that occurred during peaceful assemblies, which the Parliament adopted on January 16. The prosecutors had no objections to a respective petition, Interfax-Ukraine informed.
As reported, Kyiv Prosecutor’s Office on Monday closed 35 criminal proceedings concerning events related to mass protests in November and December 2013.

The situation in Ukraine bears high risks for the economy, sociologist Yevhen Kopatko said during the Moscow-Kyiv videoconference, ForUm correspondent reports.
“Business suffers in the country, everyone notices big risks,” he stressed.
In addition, the expert noted that the confrontation in Ukraine has lasted a long time, and no one can predict when it will end.
According to him, due to the instability in the country the business can not conduct quality planning and also carries substantial losses.

In 2013, State Air Traffic Service Enterprise of Ukraine (USATSE) ensured air navigation services for 534,600 flights, which is up 6.8% YOY, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
Thus, in 2013, the enterprise supported 99,800 flights of domestic companies and 434,800 flights of foreign airlines. The most of departures and landings made in 2013 by Ukrainian and foreign airlines were supported by USATSE at airport Borispol (81,270), Kyiv (40,368), Donetsk (18,755), and Odessa (15,050).
Major scopes of air navigation services were provided by USATSE to Ukraine International Airlines (41,184 flights), Aeroflot (28,903), Turkish Airlines (23,701), Emirates (20,406), Transaero (20,147), Qatar Airways (18,303), Lufthansa (17,205), UTair-Ukraine (13,866), and British Airways (12,513).
According to experts at Ministry of Infrastructure, USATSE activities may be an example of successful state-owned enterprise on the aviation market of Ukraine, as evidenced by steady growth of air navigation services. If in 1993 (first year of activity), the enterprise supported 121,500 flights, at year end of 2013, this figure was nearly quadrupled, to reach 534,600 flights.
Given a stable long-term growth and dynamic development of USATSE, the Cabinet approved a financial plan of the enterprise for 2014 in the amount of 2.742.8 million UAH, which is by 6.2% more than target of 2013. The profit will reach 146.7 million UAH, which is up 5% YOY. The financial plan of USATSE for 2014 is based on business plan for 2013-2017, which was first developed in close long-term interaction with Directorate Single Sky (DSS) regarding the standards and requirements for these documents by European aviation community.

Sociologist: Ukraine is on the verge of collapse

MPs must find a way out of the crisis, as Ukraine is on the verge of collapse, sociologist Yevhen Kopatko said during the Moscow-Kyiv videoconference, ForUm correspondent reports.
“We all know that tomorrow the extraordinary session of Parliament has to be held in order to find solutions of the current situation… We are on the verge of collapse of the country,” he said.
The sociologist also condemned seizures of regional state administration. According to him, it is an erosion of trust in local authorities.
The expert stressed that not all residents of Ukraine support events in Maidan, Hrushevsky Street in Kyiv and in some regions of Ukraine.

Expert: Seizure of regional administrations interrupts budget payments

Seizure of regional state administrations may block budget financing of relevant regions, executive director of the International Bleyzer Foundation Oleh Ustenko told ForUm in a comment.

According to the economist, it affects the procedure of financing from the central budget to local ones. “Moreover, the Finance Ministry and State Treasury have all the rights to suspend transactions until the situation is stabilized. Obviously it will affect the dynamics of payments,” the expert said.

As of the year beginning the common account of the State Treasury had 1.7 billion hryvnias, four times more than last year. “Thus, means are enough, but first they must arrive at destination. Some of payments had been financed before seizures of administrations, but not all and not everywhere,” he added.

According to his estimations, destabilization not only complicates the transaction procedure, but may also tempt local officials to delay payments for local or personal purposes.

“Such purposes are not always corruptive. The fact is that the situation with central budget financing has been complicated since 2013, and some officials may use the “revolution” as a pretext to focus on some preferable areas, like completion of abandoned or poorly financed projects,” Ustenko summed up.

Funded pension system will be ready in 2014

Ukraine’s Minister of Social Policy Natalia Korolevska has instructed the Pension Fund to take during 2014 all required technical steps to prepare for introduction of the second level of the funded pension system, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
“The Pension Fund will manage the funded pension system. Thus, the issue of technical readiness to introduce this level of the pension system must be solved today. And it is your priority job for the near future,” Korolevska said at a meeting of the Pension Fund.
She also noted that introduction of the mandatory contribution system is a strategic objective which calls for an appropriate base. In particular, the Pension Fund shall prepare an estimated introduction schedule of the new system, its participation requirements and size of contributions.
Experts say currently new draft legislation is preparing to improve the management of the fund and tighter requirements for protection of pension assets. In this process, one should first consider the need for the best balance of solidarity system after channeling a portion of contributions into a funded system.
The funded system of the mandatory state pension insurance is a system where a portion of the mandatory pension contributions (up to 7% of the employee’s salary) will be transferred in the personal accounts. These funds should be invested in the Ukrainian economy, and investment income will increase the size of future pension benefit.
For the record, on July 8, 2011 the Verkhovna Rada of Ukraine approved in its entirety the Law of Ukraine “On measures to ensure legal environment for reforming of pension system.”
