First stage of talks between the President and opposition completed

President of Ukraine Viktor Yanukovych and participants of the Working Group on Settlement of Political Crisis have completed the first round of talks, presidential press office reports.

Participants included NSDC Secretary, Head of the Working Group on the Settlement of Political Crisis Andriy Kliuyev, Advisor to the President of Ukraine Andriy Portnov, Minister of Justice Olena Lukash, leader of the political party “UDAR” Vitali Klitschko, leader of “VO “Batkivshchyna” Arseniy Yatsenyuk, leader of “VO “Svoboda” Oleh Tyagnybok.

According to the press office, the meeting lasted for three hours.

Regional Development Ministry improves energy efficiency

Gennady Temnik, Minister of Regional Development, Construction and Housing and Communal Services has denied claims that cheaper Russian gas will deprive Housing and Utilities sector of an incentive to save. Temnik says, on the contrary, they will continue working in this direction, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
According to the Minister, the municipal thermal power system consumes over 10 billion cubic meters of gas, which thermal power companies buy from Naftogaz Ukraine for 160 USD per 1,000 cubic meters, whereas Ukraine buys gas from Russia for 286 USD per 1,000 cubic meters. The prices for materials (pipes, boilers, fuel, etc.) and the average wages in the industry are going up whereas the residential tariffs have been stable for the last 3 years. It results in a gap of 6 billion USD that the state is forced to cover.
“It’s a big loss, which stimulates the industry to save considerably. The state is interested in cutting consumption of natural gas by domestic power system. We have been working on this issue for a long time, and this year we are going to introduce measures for technical re-equipment and modernization of boiler networks, allowing enterprises to reduce gas consumption of power system,” Temnik said.

“We have no such information,” the press service said.
In addition, the Energy and Coal Industry Ministry noted that the Ministry does not evacuate people as well (it is located at Khreschatyk, 30).

Man who fell down from column at Dynamo stadium is alive

A man, who fell down from the column at the Dynamo stadium, is alive and is now on treatment in the Kyiv City Clinical Hospital 17, chief doctor of the hospital Mykola Demin told ForUm correspondent.
“Yes, this man is alive. All injured people that have been recently brought to our hospital are alive. Nobody died,” the doctor said.
According to him, the injured 43-year-old man is in satisfactory condition.

Number of contract servicemen exceeds plan

Contract military service in the Armed Forces of Ukraine (APU) is gaining popularity. Virtually in all regions the number of those who wish to serve in the Army is very high. It is especially important in the context of the transition to a professional army. Experts of the Ministry of Defense claim that today contract servicemen have all necessary conditions for successful mastery of military occupation and promotion, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
For example, last year in the Odessa region, 515 people were accepted for military service under the contract, which is nearly 150% of the planned draft. In general, in 2013, the Ukrainian Army in the Odessa region accepted 200 people more than in 2012. In the Kharkiv region, last year 387 volunteers were drafted to the Army, which is 104% of the plan for drafting of professional soldiers.
Also, the number of people willing to serve under the contract in the Donetsk Air Defense regiment in Mariupol grows annually. In 2013, the competition for one position here was 4-5 persons. Currently, the ratio of draft conscripts and contract servicemen in the division is “50/50”. However, this figure is growing rapidly in favor of volunteering recruits. The military unit hopes that 100% of staff will be professional soldiers by the end of 2014. And in the Zaporizhzhia region, the Army Recruiting Offices plan to select 250 candidates for contract military service in 2014. In fact, 13 persons have already signed the contract since new year.

Ukrainian government lifts restrictions on use of water cannons in cold weather

The Ukrainian government has amended the regulations on using special means in protecting public order by allowing police forces to use water cannons against rioters regardless of air temperature, according to the new version of Clause 16 of the rules of the use of special means during the protection of public order endorsed by the government on January 22, 2014.
“Water cannons shall be used by police to curb mass unrest and group violations of public order, counter attacks on buildings, structures, other facilities, and vehicles regardless of their ownership, protect civilians, and defend themselves from attacks and other actions posing a threat to their lives, health, housing, or property,” it says, Interfax-Ukraine informed.
The previous version of the rules indicated that water cannons could be used to disperse participants in mass unrest on condition that the air temperature is not below zero degrees Celsius.

Cabinet expands list of special means for use against rioters

The Ukrainian government has expanded a list of special means that security forces can use in protecting public order by including hand held smoke grenades, Dreif-2gas grenades, and flash-bangs Zarya-2, Fakel-S, and Plamya-M, in line with a government directive posted on the government website on Wednesday.
Smoke grenades, classified as a means of support during special operations, were not on the list previously.
The abovementioned list included earlier 10 varieties of gas grenades and cartridges with gas grenades as active defense means, namely Cheryomukha-1, Cheryomukha-4, Cheryomukha-5, Cheryomukha-6, Cheryomukha-7, Cheryomukha-10, Cheryomukha-12, Siren-1, Siren-2, and Siren-3.
Flash-bang grenades and other devices are classified as a means of support during special operations in Ukraine. Before the latest amendments, the list included two varieties of them, i.e. Zarya and Plamya, Interfax-Ukraine informed.
