Gosinformnauki presents EU program "Horizon 2020"

On Jan. 16, 2014 the State Agency for Science, Innovation and Informatization (Gosinformnauki) of Ukraine hosted a presentation of the EU program “Horizon 2020.” The program focuses on supporting research and innovation in all spheres of public life and will be implemented from 2014 to 2020. According to experts, “Horizon 2020” is the world’s largest initiative which is funding research and development at the state level, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
The official opening of the “Horizon 2020” took place on Jan. 1, 2014. This is a new program of the European Union in the field of research and innovation. Among the main priorities of the program is support for basic research, improvement of the production competitiveness, development of information and computer technologies (ICT), nanotechnology, new materials science, biotechnology and space. “Horizon 2020” will also search for answers to the most pressing social challenges in the health sector, ecology and demography. An important emphasis in the program will be on attraction of innovations to the market, including public sector. This will allow to better use of the potential of scientific infrastructure and to establish advanced technical standards in Ukraine.
Experts note that the program will improve performance of research and innovation activities in the joint research space in Europe and will be a key tool for the creation of the Innovation Union. “Horizon” will bring together all existing EU programs that fund research and innovation, including the “Framework Program of Competitiveness and Innovation” and programs of the European Institute of Innovation and Technology.

Expert: Agroindustrial complex remains budget generating sector

Agroindustrial complex in Ukraine remains budget generating sector as it accounts for about one quarter of GDP, director general of the Association of Farmers and Private Landowners of Ukraine Vitaly Lviv said during the roundtable, ForUm correspondent reports.
According to expert, in 2013, the industry sent to the state budget of about 48 billion UAH. “This is a very serious figure, and the sector is developing dynamically,” he stressed.
Lvov added that today in the sector involves about 4.3 million individual peasant farms, about 40 thousand farmers, as well as 17-18 thousand households, reformed from the collective farms and state farms. “They treated from several dozen hectares to 10-15 hectares of land. In addition, there are several dozen large agricultural holdings, processing a total of about 10 million hectares of arable land, including individual

Author of transport columns ban explains the bill

Parliament’s decision to ban the movement in transport columns consisting of more than 5 cars was made in the interests of all road users,  Party pf Regions MP Vadym Kolesnichenko told a press conference, a ForUm’s correspondent reports. 
” We believe that five cars could be outrun,” he said.
According to MP, coordination of transport column movement with the Interior Ministry will be beneficial to all road users.

Party of Regions predicts GDP growth of 3% in 2014

The draft law “On the State Budget for 2014 ” stipulates GDP growth in Ukraine up to 3%, this, MP from the Party of Regions Vadym Kolesnichenko told a press conference, ForUm correspondent reports.
However, he stressed that this is an optimistic outlook. “Naturally, in the framework of the current instability it is difficult to predict whether it will be done,” he said.
Kolesnichenko said that thanks to agreements with Russia, Ukraine received a good financial support and was able to balance the end of 2013-2014.
“Today, we have more than 30 signed agreements on reanimation and revitalization of our strategic industries, which, in fact, could bring $ 10 billion in the next year or two. It is not just money in the form of borrowing, it is an investment in job creation,” he concluded.

President signs law on state budget for 2014

President of Ukraine Viktor Yanukovych signed the Law 719 -VII “On the State Budget of Ukraine for 2014”, ForUm learned from the President’s press service.
According to the Annex 1, the state budget revenues for 2014 are provided in the amount of 392 billion 404 million 327.7 thousand UAH, including revenues of the general fund in the amount of 347 billion 515 million 815 thousand UAH and special fund revenues amounting to 44 billion 888 million 512.7 thousand UAH.
State budget expenditures for 2014 are provided in the amount of 447 billion 294 million 687.9 thousand UAH, including expenses of the general fund budget  amounting to 401 billion 113 million 217 thousand UAH and expenses of the special fund amounting to 46 billion 181 million 470.9 thousand UAH.
The maximum volume of the budget deficit for 2014 is provided in the amount of 59 billion 547 million 235 thousand UAH, including limiting size of the general fund deficit amounting to 53 billion 548 million 652.3 thousand UAH and the maximum size of a special fund deficit in the amount of 5 billion 998 million 582.7 thousand UAH, in accordance with Annex 2 to this Act. 
State Budget 2014 provides for an income tax reduction from 19% to 18%.

MP: Responsibility for libel exists in many world countries

The draft bill on criminal liability for libel was adopted in accordance with good practices of European countries and the US, Party pf Regions MP Vadym Kolesnichenko told a press conference, a ForUm’s correspondent reports.

“Criminal responsibility for libel and insult exists in a number of European countries, including Austria, Albania, Bulgaria, Great Britain, Denmark, Spain, Italy, Germany, Poland, Switzerland, and the torch of democracy US,” he said.

Kolesnichenko also specified that punishment for this crime varies. “In the US, for example, offenders face up to 250 thousand dollars of fine or 10 years of imprisonment. An expression of face or sms can be considered there as libel. However, we have taken only the part regarding fines or maximum two years of community work in case the distribution of false information lead to grave consequences,” the MP said.

At the same time the MP underlined that journalist investigation had always been and would be welcomed. “However, I believe a person must respond for the words he say or writes in mass media,” he added.

In turn, MP Volodymyr Oliynyk pointed out that those who write truth have nothing to fear.

Rybak: MP should be responsible before law as all people

Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak does not exclude possibility of holding of a referendum on the abolition of parliamentary immunity.
“I do not exclude that will come to a referendum and let the people say – should be deputies inviolable or should not, because the deputies themselves cannot decide,” he told a briefing, commenting on the adoption of the law, which simplifies the procedure for deputy immunity withdrawal.
According to him, the issue of the benefits of people’s deputies should be put on referendum as well.
Speaker believes that after the law on the simplification of the procedures for withdrawal of parliamentary immunity is passed by Parliament, MPs “will become responsible before the law as all of our people”.
Rybak thinks that the law meets all European standards.

EU, Ukraine expand nuclear safety cooperation

In 2014, the European Commission together with the SE National Nuclear Energy Company Energoatom will introduce the modern system of radiation monitoring RODOS (RODOS – Real Time On-line Decision Support System), which operates in all European Union countries, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
RODOS radiation monitoring system is by far the most effective and complete. RODOS forecast mathematical models, which were developed by 40 European institutions for over 20 years, in unparalleled in the world. The system uses information of station radiological monitoring, operational meteorological forecasts and simulates scenarios of radiation contamination based on the data. RODOS is effectively used to predict the migration of radionuclides in the air, in agricultural products, as well as in natural ecosystems to calculate doses of internal and external exposure of workers and public in the area of the accident.
Experts say RODOS includes mathematical models and databases to predict and assess the effects of possible radiation accidents, as well as emergency planning and long-term countermeasures using mathematical modeling based on neural computers. Experts assure that this is the main advantage of the new system as neural computing allows to predict the development of the situation in the event of an accident, in particular, the direction of radiation contamination.
