Residents of dilapidated buildings in Kherson will receive new apartments

Ukraine’s Cabinet has passed a resolution to approve the list of dilapidated houses of “flexible” design in Kherson, whose residents will be relocated in new apartment at cost of the State and local budgets, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
According to the resolution, it is envisioned over the period from 2014 to 2020 to resettle 3,241 Kherson residents who live in 18 houses of “flexible” design whose condition has been deteriorating from year to year. To this end, during the specified period, it is envisioned to appropriate 255.2 million UAH from the State budget and 152.118 million UAH from the local treasury.
The inventory of buildings has been developed and their technical condition logged. A corresponding procedure for relocation of damaged building residents to new homes has been developed. In particular, it is envisioned to relocate 217 residents of the 80-apartment building number 11 on Builders Prospect in 2014. It is planned to appropriate 16.126 million UAH.
It has also been decided that in the event of a sudden deterioration of the houses, with a threat of collapse of the main load-bearing structures, the inhabitants of these buildings will be relocated as a priority. The money will be provided from the reserve fund of the state budget.
The situation with resettlement of the “flexible” buildings residents has been acute since October 2004, when the government started to allocate funds for maintenance of buildings, whose technical condition quickly deteriorated. However, these buildings continued to degenerate rather quickly. Thus, on Dec. 7, 2012 President Viktor Yanukovych instructed the government to ensure the implementation of measures aimed to gradually relocate the residents from dilapidated buildings of “flexible” design in Kherson.

MPs toughen criminal liability for mass riots and seizure of buildings

Ukrainian Parliament amended the Criminal Code, toughening responsibility for riots, blocking and seizure of state or public buildings.
The relevant law by deputies from the Party of Regions Vadym Kolesnichenko and Volodymyr Oliynyk was passed at the Parliament’s session on Thursday.
The amendments stipulate that organizing of mass disturbances, accompanied by violence, riots, destruction of property, seizure of buildings and structures, shall be punished by imprisonment for a term of 5-10 years. In the previous version of the Criminal Code the maximum penalty for such actions was 8 years.
Calls for actions that threaten public order shall be punished by restriction of freedom for up to 5 years or imprisonment for a term of 2-6 years. 
Seizure of state or public buildings and structures shall be punishable by restraint of liberty for a term of 3-5 years, or imprisonment for a term of 3-6 years. This article provides for additional penalty for blocking buildings or structures that ensure activities of state authorities, local authorities, associations of citizens. Such actions shall be punished by restriction of freedom for up to 5 years or imprisonment for the same term.

President demands to equilibrate payment balance of Ukraine

President of Ukraine Viktor Yanukovych and Minister of Economic Development and Trade Ihor Prasolov have discussed the intensification of economic development, particularly the issue of socio-economic development in 2014, the press service of the President reports.
“We have discussed the issues related to the evaluation of current situation and the prospect of socio-economic development in 2014,” Prasolov said after the meeting with the Head of State adding that they had particularly discussed modernization of the economy.
In the course of the meeting, the parties have also discussed the issue of trade balance of the state.
“Viktor Yanukovych has set concrete tasks for us to equilibrate our balance of payments,” the Minister said.
The President and the Minister of Economic Development and Trade have also discussed the issues of international bilateral trade relations of Ukraine.

MPs allow restrict access to Internet without court’s ruling

The Verkhovna Rada of Ukraine allowed the National Commission for the State Regulation of Communications and Informatization to restrict access to the Internet on the basis of the experts’ conclusion.
235 MPs voted for the adoption of the draft law 3879 (registered in the Verkhovna Rada by Party of Regions deputy Vadim Kolesnichenko).
The bill, in particular, provides for amendments to the law “On Telecommunications”, expanding the powers of the Commission to decide whether to restrict access of subscribers of telecommunications to news agencies without state registration or to Internet resources through which the information, contrary to law, is disseminated. Decision should be made on the basis of the experts’ conclusion about belonging of information to such, which distribution is illegal.

Cabinet approves Starobeshevo TPP power unit project

The Cabinet approved the project of reconstruction of Starobeshevo Thermal Power Plant Unit 12, which is part of the Donbassenergo State Power Supplying Company on January 15. The total project cost is 959.296 million UAH, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
With the comprehensive reconstruction of Starobeshevo TPP, the government intends to significantly improve the competitiveness of the Donbassenergo company by increasing the efficiency of its boilers. It is planned to reduce the cost of conventional fuel by 30%, extend the service life of the unit to 20 years and bring the environmental performance of each unit up to the EU standards.
Government experts point out that the project of complete modernization of Starobeshevo TPP is the most environmentally friendly and innovative one in the power industry. The reconstruction of Starobeshevo TPP Unit 12 (whose equipment is worn by 70-90%) is based on the positive experience of the modernization of Unit 4 completed in 2011. Today, Unit 4 with its upgraded capacity of 215 MW, has the highest in Ukraine technical/economic and environmental parameters. It also won a national competition “Leader of Fuel and Energy Complex” in the category “environmental projects.”
The reconstruction project of Starobeshevo TPP Unit 12 envisions restoration of the boiler, turbine, and electrical equipment. The upgraded design capacity of the power unit will be 210 MW, with an annual output of heat energy of 5.3 Gcal.

Ukrainians obliged to show passport to buy SIM-card

Ukrainians will have to conclude a contract with the operator to purchase a SIM-card. This is provided for by amendments to the Law “On Telecommunications”, which were adopted at the session of the Verkhovna Rada on Thursday (bill 3879 by MPs Vadym Kolesnichenko and Volodymyr Oliynyk).
The document, in particular, introduces the concept of identity telecom card – a tool, used to identify the subscriber’s terminal equipment in the network (SIM-card, USIM- card, etc.). Provision of telecommunications services using this card shall be carried out on the basis of agreement between telecommunications operator and consumer in accordance with the legislation.
This law shall come into force upon its publication.

MPs introduce photo and video recording of traffic rules violations

The Verkhovna Rada of Ukraine passed the Law 3855 “On Amendments to Certain Legislative Acts of Ukraine on administrative responsibility for offenses in field of road safety, recorded in the automatic mode”, the press service of Parliament reports.
Legislative act introduces automatic photo and video recording of exceeding speed limits, violation of traffic control, moving on the sidewalks or pedestrian paths, violation of movement through railroad crossings.
The person, whom the vehicle is registered for, must pay the fine or appeal the decision in court within ten days upon the receipt of the ruling.

Boiko to discuss implementation of December arrangements with Russia

January 16 , Ukrainian government delegation headed by Vice Prime Minister of Ukraine Yuri Boiko left for Moscow to meet with the Russian delegation and discuss topical issues of cooperation between Ukraine and Russia on the agreements reached in December 2013, the Cabinet’s press office reports.
According to the report, the parties will focus on industrial cooperation, as well as on progress of implementation of the arrangements, reached in December, aimed at restoring the economic and trade relations. This applies to the implementation of joint projects in the field of aviation, shipbuilding, aerospace industry, as well as infrastructure projects.
