Health Ministry to toughen conditions for issuing prescriptions for medications

The order of Ministry of Health of Ukraine which toughens conditions for issuing prescriptions for medications will take effect on Dec. 31. According to Tatiana Donchenko, director of the Department of medical and pharmaceutical quality of Ministry of Health, from next Tuesday on, it will be forbidden to show brand names on prescriptions and it will be mandatory to specify international non-proprietary name (INN), the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
Donchenko said the prohibition to insert brand names of medications will help combat the lobby of major pharmaceutical companies, whose expensive drugs are actively promoted on the Ukrainian market. Earlier, with the same purpose, pharmacists were obligated to give patients information on cheaper options with the same active ingredient. This should also stop doctors who conclude agreements with pharmaceutical companies and prescribe more expensive brands, instead of available generics.
A brand name on a prescription is allowed in strictly regulated cases. For example, if a product has no INN, falls under biosimilars, dispensed on preferential terms or free of charge, or is subject to special accounting.
The ban was initiated by the State Service of Ukraine on Regulatory Policy and Entrepreneurship Development. Experts of the ministry say, the Ministry of Health issued an order to issue prescriptions with brand names only back in 2005. This helped created a number of corruption schemes that involve doctors and pharmacists.
The ban will allow to restore competition on the market of medications, eliminate corruption schemes involving doctors and pharmacists, give people a choice.
