Titanium ore exports increased

From January to November 2013, Ukraine increased exports of titanium ores and concentrate by 41.2% year-on-year, to 325,957 tons, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
According to the Ministry of Revenue and Duties, in the 11 months of 2013 export of titaniferous ores and concentrate grew by 28.8%, to 102.623 million USD.
The main exports of titanium ores were made to Russia (29.5%), China (20.12%) and the UK (19.83%).
During the same period, Ukraine imported 20,301 tons of titaniferous ores and concentrate. In money terms, import of raw material grew by 43.6%, to 3.991 million USD, and 93.76% of supplies were from Egypt. There was no import of titaniferous raw material in May-August and October 2013, and supplies in November made up a small share of imports.
For comparison, the experts remind that in 2012 Ukraine increased exports of titaniferous ores and concentrate by 31.5% year-on-year, to 266.019 tons, in monetary terms -by 65.6%, to 93.964 million USD. Exports were mainly made to Russia, China and the United States.
Also last year, Ukraine imported 30,114 tons of titaniferous ores and concentrate, which is by 3.6 times more year-on-year. In money terms, imports grew by 5.2 times, to 7.169 million USD. The greatest supplies were made from Egypt, China and India.

Stavytsky: Construction of synthesis gas plant will start in autumn 2014

Ukraine will start the construction of a plant designed to produce synthesis gas in September of 2014, energy and coal industry minister Eduard Stavytsky told a briefing in the Cabinet of Ministers of Ukraine, ForUm correspondent reports.
“The construction of this plant is one of the strategic tasks for the next year. As you know, the President of Ukraine signed in China the necessary documents with the company that developed the construction project. According to our plans, the construction will start in late September,” the minister said.
According to him, now three sites are being considered for the construction in Luhansk and Donetsk regions.

1.4 billion UAH invested in waste recycling

1.4 billion UAH invested in waste recycling

The National project “Clean City” for construction of first Ukrainian ecological complexes for municipal solid waste (MSW) processing selected investors for construction of waste treatment plants in Kyiv, Ternopol, Khmelnitsky, Chernovtsy, and Kirovograd, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
The main criteria for review of potential investors’ proposals included the shortest possible schedule for construction and commissioning of waste-treatment complexes, which would ensure the recycling of at least 50% of waste as secondary and energy resources to be reused in manufacturing process.
The total amount of investments in recycling and construction of the first 5 MSW complexes will amount to 1.432 billion UAH. Estimated payback period is 7 years.
The “Clean City” project includes construction of waste-processing complex in Kyiv (300,000 tons MSW annually, investments – about 488 million UAH), Ternopol (100,000 tons MSW annually, over 241 million UAH), Chernovtsy (100,000 tons MSW annually, over 223 million UAH), Khmelnitsky (100,000 tons MSW annually, over 234 million UAH), and Kirovograd (100,000 tons MSW annually, investments – 246 million UAH).
Government analysts say the launch of 5 modern complexes for MSW processing will ensure the return of valuable resource components to Ukrainian industry and economy, contributing to solution of environmental contamination issue. In fact, today in Ukraine, only 4% of the total waste is recycled for reuse. And implementation of “Clean City” program in pilot cities envisions the increase of waste recycling process to European level, i.e., 50% and more.

Hryshchenko: Scholarships to be paid due to Russian loan

The Government of Ukraine will be able to solve the problem of arrears of scholarships thanks to the first tranche of the Russian loan, Vice Prime Minister of Ukraine Kostyantyn Hryshchenko told a briefing, ForUm correspondent reports.
“We received the first tranche of loan, which will allow after passing funds through the Finance Ministry solving the problem of arrears of scholarships. We believe that paying scholarship due to loan is a real investment in the future,” he said.
According to Hryshchenko, the government invests in Ukrainians, who will become productive employees in future.

Poshtova Square tunnel will be opened by end of 2013

Oleksandr Vilkul, Ukraine’s Deputy Prime Minister, has instructed to open the second part of the tunnel under the Poshtova Square in Kyiv. He made the announcement during a working meeting about construction of the highway interchange at Potova Square, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
To date, the construction of the second stage of the traffic tunnel is being finalized, according to Anatoliy Holubchenko, Acting Chairman of the Kyiv City State Administration. Utilities and sand base under the pavement in the tunnel have been already laid, installation of storm water drain started. Road surfacing and lighting remain to commission the tunnel. 
Some 95% of domestic building materials, including metal, concrete products, etc. were used during construction of the project. According to the Deputy Prime Minister, it was a strong condition of the government.
“Import substitution, use of domestic building materials is a fundamental condition of the government. The infrastructure projects for public funds, as in this case, highway construction in the capital, help develop logistics of the city and create a comfortable and safe environment for people, as well as ensure development of the construction industry, manufacture of building materials in the country. In its turn it contributes to economic development and helps create jobs,” Vilkul said. 
The commissioning of the second part of the tunnel will allow traffic on Naberezhna Kreschatitska and Naverezhne Shosse in both directions. This will increase the throughput from 85,000 to 110,000 cars daily.
Experts say reconstruction of this traffic interchange is the most important infrastructure project of the government aimed to develop logistics in the Ukrainian capital. The highway has been under construction with the governments support since 2010.

Azarov: Ukraine will not revise provisions of Association Agreement with EU

Ukraine is not planning to revise the provisions of an Association Agreement with the European Union, and the terms of the implementation of this agreement are important to it, Ukrainian Prime Minister Mykola Azarov said during a teleconference with Ukrainian regions on Wednesday.
“We don’t currently set the task of revising the agreement. The terms of the implementation of the agreement are important to us,” he said.
Azarov said that the Ukrainian authorities had been forced to suspend preparations for the signing of the agreement. He said that during the talks this will help minimize the risks for domestic enterprises from the creation of a free trade area with the EU, Interfax-Ukraine reports.
He said that trilateral talks between Ukraine, Russia and the EU on this subject are also very important.
Azarov noted that during a meeting with Russian Prime Minister Dmitry Medvedev on December 24 the Russian side had again confirmed its readiness to participate in such negotiations.

The Government of Ukraine plans to reduce the tax burden on taxpayers, despite the difficult economic situation in the country. The economic crisis, meanwhile, is not conducive to a fundamental revision of tax benefits, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
“Today, the economic situation is not conducive to a fundamental revision of the tax benefits, provided that they have a tendency to decline,” said Oleksandr Klimenko, Ukraine’s Minister of Revenue and Duties. 
According to the Minister, the Ministry of Revenue and Duties intends to achieve reduction of the number of taxes to 9-10 in 2014, whereas today there are more than 20.”I have no doubt that we will do it in 2014,” said Klimenko, who stressed that inefficient taxes will be slashed, including those too complex to manage.
Also the ministry welcomes the adoption in the first reading of a bill to establish the institute of a consolidated taxpayer and the need for financial-industrial groups  to comply with criteria for inclusion in this group, including transparency of their ownership. As noted by government analysts, the adoption of the bill would give another push for transparency in business.
Experts remind that earlier the Ministry of Revenue claimed to extend the moratorium on inspections of small and medium-sized businesses,  an initiative launched by business. According to officials, this measure will give entrepreneurs working with the simplified taxation system, additional incentives for growth and development. And this, in turn, will help increase payments to the budget.

Minister: Agreement on gas reverse from Slovakia to be signed in coming days

Ukraine will sign an agreement with Slovakia on reverse of gas supplies in the coming days, energy and coal industry minister Eduard Stavytsky told a briefing in the Cabinet of Ministers of Ukraine, ForUm correspondent reports.
“Negotiations are carried out in a normal mode. This week, we expect to sign the agreement. We will decide this issue in the next two or three days,” the minister said.
As a reminder, Ukraine began importing the natural gas from Slovakia in a test mode on May 15, 2013.
