Ukraine, EU work together for effective migration policy

The Cabinet on Dec. 18 approved a draft agreement on financing of the program “Support to Ukraine in managing of migration processes and granting asylum” in the framework of closer ties with the EU, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
The total program cost is estimated at 28 million EUR and will be fully funded by the EU. The program budget will be distributed to three tasks. 4 million EUR will be granted to improve the legal and political foundations of Ukraine’s migration policy, 8 million EUR to strengthen effectiveness of migration services, and 16 million EUR to improve infrastructure of the migration service.
Experts note that the need for this migration program stems from the EU requirements for visa-free dialogue – in terms of cancellation of short-term visas, as well as from improvement of Ukrainian immigration laws in compliance with the EU standards and upgrading coverage for 211,000 illegal immigrants who now live in Ukraine.
Also, the EU migration policy in the context of increasing dialogue with Ukraine is dictated by today’s international realities.  Massive migration flows from poor Asian and African countries seek to reach prosperous countries of Europe pushed by the globalization processes. Due to its geographical location, Ukraine is an active migration corridor.

Liovochkin: No secret documents were signed in Moscow

No secret documents, except for those that have been officially stated, were signed in the meeting of the Ukrainian-Russian interstate commission in Moscow on December 17, head of the Ukrainian presidential administration Serhiy Liovochkin told a nationwide roundtable meeting entitled Unite Ukraine held in the Ukraina palace in Kyiv on Friday.
“This list of documents is exhaustive. No other documents, except for those I will name now, were signed. No secret documents were considered or signed,” he stated, Interfax-Ukraine reports.
Liovochkin told the meeting participants in detail about the documents signed during the Ukrainian president’s visit to Russia on Tuesday.

Roshen to resume supply of its products to Russia from March

Ukraine and Russia will take measures to resume the import of products of the Ukrainian confectionery corporation “Roshen” to the Russian market by March 1, 2014.
The action plan for settlement of trade restrictions between two countries, which was signed on December 17 between the economic ministers on the results of talks between Presidents Vladimir Putin and Viktor Yanukovych, says that “the Ukrainian side will assist in the implementation of legislation norms of Russia and the Customs Union by Ukrainian producers during the supply of products to a single customs territory of the Customs Union.”
The relevant step must be performed before January 1, 2014. In addition, by March 1, 2014 “the parties shall take all necessary measures to normalize the trade of confectionery.”

CIS innovation cooperation program 2020 will be updated

The Cabinet on Dec. 18 approved the Ukrainian portion of comprehensive measures 2013-2014 pursuant to the Interstate Program of CIS Innovation and Cooperation for the period until 2020, 2013, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
The Program is supervised by the Interstate Council on cooperation in science, technology, and innovation. Volodymyr Seminozhenko, Director of the State Agency for Science, Innovation and Informatization, was appointed Chairman of the Board.
“It is important for the Ukrainian party not just to fit in these new realities, but also to use all opportunities to deepen international cooperation in the sphere of innovation”, said Seminozhenko at the Council meeting on Dec. 11 in Moscow.
The purpose of the program is effective use of innovation by CIS economies, thus promoting their competitiveness, economic growth and attracting scientific resources to production. The document was signed on Oct. 18, 2011 in St. Petersburg.
The program consists of several joint innovation projects, including aerospace and transportation systems, information and telecommunication systems, medicine and health, energy conservation and efficiency, as well as social infrastructure.

Fomenko to continue working with Ukraine’s national football team

Ukraine manager Mykhailo Fomenko will continue to work with the national football team until the end of 2015.
“The results of Mykhailo Fomenko’s work with the national team in 2014 World Cup qualifying were recognized by the executive committee of the Football Federation of Ukraine as satisfactory, so the contract with the coach was automatically extended until the end of 2015,” the FFU’s press service reported.
As reported, in December 2012, a contract with Fomenko was signed for one year with the possibility of automatic extension for two more years, Interfax-Ukraine informed.
The coach managed to change the situation in the 2014 World Cup qualifying tournament and almost brought the team to the world championship in Brazil, losing to France in the play-offs.

Production standards for medications to improve

The government added the State Service of Ukraine on Medications and the Ministry of Health to the list of central executive authorities responsible for fulfilling the obligations of Ukraine for the international organizations. These changes were approved by the Cabinet’s Decree #894 dated Dec. 4, 2013, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
The decree will ensure proper implementation of international obligations in the field of standards and quality control of medications, as well as full participation of state regulatory bodies in the development of European standards for quality medications.
It should be reminded that the Law of Ukraine “On Ukraine’s accession to the Convention on the Elaboration of an European Pharmacopoeia” came into effect on Nov. 20, 2012. According to the law, Ukraine was awarded status of a member of the European Pharmacopoeia Commission with the right to vote. The European quality standards for medications are now mandatory for Ukraine.
The European Directorate for Quality of Medicines and Healthcare (EDQM) of the Council of Europe is responsible for the functioning of the Technical Secretariat of the European Pharmacopoeia Commission, which was basically called the European Pharmacopoeia for a long time. It was founded in 1964 after the Convention on Elaboration of the European Pharmacopoeia was adopted. According to industry experts, the European Pharmacopoeia seeks to contribute to preservation of public health providing universal standards to be used by health service personnel and employees of other services related to the quality of medications.

900 million UAH allocated to support livestock farming

900 million UAH allocated to support livestock farming

The Cabinet has proposed for the Verkhovna Rada to allocate 900 million UAH to support the livestock industry in 2014, according to the draft law “On State Budget of Ukraine 2014,” registered as bill 3000 with the Parliament on Dec. 18, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
Based on the explanatory note for the document, the special fund of the state budget expects to receive about 900 million UAH in 2014 due to the Value Added Tax (VAT) paid by processing plants. These funds will be used as special budget subsidies towards maintenance and preservation of young animals, as well as for the cattle grown and sold for slaughter.
It is also planned to extend the program of partial reimbursement for construction of livestock farms, purchase of breeding stock and milking machines.
Several government programs to support livestock have been implemented in Ukraine for the past several years. The programs helped Ukrainian industry to start recovering from the crisis last year, the production figures were positive for the first time for 20 years. This trend is true of this year as well.
More than 160 million UAH have already been paid to the regions through these state programs since early 2013 which greatly contributed to industry growth. By Dec. 1, 2013, the cattle count in Ukraine totaled 4.97 million head, up 2.3% year-on-year. The level of profitability in the agricultural sector went up 1.4% whereas it was 1.3% in the first half of 2012.

NBU issued 42 commemorative coins in 2013

Deputy chairman of the numismatics and marketing department of the National bank of Ukraine Viktoria Suzanska informs that NBY has issued 42 commemorative coins in 2013, ForUm’s correspondent reports.

According to the press office of the bank, as of December 20 NBU put into circulation 40 types (35 names) of commemorative coins of total run of more that 650 thousand pieces. For 11 months NBU sold almost 668 thousand commemorative coins at the total sum of about 70 million hryvnias.

Next year NBU plans on issuing 41 types (32 names) of commemorative coins of total run of about 630 thousand pieces.
