Today the government reviewed the Concept of the State target program of social and professional adaptation for servicemen, who are subject to discharge and persons discharged from military service, for the period until 2017. Implementation of the program and monitoring of its implementation is entrusted to the Ministry of Social Policy of Ukraine, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
In order to successfully integrate soldiers in the civil society, the government approved the target program for retraining of ex-military personnel, giving them the opportunity to acquire a civil trade.
The document envisions that the servicemen who have been discharged to reserve duty, who do not have a civil specialty are entitled to social and professional adaptation and retraining. The state will allocate funds to retrain ex-military personnel in vocational schools.
Experts say that the last program like that was adopted in 2007, and expired in December 2011. Now the issue is even more pertinent due to adoption of the new military reform, envisioning a significant reduction of the army and paramilitary staffing by 2017.
According to expert data, during the period of reform, about 42,000 servicemen will be discharged in the reserve. Half of them – 21,000 persons – have the right for retraining. They include ex-military staff with military service record exceeding 10 years and a positive performance record, as well as those laid-off in connection with the reform, or discharged from service for health reasons. Also, the serving conscripts who were not employed prior to being drafted, are eligible to participate in the program after demobilization. Also, if necessary, their family members can use this program.

Yanukovych: Cooperation with Customs Union to be transparent

Decisions concerning Ukraine’s accession to the specific provisions of the Customs Union will be transparent, President of Ukraine Viktor Yanukovych said in interview with representatives of Ukrainian media.
The President noted that the work of Ukraine with the Customs Union and the Eurasian Union has never stopped.
“We worked, but we did not have a specific format of this cooperation. And finally, this format has been defined with a special protocol, signed by the Prime Ministers of Ukraine and the CU member states in Minsk. This protocol, relatively speaking, provides us with the status of observer in the Customs Union. The Ukrainian government has access to the CU’s documents, as our government’s representative is working with the commission,” the President said.
He noted that Ukraine is a strategic partner of the Customs Union in terms of trade turnover, and interstate cooperation.

The investigators have every possibility to achieve optimal results in the investigation into events happened in Maidan Nezalezhnosti Square in the night of November 29-30, President of Ukraine said in interview to the Ukrainian media.
“The Prosecutor General’s Office suspended from investigation some senior executives. Today, no one interferes in the actions of the investigators. We want fairness and impartial investigation. I think you will agree that the government was in no way interested in these provocations and conflicts. It is not in our interests. I want to know the truth, just as you do,” Yanukovych said.

Government optimizes funds for Education Ministry

Today, the Cabinet passed a decree on redistribution of funds for the Ministry of Education and Science, allocated in the State Budget 2013, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
Due to optimization of costs included in the departments estimates, 4.687 million UAH have become available, which were decided to be used for budget expenditures of the Education Ministry which need additional funding.
In fact, in calculating the budget for 2013 to pay for the energy and utilities consumed by the Ministry, the costs have been underestimated.
Experts report that the escalation of the problem might have led to arrears that would be impossible to repay from a special fund. It must be noted that educational institutions repaid their debts for past periods from funds allocated in the State Budget for 2013.
Experts say that redistribution of expenditure of the general fund of the Ministry of Education and Science will create conditions for implementation at the appropriate level of basic functions and tasks assigned to schools, and will prevent their disconnection for failure to repay the debts for electricity, heat, water, and gas.
According to analytical data, the costs will be optimized exclusively using funds allocated to the Ministry from the State Budget 2013, which is allowed without any additional budgetary appropriations.
Thus, the savings will go to the balance of the higher educational institutions of Accreditation Level I and II, vocational schools and colleges where they are most needed.

Ukrainian government continues its work on liberalization of visa regime with the EU, Ukrainian President Viktor Yanukovych said in interview with representatives of Ukrainian media.
“We have some issues to be solved. Certainly, we will try to reach an agreement with our European partners on the liberalization of visa regime for Ukrainian citizens as soon as possible. We are working over this issue,” the Head of State stated.
The President emphasized that the issue of liberalization of visa regime with the EU was the most topical for Ukrainian government.

President of Ukraine Viktor Yanukovych believes that personnel decisions in the country should be measured and fair. 
The President noted that when it comes to settling the events taking place in the country today, it becomes apparent that faults of certain officials resulted in the crisis So, if necessary, personnel decisions should be taken.
“However, these decisions should be measured and fair. I do not like to act rashly. We should take care of personnel. However, if actions of some official are inefficient or harm society in some way, of course, this official should be replaced. We’ll make the corresponding conclusions,” he said in interview with Ukrainian media.

Procedure for granting financial aid to victims of emergencies approved

The Cabinet has approved a Procedure for granting and determining size of financial aid to victims of emergencies, who remained in the same place of residence, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
The decree explains that, in accordance with Item 3, Article 89 of the Civil Protection Code, the procedure shall establish a mechanism for determining the amount of monetary assistance to victims of emergencies that refused to evacuate, or to be evicted, and remained in the same place of residence.
Also, the victims are defined as persons, houses (apartments) which have been damaged due to an emergency or disaster management operations. The lists of victims shall be identified and approved by local governments. They will also issue certificates about the status of a person who has suffered from an emergency, based on an Ukrainian passport or other identity document.
Regarding the provision of a lump sum assistance and its size, it will be determined by the Council of Ministers of the Autonomous Republic of Crimea and local executive authorities.
In this case, the decision should be made within five days of the damaged property survey. The monetary assistance to victims will range from 3 to 15 living wages.
Also, in determining the amount of financial aid, the size of material damage, insurance payments and other assistance will be taken into account.
Actually, since Dec. 1, 2013 the total cost of living in Ukraine is 1,176 UAH, whereas, for the working age population it is 1,218 UAH, for children aged 6 to 18 – 1,286 UAH.
According the draft State Budget 2014 prepared by the Cabinet, in 2014 the living wage for the main social and demographic groups will increase to 1,207 UAH from July 1 to 1,256 UAH from October 1. For children aged 6 to 18, to 1,320 UAH from July 1, to 1,373 UAH from Oct. 1, and  for able-bodied persons to 1,250 UAH from July 1 to 1,301 UAH from October 1.
