Russia lowers gas price for Ukraine

President Vladimir Putin announced at a meeting with his Ukrainian counterpart in Moscow that Russia will sell gas to Ukraine’s Naftogaz energy company for $268.5 per 1,000 cubic meters, well below the current level of more than $400. Putin said, however, the price may only be lowered temporarily, RIA Novosti reports.

At the start of a meeting between the Russian leader and Ukrainian President Viktor Yanukoyvch, Putin said he hoped Tuesday to reach a breakthrough in sensitive issues for both sides, and described Ukraine as Russia’s strategic partner.

Putin lamented that bilateral trade had dropped by 14.5 percent over the past two years and said firm action was needed to restore the health of economic ties.

As reported, Ukrainian President Viktor Yanukovych said at a meeting with Russian President Vladimir Putin that trade cooperation between Russia and Ukraine requires urgent intervention, and the work should be coordinated with other CIS countries.

Parliament’s evening sitting won’t be held

Evening session of the Verkhovna Rada of Ukraine won’t be held, speaker Volodymyr Rybak said after lengthy negotiations with deputies from the opposition, ForUm correspondent reports.
“Dear MPs, today let us conclude our consideration of the issues and the work of the Verkhovna Rada. Tomorrow at 10.00 I suggest considering appointment of date for local elections,” he said.
In addition, Rybak noted that the agenda for Wednesday is formed taking into account suggestions from the opposition. 
Rybak also stressed that the evening session was not opened and therefore was not closed.

Ukrainian grain reserves grow up to 27.6 million tons

As of Dec. 1, 2013 the grain reserves at agricultural enterprises of Ukraine (except for small ones) and enterprises engaged in the grain storage and processing grew by 29% year-on-year, to 27.6 million tons, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
According to the State Statistics Service, available wheat grain at those enterprises amounted to 8.2 million tons, barley – 2.1 million tons, corn – 15.6 million tons, and rye – 0.4 million tons by the above date.
As of Dec. 1, 2013 the grain reserves at agricultural enterprises only grew up 43% year-on-year, to 15.3 million tons, including wheat – 4.7 million tons, barley – 1.6 million tons, corn – 7.8 million tons, and rye – 0.2 million tons.
According to the State Statistics Committee, the reserves of sunflower seeds on the reporting date grew up 51% year-on-year, to 7.3 million tons. 3.5 million tons of sunflower seeds (up 61%) were stored at agrarian enterprises, and 3.8 million tons (up 42%) – at processing and storage companies.
Positive indicators are very typical for this industry. Ukraine actively expands geography and range of exported products, and this year already has a good chance to be second in the global grain market, only yielding the first position to the United States.
As noted by government analysts, it will increase the country’s export by more than a half, and the buyers of our home agricultural products today are the states of Europe, Asia and Africa. In addition, Ukraine ranks first in the world export of sunflower oil.

Ukraine starts purchasing medicines for children with mental disorders

A big breakthrough within the reform of mental health care in Ukraine has become a government purchase of medicines for the treatment of children with mental disorders. This was announced by chief part-time child psychiatrist of the Health Ministry Igor Martsenkovsky at a briefing, ForUm correspondent reports.
“2013 is a significant year as for the first time in the history of child psychiatry, at least in times of independent Ukraine, there have been allocated money for purchase of drugs, psychotropic medications for children with mental disorders. Psychiatry has never been a priority. It has always been on the periphery of consciousness. And child psychiatry, unfortunately, has been on the periphery of consciousness of general psychiatry,” Martsenkovsky said.
According to him, the drugs for children with autism spectrum disorders were purchased at a fairly large amount of 10 million hryvnia.
“This has significantly changed the situation in many regions,” the doctor said.

MPs still blocking Parliament

MPs still blocking Parliament

Rostrum and presidium of the Verkhovna Rada of Ukraine remain blocked. Evening sitting of Parliament has not begun yet, ForUm correspondent reports.
In particular, the entrance to the rostrum and presidium is blocked by chairs. MPs from the opposition stay in the presidium and near the rostrum. Ukrainian flag has been placed in the rostrum.
MPs from all political factions are present in the hall.
 
At the same time, chairman of Parliament Volodymyr Rybak is in the session hall and talks with the opposition members.

Heating period runs stably throughout the country, minister for regional development, construction, housing and utilities of Ukraine Hennady Temnyk said at the conference under the chairmanship of Deputy Prime Minister Oleksandr Vilkul, the press service of the Regional Development Ministry reports.
According to the minister, the Ministry’s regional offices coordinate rapid response to emergencies.
Temnyk noted the work of utilities services, which, according to him, promptly clear the streets and roads from snow, ensure unimpeded operation of public transport, people’s access to jobs, facilities, catering and medical care facilities.

Ukrainian railroads ensure timely grain transportation

As of Dec. 16, 2013, Ukrainian Railroads (Ukrzaliznitsia UZ) has transported 20.12 million tons (313,500 rail cars) of grain since the beginning of 2013. The export shipments totaled 18.4 million tons, domestic ones – 1.74 million tons, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
Experts note that since the start of the harvesting season, the rail traffic volumes have been constantly growing. For example, in November 2013, over 54,000 grain cars (or 3.45 million tons of grain) were loaded, which is up 72% from November 2012.
“The autumn months were the record ones for the industry in terms of load. Virtually the entire range has grown, especially grain – which is profitable for the railroad – has boosted traffic and profits,” said Sergei Bolobolin, UZ General Director.
Agricultural analysts’ forecasts about the record harvest in 2013 prompted the railroad to conduct intensive preparations to ensure transportation of grain in full scope and without delay, say industry experts. For that, a large scale repair program has been implemented for the grain cars. So, in 2013, with the plan 1,365 grain cars, 2,173 cars have been actually renovated, including about 1,000 cars with extended life. And by end of 2013, the company plans to repair another 500 specialized cars. Also, the grain cars that UZ was not able to repair at its own expense, were leased to private operators. Under the terms of the lease, the operator companies will repair rolling stock and then use it for transportation of grain.
