State continues provide population with medications

On Dec. 11, 2013, Ukraine’s Cabinet adopted the Resolution “On redistribution of expenditures of the State Budget for centralized activities by administrative-territorial units,” which had been prepared by the Ministry of Health, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
The measure declares government support to ensure provision of immunobiological and anti-TB drugs for TB patients; medications for patients with viral hepatitis B and C, and children with resistant juvenile rheumatoid arthritis.
After completion of tenders for centralized procurement of drugs, medications and medical products, 18.665 million UAH were left over undistributed.
The Ministry of Health decided to use the money towards additional purchase of medication: 630,600 UAH for the treatment of children with juvenile rheumatoid arthritis, and 12.186 million UAH for the treatment of children with viral hepatitis B and C. 5.217 million UAH have been appropriated for purchase of TB drugs.
In total, the State Budget envisioned 2.3 billion UAH for health programs in 2013.
Fighting tuberculosis is a priority of the government in the health sector, along with the fight against AIDS. Last year, the Cabinet approved the Nationwide social target counter tuberculosis program initiated by the President.
Reporting on the status of the Program, the Alexander Tolstanov, Deputy Minister of Health of Ukraine said that implementation of the Program was going on schedule. He also said that due to improved management of TB drugs, in the 9 months of 2013, the number of patients covered with treatment grew thanks to the state budget – from 4,432 to 6,264 persons.

Opposition leaders voice their requirements

Representatives of the opposition voiced their requirements to the government at the meeting of the nationwide round table. The overall list was not made public.
In particular, leader of the All-Ukrainian Union “Batkivshchyna” Arseniy Yatseniuk said: “Those guilty should be named and left and innocent people should be freed. Then, step by step we have to solve all questions, ending discussion with signing of the Association Agreement with the EU”.
In turn, leader of the All-Ukrainian Union “Svoboda” Oleg Tyahnybok added that requirement of the Cabinet’s resignation remains unchanged, and also asked the President to guarantee that Maidan won’t be dispersed by force.

PM: Signing Association in Vilnius would lead Ukraine to default

Signing of the Association Agreement with the European Union at the summit in Vilnius would lead to default in Ukraine, Prime Minister of Ukraine Mykola Azarov said at the nationwide round table with the participation of the government and opposition, ForUm correspondent reports.
“By the time of the summit, Ukraine had to draw conclusions: to sign the Agreement and face the inevitable economy collapse, or to postpone the signing and ensure that all parties, involved in the process, take into account the interests of Ukraine,” he stressed.
PM noted that having $19 billion of foreign exchange reserves, $10 billion deficit in trade balance with the EU, $15 billion deficit in trade balance with the CU, $ 5.5 billion of payments on foreign debts in 2014, about $10 billion of payments for Russian gas, more than $ 40 billion commitment, signing of the Agreement in Vilnius would lead to default.
“What a politician, responsible for the fate of the country, would have taken the decision, ignoring those objective facts?” Azarov wondered.
He acknowledged that the citizens were poorly informed about the potential risks. “We hoped to minimize the risks. We failed to do that before the summit in Vilnius. However, I am convinced that with persistent work and the stability in society, we will be able to do that for the time we have taken to remedy the situation,” Azarov said.
He added that to minimize the risks, Ukraine first has to resume trade and economic relations with the Russian Federation, signing series of agreements, to renew IMF loan for Ukraine on acceptable terms, to negotiate with the EU on the transition period, allowing Ukraine to align the balance of trade, stimulating economic growth.

Azarov: Ukraine to significantly reduce Russian gas purchases

Ukraine this year will significantly reduce the consumption of Russian gas, Prime Minister of Ukraine Mykola Azarov said at the nationwide roundtable, ForUm correspondent reports.
“There have been applied tremendous efforts to reduce consumption of Russian gas. This year Ukraine will consume 40% less of Russian gas than in 2010, about 26 billion cubic meters against 37 billion,” PM said.
Azarov also reminded that a production of own gas has been intensified; contracts for shale gas exploration were signed.

Ukrainian railway transportation management modernized

Ukrainian Railroads Ukrzaliznitsia (UZ) plans to complete a phased transition to the new transportation management system by 2019. It is planned to form new traffic control centers at the Ukrainian railroads: one main center at UZ and six others in the regions. 14 management areas formed at UZ railroads will be subordinate to regional centers, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
The new management technology will be implemented through structural changes and technical re-equipment of control centers to further automatize traffic control.
“The goal of this innovation is to implement an effective management structure for the transportation process (for efficient management of operations) and upgrade the appropriate technologies through their automation,” said Vasily Kapshai, UZ PMU Lead Engineer.
Regional traffic control centers are being established at the Donetsk and Southern railroads, experts say. Donetsk railroads are about to finish the Lugansk region traffic control with the base in Lugansk and Debaltsevo directorates. There are two such centers at Donbas – Yasinovataya and Krasniy Liman.
Experts forecast that the new transportation department of Lugansk area traffic control will be launched on January 1, 2014. It will re-subordinate the line stations and optimize dispatching areas.
The number of dispatch stations at the Southern Railroad is also being optimized, their length extended. Five segments are being redistributed: Kharkov junction, Merefa Lozovaja junction, Novo-Bovarskiy junction, Lyubotinskaya junction, and Bogodukhov-Vorozhba junction. Four new segments are expected to be based on them, with  ongoing preparatory works at other junctions.

Yanukovych may dismiss officials, responsible for preparation of AA

Ukrainian President Viktor Yanukovych does not rule out dismissal of officials, who had unscrupulous approach to the preparation of the Association Agreement with the European Union.
“Officials, who were involved in the preparation of that agreement, will be suspended, and then, perhaps, dismissed,” he said at the national roundtable meeting.
“The work was done not just bad, but in violation of the national interests of Ukraine,” he stressed.
The Head of State noted that, of course, a dramatic decision not to sign the Association with the EU in Vilnius caused a lot of emotions among people, who strived for European integration and related reforms.
“We have not rejected European integration. We will continue walking the path of reforms, bringing us closer to the European criteria. We want to modernize our country,” President reminded.

Turboatom develops equipment for new generation of NPPs

Turboatom develops equipment for new generation of NPPs

Specialists of OJSC Turboatom, the only Ukrainian producer of turbine equipment for hydro, thermal, and nuclear power plants, developed a new steam turbine K-1250-6,8/25 of rated power 1.250 MW. It is designed for new generation of NPP units with WWER-TOI (water-water energy reactor, typical, optimized, informatized), the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
Experts say these reactors feature high level of NPP autonomy in emergency mode and low volume of solid radioactive waste and emissions.
Efficiency of the turbine plant is over 37.5%; it is highly reliable, its availability ratio reaches 0.99%. Design of the turbine utilizes high-strength welded-forged rotors of high and low pressure, which are not subject to stress corrosion.
The advantages of new turbine include high maintainability and longer turnaround time of service (over 6 years).
Also, the new generation turbines are designed for gradual replacement and upgrade of 24 NPPs in 7 countries partners of the Kharkov Company. That will ensure a long-term portfolio of international orders for Turboatom, which is ranked 4th on the global market of NPP turbines.
Experts also emphasize the exports changes of the company in 2013. Export of turbines was down by 10%, and accounted for 50% of “Turboatom” production. This is not due to reduced production, but because of gradual upgrade in energy system of Ukraine. After all, Turboatom plays a central role in this process. Thus, 40% of thermal, 85% of nuclear, and 95% of hydro power plants in Ukraine (total capacity 60 million kW) are equipped with Turboatom products.

“Miner” of Kyiv railway terminals, airports found

Ukrainian law enforcers have established the identity of the offender, who made false reports about mining of Kyiv central and southern railway terminals and airports “Boryspil” and “Kyiv” (Zhuliany).
As ForUm learned from the Interior Ministry press office, he turned out to be a 34-year-old unemployed resident of the capital.
“A man admitted that he had made  false reports on mining,” the police said.
The criminal proceedings under Part 1 Article 259 of the Criminal Code of Ukraine (false report on the threat to security of citizens, destroying or damaging property) were opened over the fact. Pre-trial investigation continues.
