Azarov ready to cooperate with opposition after Cabinet is unblocked

Prime Minister of Ukraine Mykola Azarov is ready to set up a joint working group with representatives of the opposition to normalize the situation in the capital, but only after the work of the government’s building is unblocked. He said this during a meeting with U.S. Assistant Secretary for European and Eurasian Affairs Victoria Nuland at the 20th OSCE Ministerial Council meeting in Kyiv, the Cabinet’s press office reports.
“We are ready to agree on agenda, adopt it and implement. We are ready to set up a negotiating group to normalize the situation in the capital, but only after the work of the government is unblocked,” Azarov said.

Arbuzov: Government ready to dialogue with the public

The opposition took advantage of the public protests for their own political purposes and is not ready to hold constructive dialogue, forcing the authorities to intensify the direct dialogue with the society. In particular, the ministers of the Ukrainian government will hold more meetings with citizens, speak to students in universities and answer all relevant questions, First Vice Prime Minister of Ukraine Serhiy Arbuzov said during a meeting with students of the Kyiv Trade and Economic University.
“It is a normal situation when students come to protest and show their disagreement. However, it’s not normal when the opposition tries to lead this movement. They did not need to negotiate with us, they just used this protest movement,” Arbuzov said, responding to a question why the opposition is not looking for ways to resolve the conflict negotiating with the government.
First Vice Prime Minister said that government representatives are ready to meet with the Ukrainians and convey to them a true balanced position on all relevant issues.

NBU creates favorable monetary conditions for banks

In 2013 the National Bank of Ukraine has created more favorable monetary conditions for banking activities, president of the Association of Ukrainian Banks Oleksandr Sugonianko told a press conference, ForUm’s correspondent reports.

“Monetary policy has been loosened and redirected to promotional one,” he said and added that such measures should have been taken as far back as a couple of years ago.

According to the official, thanks to this policy the liquidity has improved, and interbank rates, loan rates and deposit rates have decreased. Thus, for nine months of this year the base money of the banking sector has increased by 42.5 billion hryvnias (17.3%), and the money stock – by 153 billion hryvnias (19.7%). In turn, for 10 months of 2013, deposits of residents have grown by 75.4 billion hryvnias (13.2%), credit portfolio, excluding interbank and non-residents, have grown by 7% since the year beginning, and loans to non-financial corporations – by 8.2%. 

As for crediting of non-financial corporation, Sugonianko noted that the dominating position of the trade over other sectors of economy remains unchanged and even strengthens. According to him, the loan gain in this sector alone makes 24.3 billion hryvnias (11%), while the loan gain of all sectors of processing industry makes 7.8 billion hryvnias (6.2%).

Ukraine to have cheaper Russian gas

Naftogaz Ukraine and Gazprom continue talks to restructure the debt for gas purchased by the Ukrainian party. This announcement was made by Eugene Bakulin, Naftogaz Chairman. He said that the Ukrainian side intends to repay the debt for the gas purchased in August amounting to 765 million USD in the near future, the Information-Analytical Bulletin of the cabinet of Ministers of Ukraine informs.
In turn, Olexiy Miller, Chairman of Gazprom expressed confidence that the new round of negotiations must resolve all issues relating to the debt.
“At the moment the debt of Naftogaz Ukraine for the supplied gas is 2.020 billion USD, we are looking for solutions to this problem, conduct negotiations,” Miller said. 
Energy market experts say that deferred payment is necessary for Ukraine in order not to burden the government’s effort in the regions.
Government analysts recall that President Viktor Yanukovych has repeatedly stated that Ukraine intends to resolve all issues related to Russian gas, as they are strategic issues for the Ukrainian economy. The maximum price for Russian gas, according to the President, should be  300 USD/ cu m and not the current price of 510 USD. 
Experts say the Ministry of Energy and Coal Industry of Ukraine intends to negotiate the price of Russian gas down to 200-250 U.S. dollars / cubic meter with loading Ukrainian gas transportation system to 90 billion cubic meters annually.

Petrykivka painting added to UNESCO Intangible Cultural Heritage List

The decision to include Petrykivka painting into the List of the Intangible Cultural Heritage was adopted at the meeting of the Special Commission for the Protection of Intangible Cultural Heritage of the UNESCO in Baku on Thursday, the press service of the Dnipropetrovsk Regional Council reports.
At the Commission’s meeting, participants review applications for the completion of the list with new customs and forms of creativity. The event is attended by about 780 representatives from 116 countries of the world.
In preparation for Intangible Heritage of Humanity nominating, Petrykivka painting was presented in a variety of European countries during the promotional tour.

Kyiv and Brussels are conducting technical preparations for the upcoming dialogue between Ukraine and the EU on certain aspects of the implementation of an Association Agreement, including a Deep and Comprehensive Free Trade Area, Maja Kocijancic, spokeswoman for EU High Representative for Foreign Affairs and Security Policy Catherine Ashton, has said.
She said that consultations were being held at the technical level in Brussels on Thursday, Interfax-Ukraine reports.
Noting that respective agreements were achieved during a phone conversation between Ukrainian President Viktor Yanukovych and European Commission President Jose Manuel Barroso, Kocijancic said: “To prepare for this visit, we will have a technical meeting today, as I said, to lay the grounds for the meeting that President Barroso and President Yanukovych talked about.”

State enforcers read out the court’s ruling with the requirement to voluntarily leave the administrative building to the protesters, staying inside the Kyiv City State Administration, ForUm correspondent reports.
The representative of the State Enforcement Service said that the ruling is subject to immediate enforcement.
Participants of the action responded to the statement with shouting “Shame”.
