EU may allocate 160 million to Ukraine

The European Union can help Ukraine to develop allocation mechanisms and provide sector budget support, according to Michael Kohler, EU’s Neighborhood Program Director, DG DEVCO, for the European Commission, who recently met Minister of Economic Development and Trade Ihor Prasolov.
I think if Ukraine will continue to show progress in the area of public finance management, the EU will allocate an amount of more than 160 million euros to the priority areas, which include regional policy and environmental protection, Kohler said.
Reforming public finance management remains a priority for the government, which has received strong support from the European Commission in implementing the best EU practices. Addition sector budget support is still required, analysts say.
Economy Ministry experts say sectoral budget support is an effective mechanism for the implementation of programs by the EU. The main objective of these programs is to assist in the implementation of policies promoting the adaptation of EU standards in Ukraine, the Information-analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
Financial resources provided by the EU on a free and irrevocable basis are transferred to the State Budget of Ukraine for their further use in accordance with budget legislation. 
They are used to finance agreed upon reform measures of state policy. Ukraine’s government today cooperates with the EU on 4 programs of sectoral budget support in the following broad categories: energy, regional policy, trade and environmental protection.
Trade sector support specialists have developed a draft strategic plan for the transformation of the system of technical regulation from 2014-2018. The EU, meanwhile, has provided substantial assistance in the development and implementation of the Energy Strategy of Ukraine through 2030.
Government analysts say that the EU and Ukraine have signed six agreements on the financing of sector budget support in the areas of energy, environmental protection, energy efficiency, transport, border management and technical barriers to trade since 2008. Total assistance from the EU has amounted 368 million euros, 340 million euros of which has taken the form of budgetary support and 28 million euros in technical assistance.

This year, Ukraine expects a record grain harvest, President Viktor Yanukovych stated.
“Agricultural industry is developing very well in our country. And I believe that this year we will collect about 60 million of grain. This is the highest yield for all years,” the head of state told a meeting with women Heroes of Ukraine in Kyiv on Monday
He noted that such results were obtained, in particular, due to the introduction of new modern technologies.
“Ukrainians are good farmers. The main thing is that we have a fertile land. We have a great wealth,” Yanukovych said.

President signs decree on last calling up for military service

Ukrainian President Viktor Yanukovych signed a decree on the last military conscription and transition to the formation of the Armed Forces on contractual basis, the head of state told a meeting with women Heroes of Ukraine in Kyiv on Monday.
“I have signed a decree this morning. There will be no more military conscription. Everything is specified in the document, particularly the way of military discharge for conscript soldiers. This year, the last of them will retire,” he said adding that the conscription would only remain in the internal troops, Ukrinform informed.
He emphasized that the level of Ukrainian armaments had achieved the level that required the best experts. “Today, we have such armaments and military technologies that require an extremely high professional level. The equipment is very complicated, thus army should be qualified,” Yanukovych noted.
According to the head of state, only those people “who are willing to have military profession” should work in the Armed Forces. “Professional approach on contractual basis is just the case. Military professionals should ensure the security of our state,” the President said.

Ukraine, China develop cooperation in education

Ukraine’s Education Ministry has held a meeting to discuss the development of Ukraine-China relations in the field of education. Rectors and vice-rectors of universities, as well as Ukrainian and Chinese experts in the field of education, attended the event.
The use of educational resources in Ukraine and China were discussed, as well as the interim results of educational agreements signed during the first meeting of the Ukrainian- Chinese commission on cooperation in the field of education, the Information-analytical Bulletin of the Cabinet of Ministers of Ukraine says.
Government analysts say the Bilateral Ukraine-China Commission on Education has benefited cooperation between the two countries in education. A solid foundation of partnership in the field of education is based primarily on close cooperation between universities of the two countries. Some 67 Ukrainian universities have signed an agreement to work with more than 200 Chinese universities, institutes and enterprises.
A prime example of a successful partnership is between the National Aviation University 
(Kyiv, Ukraine) and the International Technological University (Ningbo, China). The project is implemented within the framework of a joint research project in the field of transportation and logistics. The main objective of the project is the development of scientific platform of international logistics clusters using multimodal transportation and logistics services for international trade flows between Ukraine and China.
For the first time since bilateral cooperation began, Chinese universities hosted Ukrainian students specializing in technical, economic and biological fields. There are 49 Ukrainian students studying in China on government scholarships. Some 100 Chinese citizens are studying in Ukraine.

The European integration for Ukraine is an aspiration to the best international standards, and we need to build Europe in Ukraine for ourselves, President of Ukraine Viktor Yanukovych stated during a meeting with women – Heroes of Ukraine, the press service of the head of state reports.
“European integration is, first of all, our homework. We have to build Europe in Ukraine for ourselves,” the President said.
According to him, we need to strive to improve our living conditions. “What does the European integration mean? It means a desire of our country to reach the best international standards, living conditions, production and social standards,” Yanukovych stressed.
He noted that all Presidents of Ukraine during their tenure performed works on the European integration of the country, and today there is no disagreement on this issue. 
The President said Ukraine will have the opportunity to join the highly developed countries under the economic growth at the level of 5-7 % per year.

Ukraine exports agricultural products worth 10 billion USD

Over the first eight months of this year, Ukraine has exported agricultural products worth some 10 billion USD, some 25% of total exports.
The activities of domestic agricultural producers in foreign markets must become more effective, according to Minister of Agrarian Policy and Food Mykola Prysiazhniuk, who said government has endeavored to strengthen the promotion of domestic agricultural products abroad.
It is important to increase the supply of value-added products. Domestic producers need to be more proactive in foreign markets. The state, in turn, will strengthen its efforts to promote exporting domestic agricultural products, Prysiazhniuk said, the Information-analytical Bulletin of the Cabinet of Ministers of Ukraine informs.
Ukrainian farmers have long been overtaken traditional export industries, such as mechanical engineering and chemical production. The domestic agricultural complex has steadily increased exports for the past several years. In 2012, for example, the export of agricultural products increased by 5 billion USD, year-on-year.
Since the start of 2013, exports of finished agricultural products and foodstuffs have increased by 35%. Shipments abroad of flour and meat have doubled, while poultry and egg products exports increased by a third.
Experts say the export growth is the result of deliberate government policy to promote Ukrainian villages and to strengthen the position of Ukrainian farmers in both traditional and new markets, especially in Europe.
Additional opportunities for expanding exports of domestic products in the EU will emerge following the signing of the Association Agreement and creating the Free Trade Area, experts at the Ministry say.

European Energy Commissioner Gunther Oettinger is confident that investments of international institutions will “breathe a new life” into the Ukrainian gas transportation system in the coming years.
“Preparations for the involvement of the European Investment Bank, the European Bank for Reconstruction and Development and the World Bank in modernizing the Ukrainian gas transport system are now progressing well. And I hope that in the next few years we will be able to invest millions in this pipeline,” the European Commissioner told a press conference in Brussels on Monday.
In this regard, he recalled that he visited Kyiv last Thursday.
“Ukraine is an important partner for us, it is a member of the Energy Community,” Oettinger said.

On Tuesday, October 15, President of Ukraine Viktor Yanukovych will pay a working visit to the Republic of Estonia, adviser of the President of Ukraine and head of the main department of international relations of the Presidential Administration of Ukraine Andriy Honcharuk said, the press service of the head of state reports.
According to him, the program of this visit includes meetings of the head of state with President of Estonia Toomas Hendrik Ilves, Prime Minister Andrus Ansip and speaker of the Estonian Parliament Ene Ergma.
He also stressed that special attention will be paid to the issue on European integration of Ukraine, in particular, preparation for the signing of the Association Agreement between Ukraine and the EU within the Eastern Partnership summit in Vilnius.
“The parties plan to sign bilateral documents on cooperation in transport sector during this visit as well,” the presidential adviser concluded.
