Cabinet of Ministers strengthens alcohol production inventory

Ukraine’s Cabinet of Ministers has approved a resolution «On approval of procedure for maintaining an integrated register of waybills for movement of ethyl alcohol and alcoholic beverages» and a procedure for introducing an integrated register of ethyl alcohol production flow-meters.
Government analysts say the objective of the measures is to enhance government control 
over the accounting of produced ethanol, movement of ethyl alcohol and alcoholic beverages across Ukraine, as well as the prevention of unaccounted production and sale of the said products, Information-analytical Bulletin of the Cabinet of Ministers of Ukraine reads.
In accordance with the amendments to the Tax Code, Ukraine is introducing mandatory registration of waybills, as well as mandatory equipping of excise warehouses with flow meters, without which any distribution of this type of product is prohibited.
The order defines a procedure for creating an integrated register of commercial waybills for movement of alcoholic beverages in Ukraine. The register itself will operate as a specialized electronic database that contains information on waybills and their registration numbers. The function to establish the register is delegated to Ministry of Agriculture and Food and flow-meters – to Ministry of Revenue and Charges.
Introduction of the resolution will help strengthen control over the amount of produced ethanol, preventing the illegal movement of alcohol and alcoholic beverages on the territory of Ukraine, including those manufactured illegally.
This initiative is part of the process of harmonization of the Ukrainian technical regulations with the EU, as the policy for alcohol production control in the EU is very strict.
The EU directives set out detailed regulations for issues of storage and movement of goods, but each EU member state, subject to provisions of the law, manages filing, processing and storage issues on their own.

SBU: Transnational terrorism is the most serious present-day threat

Ukraine’s priority in the fight against terrorism is the definition of the conceptual foundations of such activities, first deputy head of the Security Service of Ukraine (SBU) Petro Shatkovsky said at the OSCE conference “Priorities of international cooperation in fight against terrorism”, which takes place in Kyiv on October10-11, ForUm correspondent reports.
In his words, effective combating terrorism needs solving of urgent problems, and exploring the underlying causes of this phenomenon.
“There is no doubt that transnational terrorism is a serious threat, which should be countered by joint efforts of the OSCE countries-participants. In particular, not only at the level of intergovernmental cooperation, but also at the level of cooperation between law enforcement agencies, non-governmental anti-terrorist organizations,” Shatkovsky said.

Russia refutes putting pressure on Eastern Partnership countries

Russia does not put pressure on the countries of the “Eastern Partnership”, spokesman of the Russian Foreign Ministry Alexander Lukashevich told a briefing in Moscow.
“Russia’s stand on “Eastern Partnership” has been repeatedly expressed by the President of the Russian Federation and the foreign minister of the Russian Federation. We do not put pressure on these countries. We just explain that we will have to protect our markets after the countries join the Association,” Lukashevich said.
According to him, Russia does not dispute the rights of the “Eastern Partnership”, but warns of the measures that the Russian side will be forced to take.
He believes that the politicization of the issue occurs thanks to journalistic efforts. “Do not try so hard. Russia is part of Europe. There are tremendous opportunities in trade and economic cooperation between Russia and the EU. Moreover, we conduct political dialogue,” he said.

Ukraine’s Mission to EU: EP meeting not provides for Ukrainian MPs attendance

Mission of Ukraine to the European Union denies the alleged disruption of the meeting of the EU-Ukraine Parliamentary Cooperation Committee in Strasbourg due to fault of the Ukrainian party.
As noted in the statement of the Mission, “the event, held in Strasbourg on October 9, was the meeting of the European Parliament Delegation for relations with Ukraine, in other words – the meeting of the European membership of the EU-Ukraine Parliamentary Cooperation Committee. The format of the meeting did not provide for the participation of members of the Verkhovna Rada of Ukraine.
“Therefore, it is simply incorrect to say that the Ukrainian side boycotted the meeting of October 9 in Strasbourg,” Mission of Ukraine says.

Only 20% of Ukraine’s territorial communities have statutes

Only 20% of territorial communities of Ukraine have statutes, Maksim Latsyba, an expert of the Ukrainian independent center for political research, said during a sitting of the coordination board, ForUm’s correspondent reports.
The majority of citizens of Ukraine are deprived of a possibility to influence decisions of local authorities. “Unfortunately, only about 20% of territorial communities have statutes, which means the majority of Ukrainians are deprived of the right to participate in legal procedures and influence decisions of local authorities,” he pointed out. 
According to Latsyba, such cities as Zhytomyr and Sevastopol still do not have statutes. Moreover, the majority of provisions of statutes limit citizens’ right to local initiative. For example, the number of members of an initiative group in Rivne must not exceed 1000 people, while the maximum number for Chernovtsy makes 500 people. 
At the same time, some city councils have very high requirements for the number of signatures, necessary to submit a local public initiative to the local authorities: Kyrovohrad – 19.6 thousand signatures, Ivano-Frankivsk – 18.2 thousand, Chernihiv – 23.1 thousand.
“To initiate a hearing in Uzhgorod, for example, residents must collect 31.8 thousand signatures, etc.,” the expert specified. 
In his opinion, exercising their activities local authorities must follow international standards, established by European legal acts.

Clean coal technologies projects need state support

Implementation of the projects of clean coal technologies and technologies for carbon capturing and storing lacks Ukrainian government support, representative of the Institute for Coal of the Russian Academy of Sciences Denis Zastrelov told a press conference, ForUm correspondent reports.
 
“Researches are not enough to start implementing projects in Ukraine. Mechanisms of state support are needed to get a commercial basis,” Zastrelov said.
According to him, Europe and the United States have already implemented several commercially viable projects.
“Almost all of them are waiting for solving of regulatory and legal issues related to the promotion of projects for pumping carbon dioxide. Prices for quotas have dropped significantly on carbon market. Everything will depend on settlement of this issue at the international level, and whether the Kyoto Protocol will continue having effect. Then we can talk about possible “pilot” projects in Ukraine,” he said.

Local governments receive extended grants of authority

The Cabinet of Ministers of Ukraine has approved the «Procedure for providing local state administrations with powers of higher executive bodies and agencies.» The procedure defines the mechanism for allowing local state administrations to exercise functions of ministries and other central executive bodies, as provided by law, Information-analytical Bulletin of the Cabinet of Ministers of Ukraine reports.
The government resolution «is aimed at strengthening the responsibility of local administrations for exercise of executive power in their territory». The measure was adopted in line with Presidential Decree No. 307 «Actions to ensure exercise of executive power by local state administrations in appropriate territory» dated May 24, 2013.
According to the decree, the nation’s regions, including the Kyiv and Sevastopol state administrations, may petition the Cabinet of Ministers, ministries and other central bodies of executive power directly.
Proposals from local administrations on transferring functions of ministries and other central authorities will be approved by central agencies, whose responsibilities are to be appropriated by local bodies. If a ministry or state agency wants to delegate grants of authority, the measures shall be coordinated with local administrations and subject to ministerial approval.
Proposals on giving to local state administrations functions of ministries, other central executive bodies, and higher local administrations shall include: legal basis for transfer, list of powers to be transferred, justification of transfer and financial and economic calculations of required material and financial expenses.
Experts say if the Cabinet reviews and approves the transfer proposal it must include clauses on providing the local state administrations with relevant financial, material, and technical resources required for exercise of ministerial functions.
Government analysts say local state administrations will report to the Cabinet of Ministers, ministries, other central government bodies and higher local administrations on use of transferred powers on a semi-annual basis.

Parliament simplified maternity allowance procedure

The Verkhovna Rada of Ukraine has passed with 243 votes in favor the amended law “On state support of families with children” regarding the reduction of the list of documents required for the application procedure on maternity allowance, ForUm’s correspondent reports. 
The amendments, proposed by the President, stipulate that registration of child’s residence can be exercised on the authority of the data, provided by a legal representative of the child in his application for maternity allowance, addressed to the agency on social protection of the population.
Moreover, to simplify further registration procedure for the population, the social protection and labor department undertakes to request by itself all necessary data for allocation of maternity allowance from legal bodies, institutions and state registries at place of residence of a parent/ guardian or at place of birth of the child.
