Kolobov tells about reasons of IMF mission coming to Ukraine

The IMF mission during its visit to Ukraine will discuss a cooperation program and indicators for the next year with the government of Ukraine, finance minister of Ukraine Yuriy Kolobov said after a meeting of the Cabinet of Ministers, ForUm correspondent reports.
“We will discuss a new program of cooperation with the IMF and macro-economic indicators for the next year,” Kolobov said.
Answering the question whether the IMF mission will debate about a revision of the budget figures for 2013, the minister replied in the negative.

EBRD allocates credit for biomass power station construction near Kyiv

The European Bank for Reconstruction and Development allocated loan funds worth 15.5 million euro to build the first national power station on solid biomass, EBRD director in Ukraine Sevki Acuner told a conference, ForUm correspondent reports.
According to the economist, the electric power amounts to 18 MW, the total cost – 25.9 million euro. “Almost 40% of the project cost will be covered by the EIG Engineering company. This power plant will be located in Ivankiv village, Kyiv region,” the expert said.
He noted that the share of EBRD financing in the project is 9.9 million euro, and another 5.6 million will be provided by global Clean Technology Fund. 
“Construction is being carried out now, the launch of the first stage with power of 6 MW is planned for October 2013. The launch of the second stage with power of 12 MW is planned for the next year,” the director of the EBRD in Ukraine said.

Cabinet sets ceiling for annual state guarantees

The Cabinet of Ministers of Ukraine adopted a resolution on introduction of ceiling for annual state guarantees, finance minister of Ukraine Yuriy Kolobov said after a meeting of the Cabinet of Ministers, ForUm correspondent reports.
“A resolution was approved today not over the limit of state guarantees, but over the ceiling for annual state guarantees. It is about 20 billion, but it includes the VAT, debts, difference in rates, etc.” the minister said.

To be CERN full member Ukraine must pay half a billion annually

Ukraine will become a full-fledged member of the European Organization for Nuclear Research (CERN), when it is able to pay full membership fee of 500 million hryvnias annually, chairman of the State agency on science, innovations and IT Volodymyr Seminozhenko told a briefing.  
He also reminded that for the agreement to come into force, the parliament must ratify it first. 
“To become an associated member of CERN there is one condition, we planned to fulfill this year but missed…, namely to pay 10 million hryvnias of fee,” he said and specified that hereafter Ukraine would have to pay 500 million hryvnias of the membership fee annually as a full-fledged member.
“As for the full-fledged membership, it can be possible only when we are able to pay full membership fee. CERN budget makes about one billion Swiss francs (1.1 billion dollars or 10 billion hryvnias). There are 20 country-members in this organization, and considering the population of every country Ukraine’s share will make about 500 million hryvnias,” Seminozhenko explained.
As a reminder, vice PM Kostyantyn Hryshchenko signed in Geneva the agreement between Ukraine and the European Organization for Nuclear Research on granting associated member status to Ukraine.
As of today, there are 47 Ukrainian scientists working in CERN.

Ukraine, Ireland to activate interparliamentary cooperation

Ukraine and the Republic of Ireland are interested in strengthening of inter-parliamentary cooperation, the press service of the Verkhovna Rada reports.
“Active cooperation between the legislative bodies of Ukraine and Ireland at the level of leadership of parliaments and of committees and friendship groups is an important factor of the further successful development of the Ukrainian-Irish relations in all spheres,” the press service quoted chairman of the Parliament Volodymyr Rybak during a meeting with chairman of the House of Representatives of the Parliament of Ireland Sean Barrett.
Barrett, in turn, also expressed interest in strengthening of inter-parliamentary cooperation. “Parliamentary democracy works if there is a dialogue and there are structures such as friendship groups between parliamentarians,” the press service quoted the Irish speaker.
Rybak also thanked Ireland for its constructive approach while considering the important issues for Ukraine in the framework of the Parliamentary Assembly of the Council of Europe and the Organization for Security and Cooperation in Europe.

Rada refuses to accrue pensions to deputies on common basis

The Verkhovna Rada has not supported changes to the legislation under which pensions would be accrued to MPs of all convocations and former members of the government on a common basis.
198 deputies voted during the first reading for the bill “On amendments to some laws of Ukraine concerning the principle of social justice in pension provision”.
Speaker and author of the bill Pavlo Rozenko (Fatherland faction) said that the document provided the introduction of a single principle of pension accrual in order to cancel the accrual of VIP- pensions.

Temnyk: Heat tariffs will not be increased

Ukraine will not increase tariffs for heating, despite the fact that the population pays only for 70% of their prime cost, minister of regional development, construction and housing and communal services of Ukraine Hennadiy Temnyk told a briefing in the Cabinet of Ministers, ForUm correspondent reports.
But in Ukraine should not increase the tariffs but should reduce the prime cost through the introduction of energy efficient technologies,” Temnyk said.
According to the minister, this is the main issue, which is now developed in the Regional Development Ministry.
“We make decisions about opportunities to attract investments. In particular, we hope to receive more funds from international financial organizations. We have worked out an opportunity to attract about 16 billion UAH in the modernization of enterprises. This will provide an opportunity to reduce the prime costs by 30% or even more,” he said.

Heating won’t be turned off in Ukraine

The Regional Development, Construction, Housing and Communal Services Ministry of Ukraine will not turn heating off, despite the warm weather. 
“For the next two weeks, the Weather Center predicts relatively warm weather, up to 17 degrees above zero, depending on the location of the cities. We do not plan to turn off heat. We will support the hydraulic regimes and heating agents to switch them on at full capacity in the case of temperature drop,” Temnyk told a briefing in the Cabinet of Ministers, ForUm correspondent reports.
