Number of Ukrainian Internet users tripled

The number of Internet users in Ukraine has tripled, head of the National Commission for the State Regulation of Communications and Informatization Petro Yatsuk told journalists, ForUm correspondent reports.
In addition, there is an increase in the number of operators and Internet service providers.
Yatsuk stressed that if before the Internet was means of information and entertainment, today it is a tool of earnings. “The volume of sales of goods over the Internet for the period from the second half of 2012 to the first half of 2013 grew by 67%,” he said.
According to the National Commission, 95% of domestic enterprises have access to the Internet. Level of Internet access of medical institutions increased by 14%, schools – by 10% (in general 74% of Ukrainian schools have Internet access).
Yatsuk focused on the fact that in 2013 the percentage of online advertising has grown by 35%.
Meanwhile, the expert said that the coverage level and the number of Internet users in Ukraine vary. Zhytomyr, Kirovohrad, Luhansk, Chernivtsi and Zakarpattia regions show the worst rates. There, coverage level is only 4-5 connections per 100 inhabitants.

FIFA suspends sanctions against Ukraine

World Cup qualifying match between the national teams of Ukraine and Poland will be held on October 11 in Kharkiv with the audience, UEFA vice-president, honorary president of the Football Federation of Ukraine Hryhoriy Surkis told a briefing, ForUm correspondent reports.
According to Surkis, the decision of the FIFA Disciplinary Committee on sanctions against the Ukrainian team has been suspended.
The FFU president Anatoly Konkov said that due to the fact that FIFA can not timely consider the appeal filed by the Federation today, the punishment for the behavior of the Ukrainian team fans during the match Ukraine-San Marino has been suspended.
Surkis specified that the sanction is suspended for one match.

Klymenko: Association with EU to improve work on taxes and duties in Ukraine

Customs and Tax systems are fully ready for implementation of the Association agreement between Ukraine and the European Union, minister for incomes and fees Oleksandr Klymenko told a roundtable, ForUm’s correspondent reports. 
“I am happy to report that all customs and tax issues have been agreed, and the Ministry for income and fees does everything in its power to realize full potential of the agreement,” the minister noted. 
According to Klymenko, the key tasks of the department include the introduction of the institute of authorized economic operators. “It will enable the Customs to reach the new level of work, the same level similar European structures have. Moreover, the time issue remains also important. We know our problems and we are solving them. In particular, we are working on simplification of registration and clearance procedures and introducing of various services to facilitate the work. Thus, Kyiv interregional customs house has launched a pilot project on preliminary customs registration, and about 4000 freights have already used this service,” he said.
The minister added that his Ministry stakes on technologies, enabling to save taxpayers’ time and observe high quality of controlling procedures. “Iliychevsk and Odessa customs houses have been equipped with scanner systems. 100% of freights undergo scanning, which enables to save time (10 minutes maximum to inspect one vehicle),” Klymenko informed. 
In his opinion, both the business and controlling agencies should aim at European standards. “It means not only rights, but also responsibility. To join the EU automatic information exchange system on incomes and taxes, Ukraine must first implement the control mechanisms over transfer pricing. We should not lose the trace of Ukrainian capital when it crosses the border, as this trace often leads to low tax jurisdictions, which allow tax evasion,” the official underlined. 
Klymenko also noted that Ukraine and Brussels now focus on the offshore issue and fight against tax minimization through transfer pricing scheme. “According to EU Declaration EUCO 75/1/13 REV1, the Union intends to start a serious fight against tax minimization, including in third countries.
The first steps to take include the expansion of the functioning sphere of the automatic information exchange system on incomes and taxes, both within the EU and the world. The EU also intends to insist on introduction of proper standards on tax administration in third and developing countries. As a result, the Association with the EU will enable Ukraine to improve effectiveness of its tax and customs systems in general and the fight against violations in particular,” he summed up.

Korolevska: Ukraine has no arrears of social payments

Ukraine has paid all kinds of public assistance and pensions, social policy minister of Ukraine Natalia Korolevska told a briefing, ForUm correspondent reports.
“For nine months, we paid in full all kinds of state aid: children’s benefits, assistance to low-income families, to the disabled children, and the disabled from childhood,” she said.
The minister also announced that 3 billion 338 million UAH of state aid were paid in September this year, and more than 29 billion UAH – for 9 months. “It’s 5 billion more than over the first 9 months of 2012,” Korolevska said.
She added that since the beginning of this year, pensions were paid in the amount of 186 billion 900 million UAH. The amount is 14 billion 700 million UAH more than for the same period in 2012.

Revenues of Pension Fund in 2013 amount to 122 b UAH

For the first nine months of 2013, revenues of the Pension Fund of Ukraine amounted to 122 billion 300 million UAH, social policy minister of Ukraine Natalia Korolevska told a briefing, ForUm correspondent reports.
“This is 7 billion 200 million UAH more than over the same period last year. The Pension Fund managed to accumulate more resources than last year,” the minister said.
She added that the PF collected additional 650 million UAH for five months.

81 units for disabled children to be opened in Ukraine

81 full-time special units for children with special needs will be opened in Ukraine by the year-end, social policy minister of Ukraine Natalia Korolevska told a briefing, ForUm correspondent reports.
 According to her, 63 such units have been already opened in response to the social initiatives of the President of Ukraine/ According to the minister, such units are “popularly known as kindergartens for children with special needs”.
“By the end of the year there will be opened 18 more such units,” the minister assured.

Yanukovych: European aspirations of Ukraine not to affect cooperation with CU

European aspirations of Ukraine will not hamper cooperation with Russia and other countries of the Customs Union, President of Ukraine Viktor Yanukovych said.
“In spite of our long-term plans for European integration, we do not plan to terminate relations with our traditional partners – Russia and the countries of the Customs Union,” Yanukovych said while speaking with the media representatives in Kirovohrad.
“A comprehensive free trade area will not lead to rupture of relations with Russia as the strategic partner of Ukraine,” he stressed.
The President also noted that the construction of a nuclear fuel plant in Kirovohrad region, which is conducted in partnership with Russia, will continue. “I am convinced that it will be beneficial both for Ukraine and Russia,” Yanukovych said.
The Head of State stressed that Ukraine, while cooperating with other countries, is guided by national interests.
“We will defend our national interests. However, when we see a synergy effect and a benefit from some association, we will always join such. This is our rule,” Yanukovych added.

Experts: Customs reform favours foreign trade

Against the world economic crisis, the quality of tariff reforms becomes especially important, considering that they enable to compensate certain unfortunate external effects and favour the foreign trade, Andriy Zabolotski, chief of staff of the Council of entrepreneurs affiliated with the Cabinet, told a roundtable, ForUm’s correspondent reports.
He did not rule out that in “Doing Business – 2014” ratings Ukraine might improve its customs positions, mostly at the expense of the drop in the number of customs inspections. “Thus, if in 2010 custom houses inspected 42% of foreign trade goods, in 2012 the share of inspections dropped to 10%, and this year – to 5%,” the expert informed.
He also added that the potential of the Customs Code innovations had not been realized in full. “In particular, the work is going on introduction of the institute of authorized economic operators, expansion of post-audit, etc. However, the Customs Code still needs to be harmonized with the Tax Code and other legislative acts, including on VAT implementation. Moreover, we still need to carry out reforms of currency control, to introduce sanctions for violation of customs regulations, etc.,” he noted.
According to Denis Shendrik, co-chairman of the customs committee of the European business association, the adoption of the Customs Code in 2012 has become an important background for improvement of Ukraine’s positions in “Doing Business – 2014”.
“Suffice it to recall that customs houses now have 4-hour-limit to conduct customs clearance, registration and declaration of goods. For example, in the first half year of 2013 the number of electronic customs declarations increased fourfold, namely from 20% to 83%,” the specialist said.
