Expert believes legalization of weapons will reduce crime rate

If regular citizens get the right to possess firearms, it will reduce the genera rate of crime in the country, president of All-Ukrainian federation f practical shooting sports Serhiy Lvovich told ForUm in a comment.

According to the expert, psychologists and criminal law experts know that helplessness of a victim provokes attackers, but even a potential possibility to meet resistance keep them off. “This is an axiom, confirmed by analysis results: according to the US Bureau of Justice Statistics, out of 10 people defending themselves with a firearm, only every fifth got injured, while among those who had to defend themselves without weapon – every second,” the specialist said.

He also added that effectiveness of non-lethal or traumatic weapon, as well as its positive influence on criminal situation, is doubtful. “Yes, hunting weapons are more effective for house defense, but the question is how to provide security outdoors,” he noted.

Many civilized countries solve the problem by a simple way of granting the right to possess and carry handguns, Lvovich continues. “The point is not in the effectiveness of the very gun, but in offender’s awareness of a possibility that his potential victim may put up a fight. Believe me, if everyone has a right to carry a firearm, nobody will want to check whether you are armed or not. The price of such check may be too high,” the expert summed up.

Almost 230 million hryvnia of wage arrears paid off in 2013

Since the beginning of the year, 227.9 million hryvnia of the arrears of wages, which were accumulated in previous years, have been paid off, social policy minister Natalia Korolevska said during a conference call on repayment of debts on wages, fees to the Pension Fund and legalization of employment, ForUm correspondent reports.
“The situation with repayment of debts remains difficult. Since January of this year, 227.9 million hryvnia of wage arrears have been paid off. At the same time, new debts have appeared,” she said.
According to Korolevska, enterprises of non-state and non-communal forms of ownership increased debts.
As of September 9, the debts of these enterprises amounted to 595 million 400 thousand UAH, and from the beginning of this year, their debts increased by 78 million UAH,” she said.

Interior Ministry stands against legalization of firearms

Legal firearms are often used to solve conflicts, not to defend health and property, acting chief of Interior Ministry’s Public relations Office Serhiy Burlakov  told ForUm, commenting on the initiative of public shooting organizations to adopt the law “On weapons”
“Last year 357 crimes involving firearms were registered in Ukraine, and 48 out of them were committed with legal firearms, officially registered. 34 people died,” he said.
Burlakov underlined that in the majority of cases legal firearms are used to settle scores in conflict situations, while defense of property of health is rare cases in our country. At the same time the Interior Ministry has refused to comment on the legal aspect of the initiative, saying they have not seen the document yet.

Almost 600 people evacuated due to flooding in Odesa region

Almost 600 people evacuated due to flooding in Odesa region

Today, September 13, at 1.20 pm, the Anchorak river burst through a dam near the Chervone village in Artsyz district of Odesa region, the press service of the State Emergencies Service in the region reports.
As a result, 50 residential buildings were flooded with a population of 195 people.
Due to the long rain, which still continues, there was a rise in water level in the small intermittent rivers of Anchorak and Kohilnik. As a result, about 200 residential houses and 250 farms were partially flooded in the settlements in Tarutinsky and Artsyz districts of Berezyno region, Vesely Kut, Peremoha, Chervone and Tarutino, which led to stop of electricity and water supplies.
People from flooded residential houses are temporarily resettled. As of 3 pm, 574 people, including 90 children, were resettled.
The evacuation is carried out by the staff of the Interior Ministry, which supports the public order, protects buildings and property of the evacuated population.

Health Ministry wants teach Ukrainians how to provide first medical aid

In Ukraine it is necessary to set up a structure in which the people will be trained to provide first aid, deputy health minister of Ukraine Oleksandr Tolstanov told a roundtable, ForUm correspondent reports.
“International experience shows that appropriate training of provision of first aid increased number of the saved lives. We need to establish a clear system of preparing the population for the provision of pre-hospital care. It is necessary to create a structure that would not only deliver information, but also could guarantee the quality of relevant training,” the official said.
According to Tolstanov, this problem is very urgent for Ukraine, given the fact that our country ranks the fifth in Europe in terms of deaths from road accidents.

Expert believes Ukraine needs strict law on arms

Ukraine does need the law on firearms, president of Ukrainian federation of security professionals Serhiy Shabovta told ForUm in a comment. 
“The arms traffic in our country is heavy, and we still do not have transparent, but strict law on weapons. Such law must exist, as it enables to exercise the right to protection. Several articles of our Constitution say that a citizen has a right to defend himself with any legal mean, but its only words if there is no law, which actually defines our rights and possibilities,” he said.
At the same time, expert notes that non-lethal weapon permit can be very dangerous for Ukrainian society.
“The draft bill, introduced by the Cabinet this summer, gives open access to non-lethal weapons. But we believe that describing non-lethal weapons as an innocent mean of defense is wrong, as these non-lethal weapons strike dead as any firearm,” Shabovta udnerlines.
Moreover, according to him, use of traumatic weapons complicates the investigation process. “Non-lethal or traumatic weapon cannot be identified, as its bullets badly deform and cannot be submitted for ballistics examination, like firearms,” the expert explained.

Level of job placement of unemployed people increases in Ukraine

In Ukraine, the job placement of unemployed persons has increased from 27.8% to 32%, social policy minister Natalia Korolevska said during a conference call on repayment of debts on wages, fees to the Pension Fund and legalization of employment, ForUm correspondent reports.
“The highest level of job placement of unemployed people was reached in Zaporizhzhya (40.8%) and Odesa (44.4%) regions. The level of employment of unemployed persons after training increased from 75% to 80%. The positive dynamics of this indicator was observed in almost all regions,” she said.
In addition, the minister said that during the first eight months of this year, the job centers employed 99.5 million people, which is almost twice more than last year.

Expert doubts legalization of arms

Adoption of the law “On weapons”, initiated by public shooting organizations, is of no use for Ukrainian police, instructor of Odesa department of All-Ukrainian federation of practical shooting sports Volodymyr Moldovanov told ForUm in a comment.
“Similar law was adopted in Moldova, and the crime rate there has indeed decreased. The authors of the initiative in Ukraine has taken Moldavian law as a basis and included principles from similar laws of Baltic countries, where weapons-bearing is permitted as well,” he said. 
However, expert doubts that the law will be adopted in Ukraine. “In the above mentioned countries the crime rate has decreased, but due to this the Interior Ministries had to cut the staff. I doubt our Ministry will agree to halve forces. Our officials will never ever reduce themselves,” Moldovanov underlined. 
Moreover, he noted that legalization of weapons will discipline citizens and increase the level of consciousness when using firearms.
