Yefemov: Cabinet to submit draft budget 2014 to Parliament in time

The Cabinet of Ministers will submit the draft budget 2014 to Parliament in time, leader of the Party of Regions Oleksandr Yefremov told a briefing, ForUm correspondent reports.
Under the law, Cabinet is to file a preliminary draft budget before September 15. Then the main parameters of the budget should be prepared. We hope that the government will do the work, and will submit the draft budget in time.

Yefremov: Opposition should ensure conditions for Yanukovych’s speech in Parliament

The coming of President of Ukraine Viktor Yanukovych to the Verkhovna Rada will become a test of professionalism for the leaders of opposition parliamentary factions, head of the Party of Regions Oleksandr Yefremov told a briefing, ForUm correspondent reports.
“We will see tomorrow whether the faction leader is able to organize deputies and whether he is well-respected,” Yefremov said.
At the same time, Yefremov has no doubts that the President will come to the Parliament’s opening session. He said that he will meet with Yanukovych today and talk about this issue as well.

No astrologist could predict the course of events in Parliament. This opinion was expressed by leader of the Party of Regions faction Oleksandr Yefremov at the briefing, ForUm correspondent reports.
“Predicting the Parliament’s work is the most hopeless occupation. No astrologer could even make a prediction for tomorrow,” the politician said.
At the same time, the leader of the Party of Regions faction hopes that the Parliament will work.

Ambassador: Germany interested in Ukraine’s European integration

Ukraine’s ambassador to Germany Pavlo Klimkin said that the vast majority of German politicians has internally agreed that in the future Ukraine must be a member of the EU.
“Direction of Ukraine’s motion is crucial for Germany. Germany is willing to help, but Germany understands that reforms take time,” Klimkin said.
Answering the question why, in this case, official Berlin does not show such a position, Ukrainian diplomat explained that there are several reasons for this.
“The first reason is that some of the German citizens are afraid of washing out of the EU, the loss of the familiar world, which they have always had. At the same time, many people understand that this world is still changing rapidly. The second – is that during the financial crisis, it is difficult to convince of the need for fundamental reforms in the EU and the adoption of Ukraine without fundamental reforms in agriculture and regional development will be difficult,” he explained.
Responding to a clarifying question that it is not about membership, but about a political signal, Klimkin noted that the political signal for the EU “is actually a political liability for the further adoption.”
Ambassador noted that for Germany, which “has been and is a central European country, in contrast to many other European countries, it is clear that Ukraine should belong to a united European continent.”

Head of the Verkhovna Rada Volodymyr Rybak appealed to the Prosecutor General’s Office and the Interior Ministry to get comments on events that took place on August 19 during the City Council session, he told a briefing, ForUm correspondent reports.
According to Rybak, as soon as he receives answers, he will inform the leaders of factions about them and “will determine what to do next, and if it is necessary to hear someone, we will invite these people to the session hall.”

PR sure Parliament to pass European integration bills

Leader of the Party of Regions faction Oleksandr Yefremov is confident that the Parliament will be able to pass European integration bills. 
“Seven bills, proposed by the EU to be taken in Parliament, are ready. There is a corresponding majority willing to support them in the session hall. We hope that in the near future we will pass these bills,” he told a briefing, ForUm correspondent reports.
Yefremov noted that there are European integration bills lacking general support of the deputies. “There are laws still requiring work. This is a bill on the judiciary, on which we should receive the Venice Commission response. There is also a bill on sexual minorities. It says just about there shall be no obstacles when hiring. However, the bill has such an image that many members simply refuse to vote for this bill,” he said.
Yefremov also said that at the meeting of Regions faction it was decided to have free vote on the bill on sexual minorities.

61 MPS graduated Academy of President of Ukraine

About 22 thousand people have graduated the National Academy of Public Administration of the President of Ukraine for 21 years of existence, president of the Academy Yuri Kovbasiuk said at the ceremonial meeting for the beginning of academic year 2013-2014.
“About 22 thousand people have obtained the diploma of master of state management and master of administration of social development, including 61 members of the parliament, famous politicians and state officials,” he said. 
According to him, graduates include vice PM Oleksandr Vilkul, agriculture minister Mykola Prysiazhniuk, interior minister Vitaly Zakharchenko, minister for income and taxes Oleksandr Klymenko, minister for energy and coal industry Eduard Stavitski, minister for reginal development Genandy Tyomnyk.
The official also noted that this year Kyiv institutes of the National Academy have accepted more than 700 applicants, and its regional institutes will teach more than 1100 students. 
“The applicants and students include members of the parliament, officials of the President’s Administration, Cabinet’s Secretariat, executive bodies and their territorial subdivision, as well as representatives of President’s personnel reserve “New elite of the nation,” Kovbasiuk informed.
