Political analyst: Power wins second round of "war" for Kyiv Council

Power won the second round of the fight for the Kyiv City Council, director of the Center for Applied Political Studies “Penta” Volodymyr Fesenko told a press conference, ForUm correspondent reports.
“We saw two rounds of the political “war” for the City Council. The first was in July. Then the opposition won blocking the session. This time, power won,” he said.
The political analyst said that the political war will continue.
Fesenko noted that the City Council session, though short, but it passed successfully for the authorities. “They voted and showed that the City Council continues to work,” he concluded.

Shlapak assures yesterday’s session of Kyiv council was legitimate

It is incorrect to speak about illegitimacy of yesterday’s session of Kyiv council, chairman of the permanent committee on humanitarian policy Alla Shlapak told a press conference, ForUm correspondent reports.
“You’d better focus on those who violate the law norms and do not want to bear responsibility for consequences,” she said.
The official underlined that during yesterday’s session the deputies of Kyiv council considered important amendments to the budget, including salary raise for employees of state-funded organizations and allocation of 20 million hryvnias for purchasing of medicines (insulin, consumables for hemodialysis).
In turn, chairman of the permanent committee on housing and utilities services Yuri Bondar pointed out that legitimacy of the sessions was confirmed by two courts. “There are relevant articles of the Constitutions, which speak about authorities continuity and legitimacy of the elected body until a new composition of Kyiv council is elected. Both articles have been observed,” he said.  
Bondar also added that the involvement of law enforcement forces into policing of the Kyiv council facilities during the session was fully justified. “If people gather into such big crowds, all possible measure of security must be take to prevent injuries, considering the emotional state of the society nowadays,” he said.

Russia resumes normal customs clearance of Ukrainian goods

The Federal Customs Service of Russia declares that the additional customs control procedures are not applied in relation to the goods of the Ukrainian enterprises, and they cross the Russian customs normally. The relevant arrangement was reached during today’s talks between the Federal Customs Service of Russia and the Incomes and Fees Ministry of Ukraine, ForUm correspondent learned from the Ministry’s press office.
According to the report, the Russian party has assured that currently additional customs control procedures are not applied in relation to Ukrainian goods.
In addition, the Incomes and Fees Ministry of Ukraine stressed that the parties agreed that the main tool to resolve and prevent such situations will be enhanced information exchange between the customs authorities of the two countries, bilateral consultations, development of collaborative approaches, especially in those moments when it affects the interests of the Ukrainian and Russian companies.

Political analyst: Problem of Kyiv Council legitimacy should be solved by elections

Appointment of extraordinary elections is the only civilized way of solving the problem of legitimacy of work of the Kyiv City Council, director of the Center for Applied Political Studies “Penta” Volodymyr Fesenko told a press conference, ForUm correspondent reports.
“The civilized method of solving the legitimacy of the Council’s work is extraordinary elections. Meanwhile, all subsequent sessions will be held in the same way as yesterday,” he said.
According to him, the legitimacy of the Council’s work is contradictory and uncertain.
The political analyst said that if the powers of the members of the local government, who were elected for five years, are extended for a month or a few months and elections are appointed, then the Kyiv City Council can work. “Although there is a tradition: members of the outgoing council shall make no serious fundamental decisions, in particular, budgetary ones,” he added.
In addition, Fesenko said that budgetary issues were deliberately put on the agenda of yesterday’s meeting of the Kyiv City Council, as the authorities knew that the opposition would try to disrupt the meeting.

Next Kyiv City Council meeting may be hold Sept

The next Kyiv City Council meeting will take place in about a month, chair of the Kyiv City Council standing committee on humanitarian policy Alla Shlapak told a press conference, ForUm correspondent reports.
“The Kyiv City Council shall meet at least once every three months. This is provided for by law, and we will observe this norm. Therefore, the next meeting will be held approximately in September. According to regulations, the exact date shall be determined two weeks prior to the session. There is no specific date yet,” she said. 
Shlapak added that the committee on humanitarian policy shall submit more than 10 draft decisions for the consideration of the next meeting.
In turn, chair of the standing committee on housing and utilities, fuel and energy complex Yuri Bondar said that the next session of the City Council will address issues relating to land and property issues, as well as those draft resolutions, which were not considered at the July meeting .

Unemployment rate in Ukraine is 8%

The unemployment rate in Ukraine in the first quarter of 2013 amounted to 8%, director of the Association of HR Professionals HR Forum Andriy Nikolov told a press conference, ForUm correspondent reports.
“The unemployment rate in Ukraine in the first quarter of this year was 8%, while that of the EU was 11.4%,” he stressed. Despite such a great figure from the EU, 11.4% is the average European level.
In his opinion, formation of unemployment is predetermined by three factors: business, education and government. “Business is focused on legalization of employment and cooperation with education. However, a business can be criticized for short-term strategies.
Education is aimed at the gradual reform of the sector and new forms of cooperation with the business. Meanwhile, inertia and the lag on the needs of the market alienates it from the labor market,” he said.
As for the government represented by the Social Policy Ministry and the State Service for Employment, the positive trends are as follows: implementation of the employment law (retraining of specialists over 45 years old), promoting legalization of jobs (unified social tax compensation), promotion of self-employment. Among the disadvantages, the expert highlighted the need to improve the service and the deepening of cooperation with the business.
Speaking of long-term forecasts for the unemployment rate in Ukraine, he said that if the economy of the country and neighboring countries does not deteriorate in 5-8 years, Ukraine will not face critical unemployment rate.

FM: Ukrainians in Egypt safe

Citizens of Ukraine have not addressed the embassy due to emergency situation in Egypt, director of information policy department of the Foreign Ministry of Ukraine Yevhen Perebyinis told a briefing.
According to him, the Ukrainian Embassy in Egypt provides monitoring of the security situation. In case of aggravation, leading to a threat to life and health of citizens of Ukraine, measures will be taken to carry out the evacuation.
“According to the Ukrainian Embassy in Egypt, situation in the resort towns of this country (Sharm el-Sheikh, Ruwanweli, Hurghada) remains calm. There is no information of holding mass protests in these cities which would endanger the safety of foreign tourists,” Perebyinis said.
According to the Foreign Ministry, Egypt’s major airports are operating normally, there are no disruptions in air communication.

EU: Russia’s threats against Ukraine unacceptable

The European Union calls unacceptable any economic threat from Russia against Ukraine related to the possible signing of the Association Agreement with the EU, representative of the European Commission John Clancy said.
The representative of the European Commission questioned grounds of Russia to limit Ukrainian goods. “The EU would like to note that, despite the many irritants in bilateral trade with Ukraine, the simplification of trade for Ukrainian products, is applicable even for sensitive products, as shown by recent lists of Ukrainian farms for eggs and poultry exports to the EU market,” he said.
In addition, Clancy again outlined the position of the European Union, which “considers it essential that the talks with the EU on free trade area will not interfere with Ukrainian plans to develop constructive relations with the Customs Union and the Eurasian economic area, until the relationship are founded on the principles and rules of the WTO, and do not contradict the future Free Trade Area of EU – Ukraine.”
“Thus, according to the EU, any economic threat from Russia directed against Ukraine and linked with a possible signature of the Association Agreement with the EU is unacceptable,” he said.
The Commission representative also drew attention to the fact that in the context of the Free Trade Area of Russia – Ukraine (CIS), the EU goods exported to Ukraine within future free trade area will not be able to claim benefits for export from Ukraine to Russia, in accordance with customs regulations (rules of origin).
