32 m UAH owed to Kyivvodokanal

Debt of housing societies and apartment building co-owners associations to “Kyivvodokanal” company is 32 million UAH, deputy director general for legal affairs and investments of the Kyivvodokanal Vita Strukova told a round table, ForUm correspondent reports.
“The debt of 234 housing societies and apartment building co-owners associations, who systematically does not pay for cold water, which is heated up, is 32 million UAH a year,” she said.
According to her, such a debt to “Kyivvodokanal” is connected with the abuses on part f some leaders of  housing societies and apartment building co-owners associations, who receive funds from the residents of the house and do not transfer them to the company, arguing that they have no contractual arrangements with the “Kyivvodokanal”.

Survived Ukrainian fisherman has health problems

Ukrainian fisherman Oleksandr Fedorovych, surviving after the incident in the Azov Sea, and remaining under investigation in the Russian city of Yeysk, is now in need for additional medical examination.
Consul General of Ukraine in the Russian Federation Vitaly Moskalenko confirmed that the case of fisherman, whose boat barge collided with Russian border guards, was sent to the prosecutor’s office. Ukrainian consul Vasyliy Serdeha watches over the trial.
“Although his health condition is more or less normal, he needs further medical examination. We will take appropriate actions to ensure further examination for Fedorovych in Yeysk, as he has some problems, particularly with vision,” the Consul General said.
Earlier, lawyer of a Ukrainian Viktoria Prosvirina reported that he was denied the application for granting the right to return to Ukraine. Now, according to Prosvirina, prosecutors are to decide whether to send the case to court, or return it to further investigation.

Expert: Agreement with EU to raise competitiveness of our products

Director of the Institute for Economic Research and Policy Consulting Ihor Burakovsky is sure that signing of the Association Agreement with the European Union will enhance competitiveness of Ukrainian products and expansion of markets for its sales. 
As Burakovsky noted in interview with BTB TV channel, the agreement with the EU will introduce European standards of production, on which orient not only European but also Asian manufacturers. “This means that by introducing these standards, we are raising the quality level of our manufacturers, allowing to compete not only in Asia but also in the European Union,” he said.
The expert recalled that Ukraine exports to CIS 36.8% of the total food exports, to Europe – 25%, even 25% – to Asia. Asia, he said, is a more promising market in dynamics. The expert pointed out the need to introduce a certification system and the relevant EU standards for each particular enterprise.
“If we carry out the relevant requirements of the EU, we will be able to expand our market presence in South Korea. South Korea has an agreement to support the EU standards. If our standards are European, we automatically get access to this market,” Burakovsky said.

Hot water producer to be legally defined in Ukraine

The Verkhovna Rada registered two bills proposing to consolidate the definition of hot water producer, chief of the department of methodological support of strategic planning and development of the National Regulatory Commission of Communal Services Market Volodymyr Buchyk told a round table, ForUm correspondent reports.
“Two draft laws on hot water and hot water supply and on centralized hot water supply have been registered in the Verkhovna Rada,” he said.
According to him, the definition of the terminology to characterize the basic concepts used in the market supply of hot water for consumers and its approval at the legislative level will help avoid some of the existing problems in Kyiv, including those related to the settlement of payments in this area.
As deputy director general for legal affairs and investments of the Kyivvodokanal Vita Strukova noted, the bills are aimed at resolving the problems of hot water quality.
“The draft legislation clearly defines the requirements for water quality. The laws also will determine not only the right but also the obligations of the manufacturer. The same will be done with respect to consumers,” Strukova said.
Currently, the concept of “hot water producer” is not defined in Ukraine at the state level and an appropriate regulatory framework is not developed.

Kyrgyzstan authorities have begun product testing of the Roshen Ukrainian confectionery company production, the Health Ministry of Kyrgyzstan press service informs.
Now Kyrgyzstan conducts laboratory checks of Roshen products, the results of which will be announced in the near future. Other details are not disclosed

Ukraine, Iran to increase trade in agricultural products

Ukraine in the near future plans to increase volumes of trade in agricultural products to Iran five times. In particular, to increase trade turnover in grain and oil sectors, agrarian policy and food minister of Ukraine Mykola Prysiazhniuk said yesterday during a meeting with Iranian journalists.
“Diplomatic relations between Ukraine and the Islamic Republic of Iran today are at a high level. I especially want to mention mutual interest in agriculture. So, in September, the intergovernmental Ukrainian-Iranian Commission is expected to start work. It will help to further strengthen cooperation in the agricultural sector,” the minister said.
Prysiazhniuk also noted that in the near future foreign trade in agricultural products between Ukraine and Iran could increase by 3-5 times. So, today Iran is 13th among the countries-importers of Ukrainian agricultural products. However, it has a prospect to enter the 7th place.
“For that Ukraine plans to increase the export of grain, sunflower oil to Iran, as well as expand the range of Iranian exports to the domestic market of agricultural products. In addition, Ukraine is considering the introduction of achievements of national crop breeding and other scientific developments in the agricultural sector of Iran,” Prysiazhniuk added.

Juvenile delinquency rate reduces in Ukraine

Juvenile delinquency rate reduces in Ukraine

President’s commissioner for children’s rights Yuri Pavlenko informs of reducing juvenile delinquency in Ukraine in the first half of the year, the President’s press office reports.
“For the first six months of 2013, the number of crimes committed by children decreased by almost 36% – from 8.786 over the same period last year to 5650, including by 23.9% of grave and the gravest crimes,” Pavlenko said.
In his opinion, this figure is the result of precautionary and preventive measures.
Pavlenko stressed that there is a need to improve preventive educational measures for children who are in conflict with the law or are at risk of offending.
According to him, it’s about creating a system of upbringing children, which would combine the educational process and non-formal education, provide meaningful children’s leisure and social work with families as a whole, and strengthening the responsibility of the police for the prevention of juvenile delinquency.
The ombudsman also informed that more than 20 thousand people were held administratively liable for improper performance of parental responsibilities in 2013. About 1.4 thousand people were held administratively liable for committing domestic violence against children.
The report notes that, as of July 1, 6.149 criminal offenses were committed against children, including 1.031 grave and the gravest offenses. 6531 children suffered from wrongful acts, including 1891 children under 14.
 
Earlier Pavlenko noted the trend of reducing the number of children, staying in prisons and detention centers.

Ukraine’s representative at ECHR resigns

Government representative at the European Court of Human Rights Nazar Kulchytskyi plans to resign, justice minister of Ukraine Olena Lukash confirmed, ForUm correspondent reports.
“Yes, it’s true,” Lukash said, and added that this resignation is not related to the case of ex-minister Yulia Tymoshenko.
Meanwhile, the minister promised to report on possible candidates for the post of government commissioner at the European Court of Human Rights.
It should be noted that the government representative at the ECHR operates within the Justice Ministry and represents the interests of Ukraine in the European Court.
Kulchytskyi has held this position since April 2012.
