Ohendovsky: CEC has to appoint elections in troubled constituencies

The Central Election Commission has to appoint repeated elections in the troubled constituencies, but it needs a law that will give the commission all grounds for making such decision, chairman of the Central Election Commission (CEC) Mykhailo Okhendovsky said in an exclusive interview with Interfax-Ukraine.
“The appointment of re-election is a prerogative of the CEC. We continue to expect a law from the Verkhovna Rada that will create grounds for the adoption of a corresponding decision,” he said.
The head of the Central Election Commission did not answer a question concerning the fact that the Verkhovna Rada intended to appoint repeated elections in the 11th and 71st constituencies.
“My personal attitude has no practical importance to this issue. The appointment of elections requires two conditions: vacant parliamentary mandate in relevant constituency and legal grounds. In the presence of both of these conditions the elections will be appointed and held,” Ohendovsky noted.

Okhendovsky wants to maintain continuity in CEC’s work

Central Election Commission (CEC) Chairman Mykhailo Okhendovsky has said he is planning to maintain continuity in the work of the commission.
“For the first time in nearly a decade the replacement of the CEC chairman has become the result of the evolutionary, rather than tectonic process,” he said in an exclusive interview with Interfax-Ukraine.
Okhendovsky was elected head of the Central Election Commission at a commission meeting on July 6 by secret ballot. Some 11 of the 14 commission members voted for his candidacy. Two ballots were declared invalid, because they did not have any notes, and one more ballot included a mark opposite the line “do not support any candidate.” The secret ballot included only one name – Mykhailo Okhendovsky, Interfax-Ukraine reported.
After the election, Okhendovsky said that no changes would be made in the work of the commission.
“Speaking about the changes, I meant that at my new post I will try to maximally maintain continuity in the work of the commission. All mechanisms for drafting, adopting and implementing collective decisions, which we have had since the first day of our joint work, have proven to be effective and remain unchanged,” he said.
“The same thing can be said about the work of the commission’s secretariat, as well as the service of the state register of voters. I currently see no need to reorganize them or significantly reshuffle their personnel,” Okhendovsky said.
When asked whether he will be able to reach a compromise in conflicts between CEC members representing the pro-government majority and the opposition, Okhendovsky said: “We have already learnt to understand each other perfectly… I see no factors that could hinder this in future.”

Expert: Ukraine needs State Land Bank for development of land sector

The system of state regulation of land relations during the land reforms in Ukraine was not very effective, chief legal advisor to the project USAID “Agroinvestbank” Pavlo Kulynych told a round table, ForUm correspondent reports.
According to the lawyer, the main emphasis was placed on privatization of lands, their division into sections and granting the right of private ownership of these areas to agricultural producers “General social and economic priorities of society were not taken into account. In this context, the State Land Bank is offered as a formation aimed to ensure these priorities and interests through regulation of the land market and promotion of its development in a certain direction,” Kulynych said.
In addition, he continued that the State Land Bank has to find mechanism of influence on the development of agricultural enterprises.

State Land Bank to start working in October

The State Land Bank plans to get a banking license by the end of August and to start fully operating in October, chairman of the board of the State Land Bank Svitlana Skosyrska told a round table, ForUm correspondent reports.
According to her, in Ukraine has tried to create such bank since 2002. “But only last year, a resolution of the Cabinet of Ministers ¹ 609 on establishment of the State Land Bank was adopted, and on December 28, 2012, the funds were allocated for formation of its share capital (120 million UAH). The bank is now in the stage of formation, and the legislation is being reformed as well for the State Land Bank to attract state land resources in its share capital. This reform will be completed in September, and our registered capital may have land in October,” the financier said.
Skosyrska clarified that a mission of the State Land Bank includes improvement of the quality of life of the Ukrainian village through the effective management of agricultural state lands. The second strategic goal is a financial support for small and medium-sized agricultural producers.

UkrSpetsExport director general dismissed

State Concern “Ukroboronprom” dismissed Dmytro Perehudov from the post of director of “UkrSpetsExport” and appointed Oleksandr Kovalenko as Acting CEO.

The corresponding decision was made by head of the “Ukroboronprom” Serhiy Hromov on July 8, 2013.

Dmytro Perehudov headed “UkrSpetsExport ” in January 2011 – February 2012, succeeding Dmytro Salamatin.

As a reminder, “UkrSpetsExport” is the main exporter of all types of weapons and military equipment in Ukraine.

Kozhara: Ukraine committed to deepening cooperation with OSCE

OSCE Chairperson-in-Office, Ukrainian Foreign Minister Leonid Kozhara has congratulated Ranko Krivokapic on his election as President of the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE PA), the Foreign Ministry’s press office said in a statement Thursday.
“The Ukrainian Presidency remains committed to the policy of deepening cooperation between the Parliamentary Assembly and intergovernmental institutions of the OSCE,” Kozhara said, wishing Krivokapic success on his new position.
He also noted the active role of the Parliamentary Assembly in improving the effectiveness of the OSCE, the development of democracy and prosperity, building confidence between the member countries of this organization.
Ranko Krivokapic was elected the OSCE PA President for the period of one year. The voting took place on July 3 in Istanbul at the 22nd Session of the OSCE PA.
A nine-time elected parliamentarian, Krivokapic has been president of the Montenegrin Parliament since 2003 and has served previously in the parliaments of Yugoslavia from 1993 to 1997 and the State Union of Serbia and Montenegro from 2003 to 2006.
The OSCE Parliamentary Assembly is comprised of 323 parliamentarians from 57 countries spanning Europe, Central Asia and North America. The Assembly provides a forum for parliamentary diplomacy, monitors elections, and strengthens international cooperation to uphold commitments on political, security, economic, environmental and human rights issues.

Sejm calls Volyn tragedy as ethnic cleansing with features of genocide

The Polish Sejm adopted the final version of the resolution in connection with the 70th anniversary of the Volyn tragedy – without the word “genocide” and without establishing Day of Remembrance on July 11. Instead, a term “ethnic cleansing with features of genocide” is used.

263 deputies voted for moderate formulation with 231 votes needed. The vote was attended by over 440 members, 33 voted “against” and 146 deputies abstained.
The Sejm members also observed a minute of silence in tribute to the memory of the victims of the tragedy.
 
The statement mentioned that about 100.000 Polish citizens became victims of events in Volyn and Eastern Galicia in 1942-1947. The adopted document noted that the conflict between Ukrainians and Poles appeared in the difficult times of the Second World War, in which “two totalitarianisms” encountered.
“The actions of the German and Soviet occupation created favorable conditions for hatred on ethnic or religious grounds,” the statement says.

Political expert: European integration should unite interests of government and opposition

Recent statements of the European politicians about the prospects for signing of the Association Agreement between Ukraine and the European Union should promote Ukrainian political elite – government and opposition – to find a consensus at least in the foreign policy vector of development of the country. This opinion was expressed by head of the analytical group Valery Kucheruk, commenting on the recent statements of President of the European Commission Jose Manuel Barroso and President of Poland Bronislaw Komorowski on desire of the EU to sign Association Agreement with Ukraine this fall.
According to him, the development and adoption of the laws demanded by the European Union should become the next tactical goal of the Ukrainian politicians.
In this context, the head of the analytical group criticized the idea of opposition forces to hold an extraordinary session of the Verkhovna Rada for the adoption of “the laws on European integration.”
