Repair of all Ukrainian roads to take ten years, Ukravtodor says

Half a billion hryvnia are necessary to repair all the roads, head of the State Road Agency “Ukravtodor” Yevhen Prusenko told press conference, ForUm correspondent reports.
“In order to repair the roads, to carry out at least average repairs, we need at least 500 billion UAH. This is more than the annual budget of Ukraine,” he said.
According to him, the repair of all Ukrainian roads will take about 10 years.
“However, if we talk about the most damaged areas, I am sure that within 5-6 years of constant hard work of the annual repairs at least of 10-12 thousand kilometers of public roads, we could significantly improve the condition of the road network and work on maintaining it in good condition in future,” Prusenko noted.
He also informed that to date, the total length of the road network in need of repair is 90% – almost 145 thousand km.

Patching roads is not finished in six regions of Ukraine, head of the State Road Agency “Ukravtodor” Yevhen Prusenko told press conference, ForUm correspondent reports.
“5 million 330 thousand square meters of pits have been recorded since the beginning of the year. As of today, virtually 5 million 40 thousand square meters were eliminated. 290 thousand square meters, which is about 6%, still need to be repaired,” he said.
The official said that at present the repairs are not completed in Lviv region (79 sq. m.), in many parts of Chernivtsi region (19 sq. m.), Cherkasy region (57 sq. m.), Chernihiv region (51 thousand square m.), Zakarpatska region (31 sq. m.), as well as in some parts of Ivano-Frankivsk region.
Prusenko noted that the repairs will be completed by the end of July, but in Lviv region he could end up in the middle of August.
Chairman of the “Ukravtodor” also informed that there are areas of roads on which patching can’t correct the situation, and therefore there have to resort to laying a solid fabric. In general, the length of such portions is greater than 200 km.

Incomes and Fees Ministry provides 204.3 billion UAH income to budget

For 2013 the Incomes and Fees Ministry has provided income of 204.3 billion UAH to the budget, relevant minister Oleksandr Klymenko told press conference, ForUm correspondent reports.
“In the first half of 2013 the Ministry provided a stable level of income tax and customs payments to the budget, adequate to macroeconomic indicators. The consolidated budget of the country got 204.3 billion UAH, which is 1.7 billion more than over the same period last year,” the minister stressed.
Klymenko also informed that the taxpayers were refunded VAT of 27.5 billion UAH, up 4.5 billion UAH more than last year. “Approximately 11.6 billion UAH of these funds were reimbursed in automatic mode,” he stressed.
However, the official noted that the current debt on VAT refunds makes up 4 – 4.5 billion UAH. “I beg you not to confuse it with the arrears. After all, when a taxpayer declares in the declaration a certain amount to be reimbursed – this is a debt, with which we work. However, we have no past-due indebtedness,” he stressed.

3 foreigners, 5 Ukrainians killed in road accident in Volyn region

Three foreigners (including two children) and five Ukrainians were killed as a result of a head-on collision of two passenger buses near the village of Volia-Liubytivska, Kovel district, Volyn region, the press service of Volyn regional prosecutor’s office reported.
According to their information, 30 people, including 22 Belarusians and eight Ukrainians, were hospitalized, Interfax informed.
Meanwhile, the regional police department said that two drivers (a Ukrainian and a Bulgarian), a thirteen-year-old Belarusian boy and five Ukrainian women were killed in the collision.
According to the police, 31 people were injured, 23 of them, including 16 teenagers, were taken to hospital.
According to the press service of Ukrainian deputy Prime Minister Oleksandr Vilkul, who is in Volyn region, 22 of the 31 injured are citizens of Belarus and nine are citizens of Ukraine. The condition of five of the injured is serious but stable. Two surgeries have been already conducted, three are being carried out.
The police said that passengers of the SETRA bus are members of a dancing group. The bus left Minsk around 2300 on July 10 and was driving all night. Early in the morning, it crossed the Ukrainian border.
Investigation has been launched into the accident on charges of violation of traffic rules, which ended up in fatalities, deputy prosecutor of Volyn region Valeriy Nevyrets said.

Experts: Low grain prices formed by market

Low grain prices are caused by the situation on the world market, general director of the Ukrainian Agribusiness Club Volodymyr Lapa said during the roundtable, ForUm correspondent reports.
According to the expert, a similar situation was observed on the market a year ago. “Then, amid droughts in Ukraine, Russia and the United States the prices in 2012 began to rise rapidly, allowing farmers to work without losses. This year, there are no droughts, and as of today, food wheat of the third class costs 1350 UAH / t, fodder wheat – 1250 UAH / t, which is much less than 1-1.5 months ago,” the analyst noted.
He added that this season, Ukraine expects to collect 7.5 million tons of barley, 20-20,5 million tons of wheat and 24-25 million tons of corn, which generally give at least 54-55 million tons.
“This is close to record figures, but the crop has not been harvested so far,” he said.

EBRD to finance repair of Odessa highway

State motorways agency of Ukraine (Ukravtodor) will start this July the repair of a part of Kyiv-Odessa highway (from Kyiv to Bila Tserkva), head of the agency Evhen Prusenko told a press conference, ForUm correspondent reports.

“We start large-scale works on major repair of this part of the road, and only two lanes will be opened for traffic,” Prusenko informed.

“Repair of 54 kilometers of this road will cost about 850 million hryvnias, according to the tender, which means one km of the road costs 16-17 million hryvnias,” he specified and added that financing will be provided by the European Bank for Reconstruction and Development and European investment bank. 

“According to the credit agreement between Ukraine and EBRD and financial agreement between Ukraine and EIB, these two banks will cover repair work expenses, and Ukraine will cover only VAT and inflation rate,” he said.

According to the contract, the works must be finished by the end of 2014.

Komorowski about Volyn tragedy: This is crime with evidence of genocide

During the events for the 70th anniversary of the Volyn tragedy today in Warsaw Polish President Bronislaw Komorowski called it “a crime with evidence of genocide” and one of the most “painful” experience of the Poles during the Second World War.
Komorowski, who took part in the opening of the monument to the victims of this tragedy and worship, said that mutual forgiveness is possible only on the basis of truth.
He noted the important role of the Polish and Ukrainian clergy for a historic reconciliation between the peoples, reminding of the joint statement taken at the end of June on the Volyn tragedy by representatives of four churches in Poland and Ukraine.
According to him, in fact, this statement may be the basis for a future better understanding and unification of the two peoples.
“Neither violence nor ethnic cleansing can be a method of resolving conflicts between neighbors or the people and be justified by political, economic or religious necessity,” he quoted one of the fragments of the document.
He said that Poland will try to honor the memory of the dead with dignity and streamline their place of burial.

Azarov instructs to speed up work on budget-2014

The consideration of Ukraine’s state budget for 2014 should start within the time prescribed by law, Prime Minister Mykola Azarov said, while opening a government meeting on Thursday.
“Our fundamental position is that despite all difficulties the consideration of the draft budget for 2014 should begin within the time prescribed by law,” he said, Interfax informed.
Azarov instructed the Finance Ministry, all managers of budgetary funds, as well as the regions and parliamentary committees and factions, to work out the draft budget and ensure its submission to Parliament.
