Barroso hopes summit in Vilnius will be successful

European Commission President Jose Manuel Barroso hopes that the summit of “Eastern Partnership”, scheduled for November 28-29 in Vilnius, will be successful.

He said this at a joint press conference in Vilnius with Lithuanian President Dalia Grybauskaite.

“I hope that the summit in Vilnius will be successful. I look forward to fruitful discussions on a number of association agreements with our Eastern partners,” Barroso said.
The President of Lithuania noted that the “Eastern Partnership” is very important for the EU, as the issue relates to its neighbours.

“We want to see a developed democracy, security and human rights protection,”  Grybauskaite said.

Speaking in the context of relations with Ukraine, the President of Lithuania said that she would like to see further movement of Kyiv’s European integration, and recalled the three main groups of tasks that must be met by Ukraine to sign the Association Agreement with the EU.

“The first is the decision on selective justice. The second is a legal reform that deals primarily with the Prosecutor General’s Office. Third is the electoral reform, in particular, the adoption of the Electoral Code, including solutions to the problems of municipal elections in Kyiv,” Grybauskaite said.

“We would like to see certain results for all three groups of problems, otherwise it will be very difficult to sign the agreement,” Dalia Grybauskaite added.

Social Policy Ministry prepares draft concept of Ukraine’s social development

The Social Policy Ministry prepared a draft concept of social development of Ukraine till 2023, minister Natalia Korolevska said before the meeting of the commission for settlement of wage arrears and other social payments, ForUm correspondent reports.

According to the official, the document was developed in conjunction with leading experts and scholars in the social and economic sphere. “Basically, it’s a road map for social sector development – with clear benchmarks, where everyone will be able to see himself in 3, 5, 10 years,” the minister said.

She noted that now the main goal is to work out the document, which will be implemented in practice, not just stand on a shelf next to hundreds of other strategies or programs. “In order to do this, it must get approval of the public. In the near future we will initiate a broad public debate on the Concept,” Korolevska promised.

She explained that one of the immediate tasks is adoption of a new Labor Code. “There is a need to demonstrate a new quality of legislative work at time of its adopting and possible amending. There should be a public debate, discussion. People need to understand why they need new labor law, and why is it better than the previous one,” the official concluded.

Azarov: Relations of Ukraine with EU should not depend on Tymoshenko

Political and business relations of Ukraine with the European Union should not depend on the fate of ex-Prime Minister Yulia Tymoshenko, Prime Minister Mykola Azarov said in an interview with the French weekly Le Nouvel Economiste.
“Our political and business relations should not depend on the fate of one person. And this is not only our position. Several European Union member countries, in particular, Estonian Prime Minister Andrus Ansip during negotiations with German Chancellor Angela Merkel stressed that it would not be correct to put Ukraine’s European integration dependent on Tymoshenko case,” he said, Ukrinform informed.
Answering a question about possibility of Tymoshenko’s treatment abroad, Azarov said that in case the doctors have serious grounds for her hospitalization beyond Ukraine, this issue will be considered in compliance with the applicable legislation.
The Premier also reminded that Tymoshenko case includes several processes: one is related to her possible participation in the murder of people’s deputy Yevhen Shcherban, the second – with economic damage inflicted to Ukraine to the amount of USD 405 million due to activities of the UESU corporation headed by Tymoshenko in her days.
“Now, Yulia Tymoshenko has no intention to cooperate with the investigation. She ignores judicial hearings and preliminary investigation actions. This is why judicial proceedings continue until now,” the head of government added.
He also expressed conviction that activities of Tymoshenko’s supporters weaken in Ukraine. “In recent times, the meetings organized in support of Yulia Tymoshenko gather several tens of persons. For Ukrainians, political figures of this type get into the previous epoch.”

Rada to reform judicial system in September

The Verkhovna Rada of Ukraine will consider amendments to the Constitution regarding the election of judges in September, speaker of the Parliament Volodymyr Rybak told a briefing, ForUm correspondent reports.
“We will consider this issue in September. I have not submitted this bill to the committee yet, and I have not read it. Yesterday MPs proposed to consider it. But I said that we were not ready to consider it and would not do it in the hall,” he said.
According to Rybak, the consideration of this bill is possible only after carrying out of all scheduled procedures, in particular after its consideration by the committee.

Yanukovych: Parliament works well this session

Ukrainian President Viktor Yanukovych noted that Ukraine fulfilled all the required tasks on legislative provision of reforms, the President said, commenting on the closing of the second session of the Verkhovna Rada of the seventh convocation, the press service of the President reports.
“Today, the Parliament has completed the work of this session. We fulfilled all the required tasks for preparation of laws to reform our country,” Yanukovych said during a conversation with foreign ambassadors after ceremony of presenting credentials.
At the same time, according to the head of state, there is still a lot of work to modernize the country.

Yanukovych instructs to reform road servicing

President Viktor Yanukovych instructed the Cabinet of Ministers of Ukraine until the end of 2013 to hand over local motor roads jointly with relevant financial resources to the sphere of management of local executive authorities.

A relevant instruction of the Head of state is posted on the Presidential website, Ukrinform reports.

“Viktor Yanukovych considers the state of affairs, which has formed in the sphere of road construction, inadmissible, in particular, as regards the quality of motor roads, streets and roads of communal ownership. According to the Head of state, the time came to introduce new approaches in this sphere and to carry out its fundamental reformation,” a statement by the Presidential press service informs.

In addition, Yanukovych tasked the government to prepare proposals on creation, starting with 2014, of the State Road Fund in the state budget of Ukraine and ensuring its relevant funding.

The Cabinet was also instructed to develop an issue on production of high-quality bitumen to provide for the needs of road workers, who use new technologies in works on construction and repairs of highways.

Rybak sees no need to convene extraordinary session

Speaker of the Parliament Volodymyr Rybak sees no need to convene an extraordinary session of the Verkhovna Rada, but ready to sign the appropriate document if necessary, he told a briefing in the Parliament, ForUm correspondent reports.
According to him, the Parliament should adopt two important bills at the next session. “They are the law on prosecutor’s office and on electoral system,” Rybak stressed.

Zakharchenko not going to resign

Ukrainian interior minister Vitaliy Zakharchenko has made it clear that he was not going to resign in connection with the events in Vradiivka.
“Today, in such a difficult situation, in my opinion, it is inappropriate to make any political statements,” the minister said at a press conference at Interfax-Ukraine on Friday, when asked to comment on the opposition’s demand of his resignation following the event in Vradiivka.
He added that as of today, the Interior Ministry is working on proposals to reform law enforcement agencies.
“What we have built up, the changes and reforms that we propose to carry out, they are very systematic and, in our opinion, if we hold them, this will benefit the state, first of all the citizens,” the minister said.
