Yanukovych to visit Poland on Wednesday

Ukrainian President Viktor Yanukovych will visit Poland on July 3 for a working visit at the invitation of Polish President Bronislaw Komorowski, the press office of the head of state said in a statement Monday, Ukrinform reports.
“On July 3, 2013 President of Ukraine Viktor Yanukovych will pay a working visit to the Republic of Poland (Wisla) at the invitation of the President of this country Bronislaw Komorowski. The head of state will take part in the summit of presidents of the Visegrad Four countries (Poland, Slovakia, Hungary and the Czech Republic), which will be held in the framework of the completion of the presidency of the Republic of Poland in this union,” the report says.
During the meetings of heads of state in Poland, priority will be given to the topic of European integration of Ukraine, first of all, preparations for the conclusion of the Association Agreement with the European Union. The agenda also includes the issue of Ukraine’s broader involvement in joint activities of the Visegrad Four with a view to enhancing cooperation in the region in various fields of common interest.

Yefremov: Business interested in financial promissory notes

Draft laws on use of financial bills, which the Parliament will consider this week, are of interest to business, head of the Party of Regions faction Oleksandr Yefremov told a briefing in the Parliament, ForUm correspondent reports.
According to him, these bills propose to introduce the rate of 5 percent margin. “This promissory note is a financial tool that allows business to resolve issues,” Yefremov said.

Prysiazhniuk: Meat production continues to grow in Ukraine

More than 1.3 million tons of meat was produced in Ukraine over five months, which is by 8.5% more against the same period of the previous year. This growth was promoted by the subsidy established this year for cattle grown and cattle for slaughter, agricultural policy and food minister Mykola Prysiazhniuk declared, the Ministry’s press service reported.  
“The state continues to support the cattle sector, including the meat sector. In particular, it concerns households, when more than half of cattle products are made. And this systemic support continues bringing good results. Over five months of the current year over 1.3 million tons of meat was produced in Ukraine, which is 8.5% up against the same period last year. Production grows both at household economies and at enterprises,” the government official noted, Ukrinform informed.
He said that over five months, the government sent UAH 8.6 million for support of cattle breeding economies.
Prysiazhniuk also noted that large-scale investment projects in the cattle branch continue to be realized in Ukraine.

During the current plenary week, the Verkhovna Rada of Ukraine plans to consider the appointment of members of the Supreme Council of Justice, head of the Verkhovna Rada Volodymyr Rybak told a briefing in the Parliament, ForUm correspondent reports.
“This week, this issue will be considered regardless of whether the session is extended or not. As for the committee member, who works as a minister (justice minister Oleksandr Lavrynovych. – Ed.), then there are no contradictions. It is necessary to hold elections, and if he is elected, then the next day he would be released from the post of minister. I do not see here any problems,” Rybak said.

Return of the entrance examinations to higher educational institutions will not be accepted in society, rector of the Kyiv National Taras Shevchenko University Leonid Hubersky told a press briefing, commenting on the bill, which proposes to return to the practice of entrance exams, ForUm correspondent reports.
“I do not support this idea,” he said, adding that there should be introduced the practice of interviewing applicants. “Perhaps we will come to that later as society is not ready for that yet,” Hubersky said.
He added that the EIT system is not ideal, “as it does not fully reflect knowledge and skills of students”.

According to him, guessing answers to questions is sometimes observed in this form of knowledge assessment. “Sometimes A level students get lower points than C students. There is also a psychological issue. There are imperfections in tests themselves,” rector noted.

He mentioned that introduction of EIT in 2008 has been considered the best way to eradicate corruption in high schools.

Yanukovych instructs promptly respond to violation of journalists’ rights

The President of Ukraine Viktor Yanukovych signed instruction on enforcement of laws on freedom of expression and avoidance of interference with the professional activities of journalists, the President’s press service informs.

According to the press service, the purpose of the order is to ensure compliance with the law on freedom of speech and to prevent interference with the professional activities of journalists.

As noted in the document, interior minister Vitaly Zakharchenko is ordered to ensure a prompt response to the violation of laws on freedom of expression and the protection of the rights of journalists in Ukraine; Pshonka is proposed to strengthen the supervision of the observance of laws on freedom of expression and the protection of the rights of journalists in Ukraine.

According to the order, the security chiefs must until the 10th of each month inform the President about the execution of the order, Ukrinform reports.

The interdepartmental working group on the review of compliance with the legislation on freedom of expression and protection of the rights of journalists (IWG) was established and operates in accordance with the Decree of the President of Ukraine dated July 6, 2011 No. 226 under the Open Dialogue initiative.

Head of the Verkhovna Rada Volodymyr Rybak asks the heads of the parliamentary factions to create a working group to develop a draft law on amendment to the Central Election Commission, he told a briefing in the Parliament, ForUm correspondent reports.
At the same time, he said that the agenda of the current session has a draft resolution on consideration of the application of dismissal of the head of the Central Election Committee. “The Verkhovna Rada should consider this application. In addition, the President has made a proposal for a new member of the CEC. This is his right, and the Parliament also must consider this issue,” he stressed.

Yanukovych to decide when he comes to Parliament

President of Ukraine Viktor Yanukovych today should decide whether he comes to the Verkhovna Rada on Friday for the hour of questions to the government, speaker Volodymyr Rybak told a briefing, ForUm correspondent reports.

“Today I will meet with the President of Ukraine and we will decide… I do not know the President’s schedule, but I think that the issue will be resolved after meeting with the President,” Rybak said.

According to him, there are two options. “The first option – the President may speak on the last day of the second session. Second – he can speak at the opening of the first day of the third session on September 3. I think we will decide on this issue, there is no problem,” speaker added.
