Glazyev expects Ukraine to join CU

Granting Ukraine observer status in the Supreme Eurasian Economic Council ultimately implies joining the Customs Union of Russia, Belarus and Kazakhstan, and subsequently the Eurasian Economic Union, deputy Secretary General of the Eurasian Economic Community Sergey Glazyev stated.
“We proceed from the fact that granting Ukraine the observer status in the Eurasian Economic Union, which is now being formed, means Ukraine’s intention to enter this union. Since the observer status is granted only to those states, which want to enter our integration association,” Glazyev explained.
He added that Ukraine will be able to join the Eurasian Union after joining the Customs Union. Glazyev noted that in that case Ukraine will not be able to participate in similar agreements with the EU.

Azarov to attend CIS meeting in Minsk on Friday

Ukrainian Prime Minister Mykola Azarov will visit Minsk to attend a meeting of the Council of heads of governments of the Commonwealth of Independent States (CIS) on May 31, the press service of the Foreign Ministry of Belarus reports.
The meeting will be also attended by Prime Minister of Russia Dmytro Medvedev, Prime Minister of Kazakhstan Serik Akhmetov, as well as delegations from Uzbekistan, Moldova, Azerbaijan, Kyrgyzstan, Armenia, Tajikistan and Turkmenistan.

Yanukovych: Memorandum on Ukraine’s observer status in CU to be signed on May 31

Memorandum on Ukraine’s observer status in Customs Union to be signed at a meeting of the Council of heads of governments of the Commonwealth of Independent States (CIS) on May 31, Ukrainian President Viktor Yanukovych stated.
“The memorandum on Ukraine’s involvement (as observer) in the Customs Union will be signed in the next few days at the meeting of CIS heads of governments in Minsk,” Viktor Yanukovych said at a joint press conference with Kazakh President Nursultan Nazarbayev in Astana on Wednesday, Interfax-Ukraine reported.
He said that the Presidents of Customs Union countries and Ukraine gave corresponding instructions to their Prime Ministers.

Kyiv to open summer schools for young scientists

Kyiv is hosting the Ukrainian ecological expedition of young scientists, deputy director of the National Center “Minor Academy of Sciences of Ukraine” Tatyana Peshcheryna stated, ForUm correspondent reports.
“The Ukrainian scientific expedition has opened a project “Intelligence summer – 2013″, which aims to study problems of the Dnipro River,” Peshcheryna said.
In turn, head of the department for creation of teaching and thematic knowledge systems of the National Center “Minor Academy of Sciences of Ukraine” Ihor Chernetsky noted that 15 pupils conduct their experiments within this expedition in the laboratory of the National Center “Minor Academy of Sciences”.
He stressed that the results obtained during the expedition come to scientific institutions.
According to him, this expedition will end tomorrow. In general, 14 summer schools will be held in different regions of the country during this summer.

CU agrees to grant Ukraine observer status

The Eurasian Economic Council supported Ukraine’s aspiration to obtain observer status in its integration organizations, Kazakh President Nursultan Nazarbayev told reporters in Astana.

“Ukraine has expressed a desire to obtain observer status in the Customs Union and common economic space and in the Eurasian Union in future,” Nazarbayev said, adding that today the presidents of Russia, Belarus and Kazakhstan supported this proposal.

Nazarbayev added that the relevant documents will be prepared to be signed at the next meeting of the Supreme Eurasian Economic Council.

In addition, Nazarbayev said that the next meeting is expected to be held in Moscow in autumn.

From June 4 to August 2, 2013, the scheduled overhaul of escalators will be carried out at the transfer hub between the stations “Zoloti Vorota” and “Teatralna” of the Kyiv subway, the press service of the Kyiv underground reports.
“We propose to use other interchange stations to avoid inconvenience under passage from line to line,” the press service noted.

Cabinet approves army reform program till 2018

The Cabinet of Ministers approved the army reform state program for 2013-2017, defense minister of Ukraine Pavlo Lebedev informed.

According to him, the Cabinet took the relevant decision on Wednesday, May 29.

Lebedev also noted that the Cabinet approved the state program, providing for funding for five years at a rate of 131 billion hryvnia, as it had been offered by the Defense Ministry.

Lebedev added that the program will be financed by the state budget, as well as through selling of unexpended balances of the Ministry.

As reported earlier, the Cabinet instructed the Defense Ministry and the Finance Ministry to agree on the funding of the army reform state program for 2013-2017 until May 29.

According to estimates of the Defense Ministry, 131 billion hryvnia are needed to finance the 5-year program, while the Finance Ministry believes 97 billion hryvnia are enough for the program.

The state program provides for the optimization of the army to ensure its combat capability, which will be achieved primarily by reducing the number of personnel, without affecting the fighting capacity.

In addition, the state program provides for the transition to professional army.

ATMs robbed more often in Ukraine

Two million UAH were stolen from Ukrainian ATMs during 5 months of 2013, head of the security department at the Interior Ministry of Ukraine Svitlana Pavlovska told a press-conference, ForUm correspondent reports.

According to law enforcement official, in 2011 this sum amounted to about 9 million UAH, and in the last year – 12 million UAH. Number of thefts from ATMs is also growing: in 2012 there were 24 thefts, and since the beginning of this year, there have already been about 20.

Expert relates it to the fact that about 80% of ATMs are not protected in the country. “As of today, almost 37 thousand ATMs are registered in Ukraine, of which less than 10% are protected by state security services and even less – by non-state security structures. It turns out that banks equip ATMs and simply invite criminals to robbery. Hacking of unguarded ATM takes 2-3 minutes, usually by opening the rear panel, and removal of the cassette with money. Especially promptly ATMs are opened in places where there are few people at night and there is good access for vehicles. Most burglaries carried out by persons previously convicted and professional thieves. Detection of such crime does not exceed 30%,” the expert said.

“To improve the situation, the Interior Ministry recommends to protect all ATMs, reduce amount of money in them, and use two levels of alarm – for an ATM as a whole and separately for cassettes. “Now we expect the National Bank to work out the appropriate regulations for the banking environment,” Pavlovska added.
