617 children camps start working this summer

On June 1, 617 children’s health institutions will get permission to open in Ukraine, deputy social policy minister Lidiya Drozdova said during a conference call to improve the health of children in the summer of 2013, ForUm correspondent reports.
According to her, the opening of all children’s health institutions will be fully ensured in Ivano-Frankivsk, Kyiv, Lviv, Mykolaiv, Rivne regions and the city of Sevastopol.
However, Drozdova noted that 178 institutions will not get permission to open, including camps in Zaporizhya, Kherson, Kirovohrad, Cherkasy, Luhansk, Transcarpathian, Sumy, Khmelnytsk and Zhytomyr regions.
The deputy minister noted that in previous years, the Ukrainian children were not sufficiently provided with quality health improvement and recreation. In particular, she said that last year, only 33.5% or 951 thousand pupils improved their health.
“According to information from the regions, as at June 1, 113.2 thousand children will come to the health and recreation institutions,” she summed up.

Freedom MPs provoke confrontation in Parliament

The Freedom faction, which requires all members to speak in the Ukrainian language in the Parliament, consciously provokes confrontation in the Parliament, leader of the Party of Regions faction Oleksandr Yefremov said in an interview with RIA Novosti.
“The Freedom representatives consciously provoke confrontation and hinder development of the Ukrainian language in the Parliament,” he said.
According to him, the law does not oblige MPs to speak during the meetings exclusively in Ukrainian.
“MPs will not speak Ukrainian essentially, because then the voters will not understand them,” the politician added.

Korolevska instructs summer camps get prepared for season

Social policy minister Natalia Korolevska requires working out new nutritional standards for children in summer camps. On this, as the correspondent ForUm, she said during a conference call to improve the health of children in the summer of 2013.

“The standards provide for 100 grams of juice, 100 grams of fruit for a child per day. How a child can be given half glass of juice? These rules have not been revised for the last seven years,” she noted.
In this regard, the minister instructed the coordination center for summer camps to urgently review the food standards.

“The second problem is security. I ask the representatives of the Interior Ministry together with Social Policy Ministry to secure protection of children’s camps in each region,” the minister said.
In addition, the minister demanded to open camps for children in Ukraine timely, that is, in June. “I do not understand why in some regions the camps will be open in July. This is for show – to open a camp and make a report. I also do not understand why we have reduced number of children’s summer camps by 15% in Kherson region and by 82% in Luhansk region,” she added.

The minister mentioned that in every region at least 70% of children have to visit children’s summer camps and not less than 40% – improve their health.

Ukraine’s Deputy Prosecutor General Renat Kuzmin does not exclude the possibility of transporting former Prime Minister Yulia Tymoshenko for treatment to a Berlin-based Charite clinic.He said this in an interview with Forbes.ua, Ukrinform reports.
“There is no law that would categorically rule out such a possibility, but it is not a simple matter as you might think. Mutual inter-state political solutions are needed for her treatment in Germany. But this possibility does exist,” Kuzmin emphasized.
At the same time, he saw a selective attitude to the convict in the possible transportation of Tymoshenko: “The disease, which she demonstrates as severe, is a common intervertebral hernia. We probably have such hernias. These hernias affect about 80 percent of the world population older than 40 years. By the way, in the colony, where Tymoshenko is serving her sentence, more than 100 women have such a diagnosis. And no one invites them abroad for treatment. But I see this as extremely selective attitude in favor of convict Tymoshenko. There is no such privileged convict in the world,” Kuzmin emphasized.

From beginning of the year, Kyiv tax police has solved 418 criminal offenses, disclosed 10 conversion centers, acting first deputy head of the Incomes and Fees Ministry Kyiv department – head of financial investigation department Ihor Usyk said during roundtable, ForUm correspondent reports.

He added that as a result, about 100 million UAH were returned to the budget from shadow turnover.

According to him, the newly established Ministry tightens supervision over fight against smuggling, which reduces the competitiveness of legitimate business. “Revealing and suppressing violations of customs rules, in January-April of 2013, we initiated 377 cases on violation of customs regulations. Our goal is to make smuggling and other economic crimes, unprofitable, and thereby encourage businesses in legal work,” the official said.

He specified that the total economic effect for the state from law enforcement activity of Kyiv customs service in January-April 2013 was 3.2 million UAH, which is nearly 2.5 times more than in the corresponding period of 2012.

Yefremov: Ukrainians afraid of Russia to seize GTS

The bill, which removes the ban on privatization of Ukraine’s gas facilities, including the gas transportation system (GTS), will not be considered in the Parliament yet, leader of the Party of Regions faction Oleksandr Yefremov said in an interview with RIA Novosti.
“We do not see a required number of votes in the Parliament to support the consideration of this bill,” Yefremov said.
According to him, the adoption of this document may cause controversy in the Ukrainian society, as Ukrainians are afraid of the fact that Russia can seize the GTS. Therefore, according to Yefremov, the creation of a tripartite consortium with participation of the EU is the most acceptable option for Ukraine.
Yefremov also said that the fate of this bill will be decided at the meeting of the conciliatory council of the leaders of factions of the Verkhovna Rada.

Ukraine has real prospects to step up cooperation with Kazakhstan in the field of energy, Ukrainian ambassador to Kazakhstan Oleh Diomin said.
He also said that trade between the two countries currently stands at 4.2 billion USD.
Diomin said Kazakhstan wants to upgrade its hydroelectric power plants, and that a number of Ukrainian companies producing equipment for them are already winning tenders. Among them are Electrotyazhmash, Turboatom, and Zaporizhtransformator (ZTR), Interfax-Ukraine reports.
“While the capacity of the entire energy system of Kazakhstan is 20,000 megawatts, 4,000 are produced by turbines that at one time were delivered from Ukraine. So you understand what opportunities we have?” he said.
The diplomat also added: “The first thing to which you need to draw the attention of our Ukrainian business is the modernization of the power generating capacity of Kazakhstan. Kazakhstan already consumes practically all of the electricity [it generates],” he added.

Priorities of the Incomes and Fees Ministry activity is filling the state budget, provision of quality services, simplified document flow, time efficiency of  communication between business and the state, acting chief of the Incomes and Fees Ministry Kyiv department Iryna Nosachova said during roundtable, ForUm correspondent reports.

The official added that creation of the joint Ministry gives businesses a number of advantages: simplification of obtaining administrative services, improving the quality of the tax and customs services, reducing service time in state agencies, reducing bureaucracy, ensuring maximum privacy of taxpayers.

“As for transferring to the Ministry the functions of administering single social tax, it is a logical step, which will benefit the business. On the other hand, it is a big responsibility, as single social tax revenues in Kyiv for four months of 2013 amounted to 11.3 billion UAH, which is almost equal to the incomes from the capital payers to the consolidated budget. In addition, the expected number of single social tax payers in the capital is more than 200 thousand,” she noted.

Iryna Nosachova added that the tendency to reduce the number of planned inspections of legal entities is preserved: in 2013, there were conducted 281planned checks, which is 16.5% less than over the same period last year. “Planned inspections of sole proprietors also decrease. Conscientious taxpayers won’t undergo planned checks at all,” the taxwoman assured.
According to her, the creation of a single agency will not create inconveniences and obstacles to the provision of administrative services. “All the services will be provided timely in service centers,” Nosachova explained.
She also informed that since beginning of the year Kyiv budgets received 12.421 billion UAH, up 29.5% compared to last year. Customs revenue for the same period amounted to 7.292 billion UAH. In general, treasury received 19.713 billion UAH.
