Ukraine, Morocco to cooperate in jurisprudence sphere

The Kingdom of Morocco and Ukraine plan to sign two bilateral treaties on mutual legal assistance in civil and criminal matters, the press service of the Justice Ministry reports.
The negotiations on the drafting of the relevant agreements started on Monday, May 27, at the Ukrainian Justice Ministry, Ukrinform informs.
“It is envisaged that after the conclusion of the relevant legal instruments, the citizens of Ukraine and Morocco will be guaranteed an appropriate legal protection in the territories of both countries, provided an access to the relevant authorities and cooperation will be established between the central authorities of the two countries in civil and criminal cases,” the Ministry said in a statement.

Yanukovyh, Putin discuss trade and economic relations

Government plenipotentiary for cooperation with Russia and the countries of the Commonwealth of Independent States Valery Muntiyan believes that the main purpose of the visit of President of Ukraine Viktor Yanukovych to Russia, which took place on May 26, was discussion and solving the issue of fall of the Ukrainian-Russian trade turnover.

“I believe that the purpose of the visit was discussion of trade and economic relations with Russia as it is our largest partner,” Muntiyan said.

In addition, according to him, the President of Ukraine planned to discuss the further development of cooperation within joint projects as well as to hand over approved by the Cabinet of Ministers the draft memorandum of granting Ukraine observer status in the Customs Union, the Common Economic Space (Russia, Belarus, Kazakhstan).

According to the government commissioner, issues of the energy sector were discussed during the visit.

However, Muntiyan refused to answer the question whether the establishment of a consortium to manage the Ukrainian gas transportation system was discussed, adding that there were closed-door talks at the level of heads of state.

Muntiyan also admitted that Ukraine’s European integration could be discussed during the visit.

Prasolov: Cabinet to promote domestic market

The growth potential of Ukraine’s economy is limited with external business environment, economic development and trade minister Ihor Prasolov told a press conference, ForUm correspondent reports.
Taking this into account, the Cabinet is working to create conditions to encourage development of the domestic market, he said.
“This is a key goal of the program to enhance the development of the economy for 2013-14. Its implementation should activate economic growth in the country. Although, the domestic GDP fell by 1.3% in the first quarter compared to January-March of 2012, its dynamic has positive changes. Thus, the seasonally adjusted GDP increased by 0.5% in the first quarter of this year regarding IV quarter of 2012,” the minister noted.
He added that in the II half of the year, we expect revival of the European economy, and it will positively influence Ukraine.
According to him, the key principle of this program is to provide effective management of financial resources and decision-making in full transparency.

Bulgaria simplifies visa regime

The Embassy of Bulgaria in Ukraine simplified visa issuance in connection with the approach of active summer season, ambassador of Bulgaria Krasimir Minchev said in exclusive comments to ForUm.

According to him, by the decision of the Bulgarian government, citizens of Ukraine, Russia, Moldova and Belarus, who in 2012 legally used Bulgarian visa, can be issued multiple-entry tourist visa valid for 6 months or 1 year.

The Bulgarian visa for Ukrainian citizens costs 35 euros without any additional fees regardless of the number of entries and duration of the visa. The exception is a group of citizens, for whom a visa is free on the basis of the Agreement between the European Union and Ukraine on the facilitation of the issuance of visas. Services for acceptance, handling and transportation of documents for a visa at the visa centers cost 22 euros.

The ambassador added that the Ukrainian travel agencies, accredited by the Embassy in Kyiv and the Consulate General in Odesa, may submit visa applications only when there is a complete package of paid travel services. Without this visa is impossible.

Kyiv debt for communal services is 1.5 billion hryvnia

In Kyiv, during the period from January 1 to May 1, 2013, the debt for housing and communal services and energy supply increased by 25%, deputy director of the KCSA housing and communal infrastructure department Volodymyr Bazhenov said during the meeting of the KCSA board, ForUm correspondent reports.
“We approached 1.5 billion UAH of debt. If we have a decrease of about 1% in gas, water and electricity supply, then the heat debt increased by 260 million USD. In this structure, about 800 million UAH are debts of population, 300 million – debts of tenants, 30 million – debts of public sector and 440 – decompensated difference in accruals,” he informed.
In addition, he said that a lawsuit work is being carried out now with those who refuse to pay for the consumption of services.

Emigrants invest billions of dollars in Ukraine

In 2012, Ukrainian emigrants invested $ 7.5 billion in the development of the Ukrainian economy, MP of IV-VI convocations Oksana Bilozir said during the round table “Problems of legal protection of Ukrainian migrant workers rights in Europe”, ForUm correspondent reports.

“In 2012, Ukrainian labor migrants sent to Ukraine more than 7.5 billion, which is 3.4% of GDP. Such data were recently published by the National Bank of Ukraine. When compared with 2011, the growth, even under the global crisis, was 6.4%, or 0.3 billion,” she noted.
Bilozir also added that Ukrainian immigrants have invested in the economic development of the country as much as foreign direct investment amounts.

“The State Statistics Service of Ukraine reported that for the whole 2012, foreign investors invested in our economy 6 billion. The volume of investments of labor emigrants equals volume of direct foreign investments,” Bilozir summed up.

Benefits of possible CU joining studied

The Cabinet of Ministers instructed the ad hoc group to study the benefits of possible entry of Ukraine into the Customs Union of the Common Economic Space (Russia, Kazakhstan, Belarus) by July, government commissioner for cooperation with Russia, the CIS, the Eurasian Economic Community and other regional unions Valeriy Muntiyan told journalists. 

According to him, he took the lead of the group.

Muntiyan stressed that for accession to the Customs Union, Ukraine should see and understand the benefits, preferences, guarantees, compensations and how they will influence the agreements with other countries.
“The group will prepare a version of Ukraine’s accession to the Customs Union and the Common Economic Space. If Ukraine joins, it will have real preferences,” he noted.

According to the government commissioner, scientists are involved in work of the group. Information is gathered and calculations are carried out on indicators in agriculture, gross production, level of unemployment and employment, investment and cooperation.

Currently, the debt of Public Joint Stock Company “Kyivenergo” to the National Joint Stock Company “Naftogaz of Ukraine” is 2.2 billion UAH, technical director of PJSC “Kyivenergo” Oleksandr Zaitsev said during the meeting of the KCSA board, ForUm correspondent reports.

“Consumer debt to “Kyivenergo” is more than 3 billion UAH, including debt for heat – 2.051 billion UAH, which at the moment increased by 530 million UAH. Electricity debt is 954 million UAH, with an increase by 356 million UAH. Uncompensated difference in heat rates is 973 million UAH. As a result, “Kyivenergo” owed “Naftogaz” 2.2 billion UAH,” the official said.
