Azarov: We won’t allow destroying our roads brazenly

Prime Minister of Ukraine Mykola Azarov charged the Infrastructure Ministry and the Justice Ministry to urgently develop a regulatory framework of modern norms of operation of highways and liability of carriers, and together with the Interior Ministry to organize a system for monitoring and traffic control in accordance with the road conditions.

As the Cabinet’s press service informs, the Prime Minister gave corresponding order today at the Cabinet’s sitting.

“I insist that year 2013 should be a turning point in the careful operation of roads. Temperature range should be a law: there should be no road-train until topping is cooled down. If a truck is overloaded, it goes to parking and is unloaded according to standard. And so on. We should work out a regulatory framework, which would clearly define the rate of exploitation of roads and the liability of carriers. We should legalize and introduce weight control. Organize a round the clock monitoring and regulation of vehicular traffic, depending on weather and road conditions. Provide at least the minimum required sanitary conditions for drivers,” Azarov said, noting that such activities need money, time and organizational effort, but it is the only practical way to save the Ukrainian roads.

According to him, for twenty years, no one has paid due attention to the proper use of roads, and the load on the transit highway has grown tenfold. “As a result, our roads are operated free of charge and in barbaric way,” he said.

He also said that on May 20 there was registered a record of exceeding the load on the road: truck weighing nearly 72 tons.

“We will not allow destroying our roads brazenly. Under such circumstances, we are to introduce severe restrictions on movement of heavy trucks, when there is a risk to topping,” Azarov summed up.

Ukraine, Belarus find understanding on many issues of cooperation

Decisions, adopted at the 22nd session of the intergovernmental Belarusian-Ukrainian commission for trade and economic cooperation, will help to eliminate problems of Ukrainian business in Belarus in the near future, first vice Prime Minister of Ukraine Serhiy Arbuzov said during a press conference held after the meeting.

He noted that meetings of the Intergovernmental Commission allow most effectively address the problematic issues between the two countries.

“We found mutual understanding in many issues, even not quite simple. After all, first we must protect the interests of business of our country and respect the wishes of our citizens,” Arbuzov noted.

Arbuzov added that the Ukrainian-Belarusian relations are at a very high level. This is confirmed by the figures – the bilateral trade turnover in 2012 reached $ 7.5 billion and compared with the year 2011 it grew by 18%.
First vice Prime Minister is convinced that the future relations between Ukraine and Belarus will only develop. This is especially true of trade and economic sphere. So, when asked about a great number of Belarusian goods in our country, Arbuzov said: “I’d like our products, in particular confectionery and brewing, to be represented in Belarus as well as Belarusian products are presented on the market of Ukraine”.
 
In turn, first vice Prime Minister of Belarus Vladimir Semashko praised the results of the committee meeting and stressed that Belarus is interested in further development of cooperation.
Protocol of the Commission session, which the parties signed today, will contribute to relations development as it takes into account positions of Ukraine and Belarus on all relevant issues. In addition, signing of the agreement on interregional and cross-border cooperation between Ukraine and Belarus is also important.

CIS citizens to enter Russia on invitation only

The citizens of the countries that are members in the Commonwealth of Independent States (CIS) may be required an invitation to enter the Russian Federation (RF), director of the RF Federal Migration Service Konstantin Romodanovsky told a press conference in Moscow on Wednesday.
“In my view, the visa system is not so topical today. The matter of entry upon invitations may be discussed,” he said, RIA Novosti News Agency of Russia reports.   
Romodanovsky noted, however, that this is a complicated matter that requires additional work.

Ukraine is powerful player on world agricultural market, Yanukovych considers

Ukraine demonstrates significant progress on the world agricultural market, President Viktor Yanukovych said at the opening of the XXV Agro-2013 International Agro-Industrial Fair on Wednesday, the press service of the head of state reports.
“During the economic crisis the agricultural sector of our country has once again showed growth against the background of all other sectors of the economy. The Ukrainian agriculture helps not only ensure domestic demand, but also increase the supply of food and agricultural commodities on foreign markets,” Yanukovych said.
In particular, he noted that since 2007 the share of production of agribusiness in total exports of Ukraine has doubled, and it amounted to 27% last year.
The President is convinced that over the past few years Ukraine proved that it was one of the most powerful players on the global food market.
In addition, the head of state noted that the world became interested not only in the Ukrainian grain but livestock products as well. According to him, Ukraine has begun supplying poultry products into the European Union.
Ukraine is also gradually expanding into new markets for agricultural products, including Japan, the United Arab Emirates and the Republic of South Africa.

MP from the Party of Regions Hanna Herman demanded to summon heads of the Interior Ministry, the Security Service of Ukraine, the General Prosecutor’s Office to Parliament tomorrow to ask them put an end to political extremism in Ukraine.
“Very dangerous political processes appear in Ukraine. Today, extremists from the Svoboda faction broke down the door of the KCSA. So was done in 1933: first extremists broke into the government buildings, then in homes of people, taking them to concentration camps. After that, someone else will say that there is no extremism in Ukraine? Heads of law enforcement agencies should be summoned to Parliament to ask them bring political extremists round,” she told a briefing, ForUm correspondent reports.

In turn, leader of Svoboda faction Oleh Tyahnybok noted that his fellow party members did not broke the door out. “KCSA held the last session of the. Deputies from the All-Ukrainian Union ‘Svoboda” were not allowed entering KCSA. They did not break the door, they took it off, enter the building and put it back. “

Yanukovych: Agricultural cooperatives to form middle class in villages

Establishment of agricultural cooperatives is the basis for formation of the middle class in the rural area, President of Ukraine Viktor Yanukovych said at the opening ceremony of the 25th International Agriculture Exhibition AGRO 2013 in Kyiv on Wednesday.

“Stimulating agricultural cooperative movement is the main and the right way of forming a rich powerful middle class in the village,” the President said.

Yanukovych stressed that the state will continue working on the issues of deregulation of business activities. “Work in the area of deregulation of business activities and creating attractive business climate should be continued,” he noted.

Arbuzov sure of compromise between Ukrainian and Belarusian producers

Ukraine hopes that the Belarusian market will be open for Ukrainian products, first deputy Prime Minister of Ukraine Serhiy Arbuzov said during the XXII meeting of the intergovernmental Ukrainian-Belarusian commission for trade and economic cooperation, ForUm correspondent reports.
“The Ukrainian market is open for Belarusian products. I hope we can count on the response actions from the Belarusian market,” Arbuzov said and expressed confidence that Ukraine and Belarus will be able to solve problematic issues having worked an algorithm for mutually beneficial cooperation between the two countries.
“Some issues arose, on which we worked yesterday and today. This is obvious and logical. That is why, a commission is established. In particular, we worry about the problems faced by our manufacturers of confectionery and dairy products on the Belarusian market,” he said.
Meanwhile, Arbuzov complained that these problems arose in spite of the bilateral agreements and provisions of the free trade area within the CIS. ” I hope we will solve this problem,” the official stated.

Belarus to assemble agricultural machinery in Ukraine

Belarus plans to set up enterprises for agricultural machinery assembly in Ukraine, first vice Prime Minister of Belarus Vladimir Semashko said during the XXII meeting of the intergovernmental Belarusian-Ukrainian commission for trade and economic cooperation, ForUm correspondent reports.
“Ukraine poses a real and correct task – double the volume of grain production … We are ready to help Ukraine,” he said.
According to him, Belarus is ready to deliver agricultural equipment to Ukraine on favorable terms, in particular, on leasing scheme and preferential bank loans.

Semashko noted that today during a meeting of the commission, economy ministers of the two countries will be given appropriate instructions “to get results in a couple of months”.

In addition, he stressed that production of Belarusian agricultural machinery in Ukraine will allow bringing it to the European markets.
